1 Ingham County Request for Proposals Public Safety Radio System Project Manager and Consulting Services Packet # ADDENDUM NO. 1 The following clarifications, modifications and/or revisions to the above project shall be considered a part of the original specifications: 1. Page 16 - Work with County stakeholders to develop consensus based understanding of expectations. Question: Can you please clarify this statement. Does the County want the consultant to hold a meeting(s) with the stakeholders to understand their expectations for the new radio system? Answer: As the project moves forward there will be various questions that will need to be answered by the County. The Project Manager will work with the Director and stakeholders to understand the needs and expectations and help build a consensus on a solution. An example would be in the area of designing a template for the radios and number of talk groups for the agencies. The Project Manager should find out what is needed/expected and then work towards a consensus based on the needs of the agencies, system limits or best practices. 2. Page 17 - Draft, review, comment on any other RFP's that are released as requested, for supplemental related radio system equipment needs. Question: How many other draft or official RFPs will the County be requesting the consultant review and comment on? Answer: Specifics are unknown at this time. Examples might include a recording system, tower construction, if needed, or other equipment or system that would require an RFP due to County bidding requirements. 3. Page 19 - The County may review and inspect the Project Manager activities during the term of this Agreement. Should it be required that County personnel travel outside of the County to conduct such review or inspection, all costs of such travel shall be paid by the Project Manager. Question: Who do you expect to pay for all travel costs? Also, what do you include in the travel costs? Airline, county employees hours, hotel, meals, etc.? Answer: This is for the Project Manager to pay costs for Ingham County employees that would be travel related; if required airline, hotel, meals, and mileage for driving personal vehicles to the needed meetings outside the County. County staff s wages would not be included. This only would be required if travel was needed to review and inspect. If documents and information are brought to the County for any reviews or inspections, there would be no travel costs incurred.
2 4. Page 23 Reference information shall include: Dollar value of contract. Question: Are you referring to the public agency s contract with the radio vendor for their LMR system, or their contract with ACD Telecom, as their consultant? Answer: For the reference information, this would be the dollar value of the contract that you had with the reference company. In listing the reference, if the project management work/contract was $ , this would be the information requested in this section. 5. Is the County working with MPSCS and Motorola to develop the design for the County s new 700/800 MHz subsystem on the MPSCS system? If so, does the second bullet on Page 16 of the RFP under Section 10.0 refer to the review and evaluation of that system design? Answer: Yes, Motorola will be having their plan approved by MPSCS; the Project Manager will review to assist the County in making sure that the design meets the needs of the County based on the Project Manager s knowledge and expertise. 6. To confirm, the requirements for procurement services, starting at the top of Page 18 under Section 10.0 of the RFP refer to the procurement of end-user equipment only, and is not related to the expansion of the MPSCS to include a new 700/800 MHz subsystem for the County? Answer: End user equipment, possibly recording system, tower construction or other purchases that might be required outside the main system design/equipment. 7. Referencing the last bullet on Page 17, what other RFP s does the County anticipate releasing? Answer: The possible RFPs could include end user equipment, recording systems, tower construction or other large purchases needed outside of the radio system contracts. 8. In Section 4.0, Background, it says that the County will transition to a 700/800 MHz subsystem on the MPSCS radio system. This will be a P25 system. Is the 700/800 MHz subsystem existing, but needs to be expanded to meet the County s coverage requirements, or does an entirely new 700/800 MHz subsystem need to be designed to meet County requirements? Answer: Motorola is designing an entirely new radio system for the County that will be a subsystem of the MPSCS. 9. Will the County 700/800 MHz subsystem be a stand-alone trunked radio system that is tied into the MPSCS via an ISSI connection or will the MPSCS be expanded to cover Ingham County? Answer: It will be a simulcast subsystem on the MPSCS including some current MPSCS towers as part of the system.
