1 C E N T R A L A V E N U E SPECIAL IMPROVEMENT DISTRICT MANAGEMENT CORPORATION 366 Central Avenue, Suite 201 Jersey City, NJ Ph: (201) Fx: (201) June 2011 REQUEST FOR PROPOSAL Central Avenue Mural Arts Project 2011 Dear Artists: The Central Avenue Special Improvement District Management Corporation (CASID) in partnership with Ward D Councilman Bill Gaughan, the Hudson County Office of Cultural & Heritage Affairs Office, the Jersey City Division of Cultural Affairs and Jersey City Division of City Planning, Jersey City Pro Arts, The Distillery Gallery & Artspace, the Heights Artist Initiative, Not Yo Momma s Craft Fair, and Mad Mad Media (Dylan Evans) is pleased to announce the 2011 Central Avenue Mural Arts Installation. Thanks to assistance from the County through the Local Arts Programming Grant, CASID is able to further our long-term goal of adding art destination to Central Avenue s already distinct resume. This past October the CASID unveiled two new murals designed by local artists Richard La Rovere and Megan Gülick located on the sidewalls of.99 Power (387 Central Avenue/ Charles St.) and Daisy Cleaners (426 Central Avenue/ South Street). These murals have been vivid, imaginative and exciting additions to the Avenue landscape and the Heights neighborhood, and capture Jersey City s abundant creative spirit. Though the ¾ mile Central Avenue business district now has five murals and the CASID is eager to add more. This is where you come in. With such a rich artistic tradition in Hudson County we are eager to receive your creative and beautiful mural proposal(s) which may become Central Avenue and Jersey City s newest public art landmarks. In addition to monetary compensation, the CASID will use our resources to make sure your work gets the attention it deserves (i.e. press releases, featured articles, etc). To participate, carefully read the attached RFP and complete the attached forms. Please Note: This mural program is based on the principals of an RFP therefore all proposals are competing against one another for selection. Be prepared to offer your best price for your mural. Artists wishing to submit multiple mural designs MUST submit separate proposals for each. The total number of mural installations selected will be determined during the process. 2 Central Avenue Mural Arts Project 2011 REQUEST FOR PROPOSAL (RFP) Overview This program is made possible in part by funds from the New Jersey State Council on the Arts/ Department of State, a partner agency of the National Endowment for the Arts, Administered by the Hudson County Office of Cultural & Heritage Affairs, Thomas A. DeGise, County Executive, the Board of Chosen Freeholders. This mural project will provide the opportunity for artists to create a public mural to be installed on one of several potential sites just around the corner of the Central Avenue main street in the Jersey City Heights. Artists with winning mural designs will receive the agreed upon monetary compensation, a complementary booth at the next Everything Jersey City Festival scheduled for Saturday May, , and be featured in a future edition of CASID s newsletter - Heights News and Artists will also have the opportunity to address the public about their creation at corresponding press conferences. Scope of Work Artists interested in participating in this program are asked to submit a detailed mural proposal outlining: 1) Design concept/ sketch for an approximate 8 foot high by 25 foot long wall space; 2) Wall Treatment - an in-depth description of how the wall will be treated before and after the mural is applied, and; 3) Artist Fees - a strong estimate for completing the project, start to finish, outlining all related expenses and compensation including artwork design, labor, materials, supplies, and any other miscellaneous cost factors. The CASID will collect all submitted proposals and present them to pre-selected CASID members (business and/ or commercial property owners within our district) for consideration. The CASID members offering their walls as mural spaces will review favorable proposals and make final selections. Favorable proposals will be considered using the following criterion; The mural should compliment its main street environment (i.e. neighboring community and business district) and encourage Live, Work, Dine, and Shop Hudson County; Beautify the Central Avenue business district with art to help contribute to positive energy, boosted morale, and upbeat attitudes among residents, visitors, and shoppers; Bang for the Buck The potential for large impact on the neighborhood and business community based on design, artist reputation, and overall cost factor; Mural concepts regarded as vulgar, violent, hateful, or discriminatory based on race, disability, gender, culture or religion will NOT be considered. 3 Mural Location(s): Artists wishing to get a feel for the environment their mural concept may one day call home are welcomed to walk the length of the Central Avenue business district (Manhattan Avenue to North Street) and take in our main street neighborhood community. At this stage of the program, Artists are advised to focus on developing a mural concept that can be installed anywhere on Central Avenue and NOT concern themselves with a specific mural location. Location concerns will be addressed only if mural concept/ proposal has been selected and may then evolve slightly to incorporate the designated location. Once the site is selected, a formal agreement with the artist(s) and corresponding property/ business owner will be written finalizing total cost, deadline, and any additional terms & conditions BEFORE beginning the mural installation. The duration/ life of the mural, repairs, modifications, and other details will be outlined in the agreement. To Apply: There is no cost to submit a proposal. However, incomplete or late proposals may not be considered. Please complete the attached application and submit with proposal to the CASID office. Each proposal should contain the following: Complete Mural Application Cover Sheet with attachments; Complete Mural Estimate Guideline with attachments; Name the medium, materials, paint, technique, and/ or chemicals to be used with corresponding sketch samples; Describe in detail the wall treatment you will use before mural installation and after (note that the artwork must be fit to withstand outdoor weather conditions and should not cause any damage to the building wall or its structure); Total fee requested inclusive of wall treatment, materials used, equipment, and labor for a mural covering an approximate wall area 8 feet high and 25 feet long; Artist contact information and a thorough résumé/ curriculum vitae describing other public artworks including press releases, newspaper articles, and 5 samples of work in jpeg format (max 500 pixels wide). Timeline Proposal submission deadline is August 1, 2011; Proposals will be selected and awarded the week of August 15, 2011; Mural installation(s) must be completely installed by September 30, A public unveiling will occur the first weekend of October.
