1 INTERNATIONAL MARITIME ORGANIZATION E IMO SUB-COMMITTEE ON SAFETY OF NAVIGATION 54th session Agenda item 24 NAV 54/24/1 16 April 2008 Original: ENGLISH ANY OTHER BUSINESS Progress on standards development by the IEC Submitted by the International Electrotechnical Commission Executive summary: Strategic direction: 1.1 High-level action: Planned output: Action to be taken: Paragraph 13 Related documents: SUMMARY IEC TC 80 prepares standards to support the performance standards of the Organization. The Sub-Committee is invited to note the progress in the work and the IEC response to the Sub-Committee s requests on symbology and interfacing None Introduction 1 The Technical Committee 80 of the International Electrotechnical Commission (IEC TC 80) is responsible for the preparation of standards for maritime navigation and communication equipment and systems. These standards are prepared in order that the performance standards of the Organization, as well as the technical requirements of the International Telecommunication Union and other relevant international organizations can be verified. Voyage Data Recorder 2 The IEC is pleased to report that revisions have been completed to the standards for Voyage Data Recorders; IEC : Maritime navigation and radiocommunication equipment and systems Shipborne voyage data recorder (VDR) Part 1: Performance requirements Method of testing and required test results and IEC : Maritime navigation and radiocommunication equipment and systems Shipborne voyage data recorder Part 2: Simplified voyage data recorder (S-VDR), Performance requirements Method of testing For reasons of economy, this document is printed in a limited number. Delegates are kindly asked to bring their copies to meetings and not to request additional copies.
2 NAV 54/24/1-2 - and required test results. These revisions incorporate the amendments to the performance standards for VDR (resolution A.861(20)) and S-VDR (resolution MSC.163(78)) developed by the Sub-Committee at its fifty-first session concerning the provision of an interface and software for download and playback equipment for investigation authorities. Radar equipment 3 The IEC is also pleased to report that a new standard has been completed for radar; IEC 62388: Maritime navigation and radiocommunication equipment and systems Radar Shipborne radar Performance requirements Methods of testing and required test results. This standard incorporates the requirements of resolution MSC.192(79) concerning revised recommendation on performance standards for radar equipment, developed by the Sub-Committee at its fiftieth session. Presentation of navigation-related information 4 The IEC is further pleased to report that a new standard has been circulated for voting; IEC 62288: Maritime navigation and radiocommunication equipment and systems Presentation of navigation related information on shipborne navigational displays General requirements Methods of testing and required test results. This standard incorporates the requirements of resolution MSC.191(79) concerning performance standards for the presentation of navigation-related information, developed by the Sub-Committee at its fiftieth session. AIS ATON and AIS-SART 5 As invited by the Sub-Committee at its last session, the IEC is pleased to offer symbols, shown at annex, which have been developed in the context of resolutions MSC.191(79) and MSC.192(79), for AIS Aids to Navigation and AIS Search and Rescue Transmitter. 6 The proposed symbol for a virtual aid to navigation has been modified from that in SN/Circ.243 by the addition of the letter V. This is intended to clearly indicate that the displayed symbol relates to an aid to navigation which does not physically exist and will not therefore be observable from the bridge window. 7 The proposed symbol for the AIS-SART is in response to the eleventh session of the Sub-Committee on Radiocommunications and Search and Rescue (COMSAR) which agreed to invite the NAV Sub-Committee to consider the need for a presentation symbol for AIS-SART for use on radar and ECDIS displays. 8 It is a requirement of the performance standards given in resolution MSC.246(83) that the transmitted messages from the AIS-SART should be compatible with existing AIS installations. The transmitted messages should be recognized and displayed by assisting units in the reception range of AIS-SART, and clearly distinguish the AIS-SART from an AIS installation. 9 Discussions within the COMSAR Sub-Committee and the ITU have concluded with a proposal for a unique numbing system for AIS-SARTs which will be of the form 970xxxxxx. This will distinguish the AIS-SART from a normal AIS installation which uses a MMSI and it is proposed that additional identification will be provided by the message SART-ACTIVE displayed on the MKD.
3 - 3 - NAV 54/24/1 10 The Sub-Committee is invited to consider the need for the symbol proposed at annex for use on radar and ECDIS displays. The AIS-SART will otherwise be displayed as a triangle symbol as given in SN/Circ.243 for an AIS target. INS and IBS 11 As invited by the Sub-Committee at its last session, the IEC has considered interface standards for INS and IBS noting the Sub-Committee s view that, for the successful implementation of INS and IBS, it is essential that all sensors and equipment adopt a standard serial communication protocol to support compatibility and allow interconnection and integration. The IEC is pleased to report that an information document has been completed; IEC 80/520/INF; Alarm communication with ALR and ACK. This describes a communication scenario clarifying the alert handling capabilities within IEC : Maritime navigation and radiocommunication equipment and systems Part 1: Single talker and multiple listeners, based on the sentences ALR and ACK. These sentences enable exchanging alerts and acknowledging alerts and the new detailed instructions and guidelines on how to use these sentences will avoid a potential for differences in implementation between manufactures. 12 The IEC considers that this document may provide useful guidance to the correspondence group for IBS working on developing performance standards for Bridge Alert Management. Action requested of the Sub-Committee 13 The Sub-Committee is invited to note the above information and act as appropriate. ***

5 NAV 54/24/1 ANNEX PROPOSED SYMBOLS FOR AIS-ATON (Extract from IEC 62288) AIS aids to navigation AIS aids to navigation (ATON) shall be presented as a diamond with crossed lines centred at the reported position of the ATON. The crossed lines shall be not more than 2 mm in length and the sides of the diamond shall be not more than 6 mm in length. Real AIS ATON: A virtual AIS ATON shall have the letter V superimposed on the symbol so that it does not extend beyond the diamond and does not intersect with the crossed lines. (SN243) The diamond, crossed lines and V shall be drawn using a thin solid line style. Virtual AIS ATON: The basic colour for an off position AIS ATON is red. The basic colour for an on position AIS ATON is as used for the ATON symbols. AIS ATON may be labelled. Alphanumeric text used to label an AIS ATON shall be the same basic colour as the AIS ATON symbol. Proposed symbol for AIS-SART (Extract from IEC 62288) AIS search and rescue transmitter An AIS search and rescue transmitter (AIS- SART) shall be drawn with a solid line and shall the same basic colour as the AIS ATON symbols.