3 10. Will the County accept pricing as Time and Material with an estimated cost ceiling, and with estimated number of trips? Answer: Yes, the County would accept this with a not-to-exceed amount required as asked above. We would then evaluate the RFP responses with regards to costs with the not-to-exceed number provided for the listed services. 11. Confirm that we should assume a three-year project duration, including weekly meetings throughout. Answer: The timeline from Motorola and MPSCS is for months, with a date of completion prior to the end of our current system maintenance in October of Regular scheduled meetings would be required. 12. What necessitated the County to cancel its original RFP and re-issue this RFP? Answer: Changes to the RFP moved the scope of work from Consulting/Project management to primarily Project Management. 13. The original RFP included needs assessment, conceptual design, and RFP development by the consultant. Please confirm that the County has developed performance requirements for the system and received a proposal and design from a vendor, and the consultant s role begins with the review of this design. Answer: Yes, the system requirements have been provided with a planning and design committee, involving members of the County public safety agencies, 9-1-1, MPSCS and Motorola. The Project Manager s first task will be to review the proposed system. 14. RFP page 16, third bullet states: Coordinate/manage day-to-day activities and communications between the various Project Managers and Ingham County Center Administration. Please clarify who these various project managers are. Answer: Motorola and MPSCS will both have project managers. The Director of is responsible for the Ingham County Public Safety Radio System. 15. Several scope of work bullets refer to working with the vendors. Which vendors are included in this project? Answer: Motorola is the primary vendor. Additional vendors would include end user equipment, tower companies, recorder companies or other vendors need to supply equipment outside of the main radio system. 16. Will the project include the project manager (PM) performing propagation analysis for the coverage of the anticipated MPSCS system? Answer: Review of reports provided by Motorola and MPSCS
4 17. Will the project include hard bidding of any new, greenfleld sites? Answer: Possibly, current plans in early stages are to use existing towers. If tower construction is necessary we plan to use municipal owned properties where available. 18. Will the PM perform NFPA and R56 analysis of current sites, including dispatch? Answer: No, review of information will be from Motorola and MPSCS. 19. Will the PM perform an electrical analysis of dispatch and/or sites for TVSS, UPS, and genset systems? Answer: No, MPSCS would do this; the Project Manager would review and provide the County their findings and recommend acceptance or recommend corrective actions. 20. Is the PM required to have on-staff licensed architects and/or engineers? Answer: As architects and or engineers are needed to perform the functions in your proposal response, we would not require that they be on staff, but that you would have someone contracted as needed to meet the requirements of the project as listed. 21. Will the PM be responsible for project cost estimating? Answer: No, costs for infrastructure will be provided to the County prior to the Project Manager being on board. 22. Will the PM be responsible for the overall project scheduling? Answer: Yes 23. Will the PM verify the long-term technology requirements for LMR-to-LTE transitions and/or application usage? Answer: Yes, as applicable to the MPSCS system and technology used in the system design proposal. 24. Will the PM design the backhaul system? Answer: No, this will be done by Motorola and MPSCS; the Project Manager will review and report to the County if the backhaul system is acceptable. 25. Will the PM acquire the FAA and FCC (ASR's) permits for any protentional greenfield sites? Answer: Unknown at this time.
5 26. How many RFP's will be PM be issuing (i.e.one for infrastructure, for consoles, and one for subscribers)? Answer: The possible RFPs may include end user equipment, recording systems, tower construction or other large purchases needed outside of the radio system contracts. Infrastructure and consoles will not require an RFP; they will be supplied by Motorola. 27. Will the PM be assisting in cybersecurity issues, since the system will be IP based (i.e. vendor selections, routers/switches, and redundant systems)? Answer: The Project Manager will review cybersecurity issues with MPSCS and Motorola, and make recommendations as needed. 28. Will the PM be conducting the BER and DAQ tests for the ATP? Answer: Yes, the Project Manager will take part/conduct these tests and may work with vendors to confirm results. 29. Will the PM provide or assist in MOU's or interlocal agreements for talkgroups, network keys, and/or cross-agencies? Answer: Yes 30. Under Section Should it be required that County personnel travel outside of the County to conduct such review or inspection, all costs of such travel shall be paid by the Project Manager.
