3 Maritime Safety and Security Information Exchange System Customer: Gdynia Maritime Office MarSSIES Assumptions: In 2003 Maritime Office in Gdynia expressed requirement for a tool to exchange information between MO and other units. Solution: Sprint won the bid and has developed a tool to exchange information about maritime safety, basing on its authoring solution VIZAN. The system functions as a platform for distributing information between operational services cooperating in area of maritime safety. Distribution is held between Maritime Operations Centre of the Polish Navy, National Navigation Warning Services Coordinator from Hydrographic Office of the Polish Navy and Radar Surveillance Centre of Maritime Division of the Border Guard. It is also being expanded with new users, including Maritime Offices in Szczecin and Slupsk, Maritime Search and Rescue Service (SAR), Voivode Crisis Management Centres, Maritime Mobile Service of Customs Chamber as well as Harbour-Master s Offices and specialist units in Maritime Offices. Result: MarSSIES organizes and manages exchange of significant information regarding maritime safety through ICT network and provides event maintenance required by ISPS Code. The user defines types of events and describes procedures for each of them (event maintenance). New events can be initiated by operators ( manually ) or automatically as a result of readings received from other systems, databases or registered by specified devices. When new event occurs, it is being processed by the system in accordance with defined procedure, e.g. system notifies specified receivers, system waits for registration of appropriate decisions, etc. 3

4 Maritime Safety and Security Information Exchange System MarSSIES The system uses the following data: - AIS stream received from Polish AIS offshore stations - data from VTS database of the Gdansk Gulf area - navigational warnings and notices to marines from the Hydrographic Office of the Polish Navy - weather forecasts from The Institute of Meteorology and Water Management - notices received directly by particular services operators - data from hydro-meteorological sensors in area of the Gdansk Gulf. The system has been tested in exchanging information with SafeSeaNet. The system has been awarded during numerous domestic and foreign branch events. 4
