1 DEDICATED TO THE HEALTH OF OUR COMMUNITY NOTICE TO ALL PROSPECTIVE RESPONDENTS RFP 16-AHR/GP Addendum No. 6 issued April 18, 2016 Request for Interpretation Responses RFI 1: RFI 2: RFI 3: RFI 4: What is the criteria for meeting the responsive and responsible beyond of the scoring criteria provided elsewhere in the RFP? There is no additional scoring criteria. The responsiveness of a Respondent will be evaluated in conjunction with the Technical Requirements scoring criteria. The responsibility of the respondent will be evaluated in conjunction with the Financial Stability and References scoring criteria. Please provide this additional award criteria. There is no additional scoring criteria. The cited provision just acknowledges the District s broad discretion in making an award consistent with the stated scoring criteria. A concern is expressed that the phrase most advantageous offer raises a question of value within the scoring criteria. The identified provision is merely an example of a reason the District may reject any and all proposals. What is an acceptable format for the required publications in Section 2-4 item D.? The District prefers imperial over metric system measurements and electronic over paper, if applicable. Other publication format is at the discretion of the Respondent however; publications must be in compliance with applicable regulations and regulatory guidelines as appropriate for Federal Aviation Administration Air Carrier and General Aviation operations. RFI 5: Should the Section identified in 3-1 C be changed to 3-2? Yes Part 3, Proposal Requirements, Section 3-1 Mandatory Requirements, should be changed in Section C to read. Complete all documents listed in Section 3-2. RFI 6: RFI 7: A request to change the wording will be considered because the language is not binding. No change will be made to the language. Where in the proposal are Former client references provided?

2 RFI 8: Section 3-2 (E) specifies requirements for the references to be submitted by each Respondent. When responding to this section s requirements, please provide the Respondent s reference information. Format is at the Respondent s discretion. 1) Please provide the frequency bands required for the tactical radios. (1ea.) VHF FM Transceiver MHz to MHz High Band/USFS Compatible Guard Receiver Frequencies as a minimum (1ea.) UHF FM Transceiver 406MHz to MHz with Guard Receiver equipped with Guard receiver CTCSS Tone as a minimum (2ea.) 800MHz Transceiver airborne, multi-band radio capable of operation in conventional analog and P25 digital FM systems, SmartNet/SMARTZONE trunking systems and P25 trunking systems as a minimum All Tactical Radios controllable from Cabin and Cockpit (2 Control Heads) 2) Is there a Project Number to reference for the make/model of the preferred tactical radios? Yes, Technisonics Industries Limited, project number is ) Will the District provide the preferred brand for the tactical radios? The District requires Airborne type equipment that meets the requirements of rotary wing aircraft operations. Example: Technisonic TDFM-9100NV. Respondents should propose what they believe is the most appropriate brand based on their history with providing specific manufacturer radios. RFI 9: RFI 10: Exhibit C Please clarify what type of information needs to be provided in the Example Column in order to be compliant. (i.e. product description, photographs, part number, model number, etc.) This column should be used to indicate a specific item or direct the District to another location within the proposal that will give the District clarification on what is being proposed. For instance under item ground handling system a Respondent may specify a model electronically operated dolly like the Heliwagon 160 or in the case of the engine fire extinguishing system, the example may reference the section of the RFM where component or part and usage is detailed. It may even be to a URL where a specific product is advertised. If an example is not applicable, please indicate with N/A. Please provide clarification for the District's anticipated payment terms. Final payment terms will be part of contract negotiations with the selected Respondent. Page 2 of 7

3 RFI 11: RFI 12: Please define the duration (in years) for the maintenance technicians annual courses. The duration for the maintenance technicians annual courses should be the initial maintenance training program plus the nine (9) additional years of training which should include 1 course each year for each technician. 1) Does the existing PBH program allow for a transfer with the trade-in aircraft? Airframe - Sikorsky/HSI The District can transfer the termination credit to be applied to either Sikorsky's Power Assurance Program (PAP) or its Total Assurance Program (TAP). Engines - Turbomeca/Safran The District can transfer Support by the Hour (SBH) with a trade in of the aircraft. 2) What is the buy-out value on PBH for engines/airframe/avionics at specific aircraft total time? Trauma Hawk to specify total time. Airframe - Sikorsky/HSI Cash out - approximately $315,000 Engines - Turbomeca/Safran Cash out - approximately $594,000 The District reserves the right to cash out or transfer programs pursuant to applicable agreements with Sikorsky and Turbomeca. The stated amounts will vary based on hours flown and component or parts replacement prior to sale. See Exhibits L & M. RFI 13: RFI 14: Insufficient information provided to determine the trade-in value. See attached Exhibits I, J, K, L, M, O, P, S and Item 12 above. Please clarify that the evaluations and inspections will not be conducted until after proposal opening as stated in paragraph 4-6, A After proposal opening the selection committee will make the determination on which aircraft evaluation and inspections will be conducted. The District has issued addendum 2 which authorizes Respondents to informally show their aircraft to the District s flight, medical and maintenance team. These informal viewings will not involve the selection committee members except that one member may be available to act as a fact finder for the committee and report on the informal viewings during a public meeting. 4 RFI 15: RFI 16: RFI 17: RFI 18: RFI 19: 1) Please clarify if this search light system is a secondary steerable landing light or is the requirement for a high powered searchlight such as the Spectrolab or Trakka Searchlight System? 2) Currently the district is utilizing a light without NVIS/NVG compatibility (Spectrolab SX5 Starburst). Please confirm if the requirement is for this "auxiliary search light system" to be NVIS/NVG compatible. The requirement is for an auxiliary search light system and it must be a high powered, NVIS/NVG compatible and steerable. The District currently operates with the Spectrolab SX5 Starburst Searchlight which has proven, regarding illumination, maneuverability and size, to satisfy the operational needs of the District as its current aircraft is equipped without NVIS/NVG. Please identify, including the make and model, of the current carry-on/carry-off medical equipment being utilized by the District. See Exhibits K and R Define what equipment is required to be covered under PBH? i.e. Will the medical interior be included in PBH? All standard and special airframe, avionics and engine components, modules, parts on the helicopter equipment list delivered under a helicopter sales agreement including medical interior should be included in the PBH, except carry on medical equipment. Please provide the number of hours per year and cycles per hour the District flies? See Exhibit F Define the requirement for the Web-Based Maintenance System. The system must allow the District to access the aircrafts compliance information pertaining to inspections, life limited parts, overhaul, Alert Service Bulletins, Airworthiness Directives, etc. via the internet. Functions should include: Discrepancy management Scheduled and unscheduled maintenance tracking Due list projections Maintenance history Inventory management Report services to include labor, down time, etc. 24/7 global access via web browser and mobile device User friendly interface Network and application administration tasks Real-time Revision Service updates, service and support. Maintains the information directly on the web site Links to Alert Service Bulletins and Customer Service Notices Page 4 of 7

