2 Washington Metropolitan Area Transit Authority Board Action/Information Summary Action Information MEAD Number: Resolution: Yes No TITLE: Art in Transit Reston Town Center Station PRESENTATION SUMMARY: Summary of the artwork selection process and presentation of the public artwork proposal for the Phase II Silver Line Reston Town Center Station. PURPOSE: In compliance with Board policy, staff is seeking approval of the artwork proposal for the Reston Town Center Metrorail Station the last of the six Phase II Silver Line Metro Stations. Staff is also seeking Board authorization for the General Manager to finalize and sign a contract with the artist for the artwork. DESCRIPTION: The Cooperative Agreement between Metro and MWAA (sect. 2.8) stipulates that each rail station of the Phase II Silver Line Project (Reston Town Center; Herndon; Innovation Center; Dulles Airport; Loudoun Gateway; Ashburn), shall include one artwork installation under WMATA's Art in Transit Program. Key Highlights: Art in Transit organized and facilitated an Artwork Review Panel to select a site specific work of public art at the Reston Town Center Metrorail Station. The panel included representatives of MWAA, Fairfax County DOT, the Arts Council of Fairfax County, the Initiative for Public Art: Reston, WMATA, Virginia based architects, visual art and real estate professionals. Background and History: The Art in Transit program selects artwork planned for installation on Metro property in accordance with Board policy as reflected in the Art in Transit Handbook, policy and guidance provided in FTA Circular A, and the Art in Transit Handbook (sect. 3 SOLICITATION: Art in Transit publicized the opportunity for proposals for sitespecific artwork for the Reston Town Center Metrorail Station via a Call to Artists with site specific art experience for an open competition, and 48 artists responded to the Call. Artists were required to submit the following information: a) a short application form; b) up to 10 digital images; c) a onepage list of the images specifying the title, media, location and year created for each work of art; d) a bio/curriculum Vitae; e) and brief artist statement. FINALIST SELECTIONS: The Art Review Panel reviewed the submissions and assessed them based on the following criteria: a) quality of portfolio; b) suitability and appropriateness of previous commissions; and c) experience working with communities and the public. Based on this review, the panel selected three finalists for the station to develop site specific proposals for the project. Art In Transit notified the three selected artists who were finalists of their status. Each of these three finalists were provided a $1500 stipend to develop a site specific design for the Reston Town Center Metrorail Station. PROPOSAL SELECTION: The Art Review Panel reconvened to evaluate the three site specific proposals developed by the finalists. The panel's evaluation criteria included: a) quality of design concept; b) potential impact on transit users and the public; c) site appropriateness; d) durability, safety and maintenance; and e) cost. Based on this review, the Art Review Panel recommends one final artwork for the Reston Town Center Metrorail Station for the Board's review and approval. The artwork proposed for this station will reflect the artistic, cultural and/or historical interests of surrounding community. Discussion: ARTWORK APPROVAL: Per the Board approved Art in Transit program guidelines, and in order to enter into a contract with the selected artist, Art in Transit must present the proposal recommended by the Art Review Panel to the WMATA Board of Directors for approval. Additionally, the Board must authorize the General Manager to enter into contract with the artist to work with the design build team to further develop, fabricate and install the approved artwork concepts into the overall station design. August 2013 Cooperative Agreement For Phase II of the Silver Line Project between the Washington Metropolitan Area Transit Authority and the Metropolitan Washington Airports Authority authorizing artwork installation for each rail station in accordance with WMATA s Art in Transit Program procedures. Summer and Fall 2013 Artwork Recommendation Panel reviewed proposals and met with short list of artists. November 2013 Notification of selection sent by WMATA Art in Transit Manager to one final artist for each of 5 stations (Herndon, Innovation Center, Dulles Airport, Loudoun Gateway, Ashburn) February 25, 2016 WMATA Board of Directors approved the artwork proposals for 5 of the 6 Silver Line Metrorail Stations, namely, Herndon, Innovation Center, Dulles Airport; Loudoun Gateway and Ashburn stations; and authorizes the General Manager/Chief Executive Officer to enter into contracts with the artists of the selected proposals. September 2016: AIT publishes Call to Artists for Reston Town Center Metrorail Station December 8, 2016: Art Review Panel members met to select finalist. RECOMMENDATION: Approve artwork proposal for the Reston Town Center Metrorail Station of the Phase II Silver Line Project consistent with the WMATA/MWAA Cooperative Agreement. Authorize the General Manager to enter into contract currently valued at $250,000 and not to exceed funding provided by MWAA for the art work project with the artist of the approved proposal to further develop, fabricate and install the artwork at the station. 14 SUBJECT: SELECTION OF PUBLIC ART FOR THE RESTON TOWN CENTER METRORAIL STATION D RESOLUTION OF THE BOARD OF DIRECTORS OF THE WASHINGTON METROPOLITAN AREA TRANSIT AUTHORITY SE WHEREAS, Per Resolutions and , the Board of Directors must approve artwork for installation in the transit system; and PO WHEREAS, As part of the Cooperative Agreement for Phase II of the Dulles Corridor Metrorail Project (Silver Line), the Metropolitan Washington Airports Authority (MWAA) agreed to provide the Washington Metropolitan Area Transit Authority (WMATA) with $1,500,000 to design and develop public artwork to be integrated into the six new Metrorail stations; and WHEREAS, MWAA further agreed that WMATA's Art in Transit Program would manage the selection and incorporation of any public artwork for the six stations; and O WHEREAS, In Resolution , WMATA's Board of Directors approved the recommended five artworks for five of the six Metrorail stations, namely, Herndon, Innovation Center, Washington International Dulles Airport; Loudoun Gateway and Ashburn Stations, but did not recommend a finalist for the Reston Town Center Station; and PR WHEREAS, WMATA's Art in Transit then issued a new Call to Artists for the Reston Town Center Metrorail Station, conducted a competition for proposals for public art, and reconvened an Art Review Panel, which recommended one finalist for the Reston Town Center Metrorail Station; now, therefore be it RESOLVED, That the Board of Directors approves the recommended artwork proposal, as identified in Attachment A, for integration into the overall design of the Dulles Corridor Reston Town Center Metrorail Station; arid be further RESOLVED, That the Board of Directors authorizes the General Manager to enter into a contract with the artist of the selected proposal - contract currently valued at $250,000, but not to exceed funding provided by MWAA for such artwork - to work with the design-build team to further develop, fabricate and install public artwork into the overall Page 16 of 62
15 station designs, provided, however, that the artwork or the installation does not present safety or operational issues; and be it finally RESOLVED, That this Resolution shall be effective 30 days after adoption in accordance with 8(b) of the WMATA Compact.
