1 REQUEST FOR PROPOSALS (RFP): City of Baltimore York Road Streetscape Adding an impactful Public Art experience through the addition of more than 100 Artist Signs along the streetscape Application Deadline: DEADLINE EXTENDED TO Sunday, December 1, 2013 OVERVIEW The City of Baltimore, the Baltimore Public Art Commission, and the Baltimore Office of Promotion & The Arts in collaboration with the Baltimore City Department of Transportation is seeking to commission artists to design and create unique street signs for long-term display along York Road between 43 rd Street and Glenwood Avenue. The project goal is to improve the pedestrian experience, give better definition to the York Road corridor, and add a public art experience for the community that lasts at least five to seven years. SITE/PROJECT DESCRIPTION The York Road Streetscape Rehabilitation project begins at the intersection of York Road and 43 rd Street, continuing along York Road until the intersection of York Road and Glenwood Avenue. The site is both a residential and commercial area and includes the heavily trafficked intersection of York Road and Cold Spring Lane. The streetscape project includes milling and repaving of street, replacement of light poles (cobra shaped lightpoles will also contain banners identifying the Govans neighborhood); replacement of damaged sidewalks, curbs and gutters where necessary; adding ADA compliant pedestrian ramps and pedestrian signals, traffic signal improvement at the extremely busy intersection of York Road and Cold Spring Lane, addition of bus shelters at this same intersection, as well as median work and landscaping where possible. 2 DESIGN/PROJECT GOALS AND PARAMETERS Multiple Artists will be chosen for this project; each applying artist may propose up to 10 signs. Chosen artists will have the option of creating an artwork directly on a blank 24 x18 provided white aluminum street sign (square 24 is also available), or create an artwork or artwork design that can be professionally printed by BOPA onto the signs. Artists are encouraged to think creatively about the potential that these signs will affect the poles and the surrounding area around the poles that they are attached. Artists shouldn t feel restricted to working only within the confines of the 24 x 18 or 24 x 24 signs. Artist designed/fabricated signs are not intended to replace existing traffic signage, they are intended as an addition of artwork to the streetscape. Signs that have the potential to confuse vehicle or pedestrian traffic will not be produced. Signs will be hung by a DOT Contractor. In addition to the 100 or so signs being created for the York Road Corridor, one artist will be chosen to further develop their proposal into a more elaborate artwork for the intersection of York Road and Cold Spring Lane. Samples of acceptable signs follow this prospectus. ARTIST STIPENDS Artists who decide to create artwork directly on blank signs or by adding material enhancements around signs may be provided a small stipend to cover material costs. This stipend will be negotiated after proposal is chosen. The one artist chosen to create a more elaborate artwork for the intersection of York Road & Cold Spring Lane will be provided with a budget of $5,000 to cover all costs associated with the fabrication and installation of this artwork. SUBMISSION REQUIREMENTS Signed Application Form: artists must submit a signed copy of the form that follows this Request for Proposals. If applying as a collaborative artist group, each member of the group must sign the application. This may be sent electronically or by mail. Sign Proposal: Please include a one to two page image of proposal. If electronic, please send in jpeg format. If you are mailing a hard copy drawing, please do not send the original. This proposal should clearly communicate your design for the review panel. For those artists choosing to have their sign professional printed, it is not necessary in this proposal stage for your design to be printer-ready. Once chosen, printer-ready designs that will be requested, printer-ready being defined as.jpegs at 300dpi, or files in an.ai or.eps format. Budget: For artists choosing to create their artwork directly on the sign, please include a brief budget that includes materials needed to fabricate artwork and cost estimates. Artists choosing to provide a design that will be professionally printed do not need to provide a budget. Resume: please attach a current Resume, which outlines your experience as a designer and artist. Application materials will not be returned. ARTIST ELIGIBILITY Any artist over the age of 18 working within 250 miles of Baltimore is eligible to apply. Current Baltimore Office of Promotion and the Arts employees and Public Art Commission members may not apply. ARTIST SELECTION PANEL The artist selection panel will be made up of stakeholders from York Road corridor and communities surrounding it, members of the Public Art Commission, a representative from the Baltimore City Department of Transportation and public artists. This panel will be asked to make recommendations to the Public Art Commission who will make the final artist selection.