5 Updates to include Operations Packages for Hourly, Equalized and Progressive Inspection Programs. RFI 20: What are the specific maintenance capabilities and detailed list of tools, equipment, operating space and other facilities required to perform helicopter maintenance? The District operates at an organizational maintenance level. The current aircraft are maintained in a 24 hour operational environment in support of the District s Helicopter Air Ambulance operation and pursuant to manufacturer s maintenance manuals and applicable FAA regulations. Maintenance at this level includes line operations (servicing, handling, troubleshooting and so forth), periodic inspections of aircraft and equipment and associated tests to include avionics tests/adjustments. The District s maintenance department performs repairs and adjustments that do not require specialty shop facilities but does facilitate the removal and replacement of up to major components to include engines, rotors, main gear boxes, etc. Most of the District s maintenance functions are completed at the District s 13,000 square foot hangar facility but the District occasionally completes repairs or replacements at remote field locations. Overhauls, major component, avionics, or instrument repairs are not within the District s maintenance department capacity. See Exhibit N for a complete list of tools and equipment and Exhibit S for aircraft specific tools and spare parts. RFI 21: 1) What medical equipment type/model will be used? The District will use the Zoll Model X Monitor and Explore Technologies Model ix101t1 Safety Pad to transmit reports or provide access from that equipment to the local hospitals during the enroute portion of the flight. The Wi-Fi system should provide the capability to meet the need. 2) Clarify what type of Wi-Fi system is desired. An example of a suitable Wi-Fi system can be seen at However, the above suitable Wi-Fi system is just an example and should not be construed as a specific requirement. RFI 22: Interface requirements for the power lift type stretcher are not defined. How the system rolls on to the helicopter and is secured meeting all applicable regulatory requirements will be aircraft and stretcher model specific. The concept is that a stretcher similar to those used in Emergency Medical Services would be moved from the helicopter to the patient whether at a scene or at hospital bedside where the patient would be placed on the stretcher then transported to the helicopter. An example of the type stretcher is the Stryker Power Pro XT. The method for access and securing the unit to the airframe should be proposed by the Page 5 of 7

6 Respondent. The stretcher must be capable of transporting a patient weighing up to 350 lbs. The stretcher must also be adaptable for use during neonatal transports and capable of secure flight with an Airborne isolette and accessories as described in Exhibit K and as shown on the photographs during the preproposal meeting. RFI 23: RFI 24: Does TCAS I meet the bid requirement or is TCAS II mandatory? TCAS II is preferred; TCAS I is acceptable. Please provide details of the SIAP, ODP, WAAS and LPV provisions. See Exhibit Q The system will be certified and approved for helicopter/rotorcraft operations, in accordance with: AC D, AC A to include Appendix D, TSO C-129 Class A (1) systems, TSO-C129 Class C (1) systems, and specifications of RTCA DO-229, as amended by FAA TSO- C145A as Airborne Navigation Sensors Using the Global Positioning System (GPS) Augmented by the Wide Area Augmentation System (WAAS), and TSO-C146A as Stand-Alone Airborne Navigation Equipment Using the Global Positioning System (GPS) Augmented by the Wide Area Augmentation System (WAAS). RFI 25: RFI 26: RFI 27: 1) Please provide operational statistics, reference the number of missions per year broken out by scene, IFT, single transport, dual transport, specialty teams. See Exhibit F, Specialty teams were used on all Neonatal flights listed on Exhibit F 2) Please provide total mission and loaded-leg mission nautical miles flown. See Exhibit G and H 1) Will all submitted questions receive responses prior to issue of final addendum? If responses are to be issued by the District to questions, the responses will be provided via addendum up to the date stated in the RFP as the final date to issue addendum. 2) Will questions be separately answered or will the District provide the answers in the form of an addendum? All Respondent questions will be reviewed by the District and responded to in the District s discretion via addendum. Several Exhibits have been added to the RFP (via the District s website) based on discussions during the RFP pre-proposal meeting. Will the final addendum have change bars annotating where revisions have been made? Page 6 of 7

7 It is not anticipated at this time that the District will substantially change the RFP. Minor changes and revisions (if necessary) will be provided via addendum.
