2 MURAL ON NW 3 RD AVENUE METRO RAIL GUIDE WAY The Southeast Overtown/Park West Community Redevelopment Agency ( CRA ) is seeking to commission an artist or team of artists (hereinafter referred to as artist ) to design and implement a mural on The 3 rd Avenue Metro Rail Guide Way located on NW 3 rd Avenue and NW 11 th Street in Historic Overtown. This project is one of several initiatives aimed at enhancing the 3 rd Avenue Business Corridor, while promoting art in public spaces, encouraging pedestrian traffic to local businesses and commemorating the culture and heritage of Historic Overtown. In turn, the mural is expected to serve as a visual landmark and should accurately reflect the spirit and history of the Overtown community. COMMUNITY ENGAGEMENT The selected artist will be responsible for creating and implementing a community engagement plan. Prior to designing the mural, the artist will be expected to meet with the community to creatively identify or initiate dialog around community issues. The CRA will be responsible for assisting the artist with organizing the necessary community dialogues and meetings. DESCRIPTION OF ARTWORK Mural designs will be reflective of the community, the neighborhood, and their identity. The mural will constitute an independent work of art. The artist will be responsible for obtaining prior written approval and related releases to incorporate a portrait of any living person into the mural. The artwork may be applied, sprayed or painted on the wall using high quality paints. SELECTED ARTISTS/ARTIST TEAM RESPONSIBILITIES 1. The mural must be an original work of art. 2. The selected artist will be required to enter into an agreement with the CRA. 3. The artist will be required to design a community engagement plan, and implement same within the time frame set forth in the agreement. 4. Based upon the feedback received from the community engagement, the artist will be required to prepare renderings of at least two mural designs for review by the CRA. (One will be approved by CRA) 5. The artist will be required to remove the existing mural installation. 6. The artist will be required to utilize high quality materials that ensure durability and longevity. 7. The artist shall be required to adhere to the timeframe set forth in the agreement.

Given that the mural is to be installed on property owned by Miami-Dade County, the artist will be required to obtain written clearance from Miami-Dade County Transit to perform any work on the mural. 9. The artist will be required to develop and implement a maintenance plan for the preservation of the mural, wherein the materials and processes to be used are described in detail, as well as a schedule of maintenance included. The artist shall be required to issue a warranty to the CRA for any maintenance for a minimum period of two (2) years. PROJECT TIME FRAME The selected artist will be expected to successfully complete the installation of the mural within four (4) months following the execution of the agreement. The anticipated time frame will be modified to account for any inclement weather. SELECTION CRITERIA The selected artist(s) will be chosen by a committee and will be evaluated based on: The quality of work and creativity in the submitted materials and proposed design, visual and technical sophistication; The quality of past work and relevant experience; The ability to produce durable outdoor art; The overall budget, which must reflect all costs associated with the design and installation of the mural, including but not limited to: design fees, research, materials, fabrication, scaffolding, permits, installation, insurance; The existence of additional confirmed funding commitments; and A proven ability to coordinate with project managers, design professionals and community residents and stakeholders. The artist(s) selected will be notified in writing as to the committee s selection. The CRA reserves the right to accept any proposal deemed to be in the best interest of the CRA, to waive any irregularities, omissions, and/or technicalities in any proposal, or to reject any or all proposals and to re-advertise for new proposals. SUBMISSION PROCESS Artist(s) interested should submit one (1) unbounded copy of its proposal in accordance as described herein. Said proposal must be submitted in a sealed envelope and deliver to the following address:

A Letter of Interest This letter should state your interest in the project, and convey the artistic intent, colors, and style of work in designing the mural. Highlight relevant past experience on projects of similar budget and scope, include any experience with community engagement and how the proposed design will reflect Overtown. 2. Itemized Budget - Provide an itemized budget of all costs and materials. The project budget should include the all fees and costs associated with the design and installation of the mural, including the costs of removing the existing vinyl wrapping, preparation of the surface to ensure strong adhesion for durability and longevity, repairs to the wall (if necessary), application of all materials to paint the mural and any other associated cost. 3. Artist Maintenance Plan - Provide an explanation or description of the materials and processes to be used and a schedule of required maintenance. 4. Concept and Design Provide a sample of the proposed mural on a 24x 36 inch foam core or similar material suitable for public display. A colored rendering of the proposed design for the artwork in JPG format is also acceptable. List the names of all colors to be used, as well as the type and manufacturer of the paint. 5. Professional Resume Include mural art experience and reference information for similar projects previously completed. 6. Electronic Images Provide up to 5 digital images of most recent artwork work on a CD.

5 AGREEMENT TERMS As discussed above, the selected artist shall be required to enter into an agreement with the CRA. Said agreement shall require the presentation of certificates of liability insurance by the selected artist, and indemnification of the CRA for work performed in connection to the Project. Lastly, funds shall not be advanced, but rather shall be disbursed to the selected artist on a reimbursement basis, or directly to vendors upon presentation of invoices and other documentation satisfactory to the CRA in its sole discretion.
