3 Today s situation on Analogue Analogue Radio systems are different all over Europe Today s situation for most of the freight routes is to change locos and drivers at the border On some specific lines, for international passengers trains, the onboard cab radio is a multimode equipment with one HMI 3

7 Interoperability status Interoperability for voice and non-etcs data Validated in campaigns Confirmed EIRENE features when abroad No need for dual mode equipment Network A Interoperability is tested by Industry and validated by Railways Network B 7
8 Interoperability status -continued IOT Phase 4 (multi-vendor) tests: Agreement about joint campaign was reached between Infrastructure Suppliers on 22 November 2004 Detailed planning almost completed Execution started in December 2004 First tests successfully performed monitored and validated by Railways 8
9 Border crossing core requirements Ø Maximise safety Ø Minimise performance impact for Ø Voice & ETCS services Ø Controlled entry into target country Ø Align operational procedures at border Ø Apply proven procedures for voice & ETCS services Cross borders with maximum safety and minimum service disruption 9
10 Cross Border Procedures Cross Border procedures cover: Handling of ongoing calls as border approaches New network selection Functional registration in new network Functional de-registration in old network Procedure at the border is essential for Pan European traffic as it ensures smooth crossing between Railway networks 10
11 Two Network Coverage Area (TNCA) Ensures maximum service continuity and safety. New Network selection with old network as a back-up New Network selection takes place in a predefined section Provides flexibility to Close ongoing calls register into new network With enforced operational procedure 11
12 Cross Border Procedure Maintain cells in each other networks for flexibility Allows cross border traffic Recovery zone (ENRC) Reselection zone (ENRS) Network registartion triggered by driver or automatically by balise Network Selection and functional registration must be made otherwise train must begin to stop Train journey continues if new network registration and functional registration is completed 12
13 Recovery Zone Country A HLR/AUC Country B HLR/AUC IN IN MSC MSC Recovery zone (ENRC) *REC : Railway Emergency Call ensures reception of REC* while MS is completing the functional registration into the new Network 13
14 ETCS and border crossing Procedure is compatible with ETCS dual mobile configuration. It allows non-active MS to select new network (country B) and handshake with RBC before active MS disconnects from old network (country A). Country A RBC RBC Country B Recovery zone Reselection Zone 14
15 Operational procedures Condition for successful border crossing between two networks Require end to end solution for applications including mobile and fixed terminals Require coordination between Train Operating Companies & Infrastructure Managers 15
16 Conclusion Ø Technology is available Ø Specification update required and ongoing Ø Maintaining interoperability is a must Ø Testing and integration with ERTMS end to end systems is required Ø Regression testing with major SW releases to be performed Therefore an open platform enabling Railway applications testing in Europe is essential 16
