1 The Forestville/ Goodwood Tram Overpass Murals Project (Good Forest Murals) 1 PROJECT AIMS AND OBJECTIVES The City of Unley and Department of Planning, Transport and Infrastructure (DPTI) seeks to commission a suitably qualified aerosol artist or team of artists to design and create murals on the Forestville/ Goodwood Tram Overpass. The aims of the project are to: enliven and enhance the public space around the overpass; create a welcoming and inclusive environment; be visually appropriate and relevant to the selected site; be of a scale relevant to the site and in keeping with the other project requirements; create a strong feeling of identity, public pride and ownership of the public space; enhance a sense of community safety; demonstrate principles of sustainability where possible; increase the awareness and enjoyment of public art by the users of Forestville Reserve, rail passengers, local residents and visitors; assist the wider community in understanding and appreciating aerosol art as an art form as opposed to graffiti vandalism; provide opportunities for artists to express themselves in the public realm; produce high quality art; and be a lasting addition to the significant public art works within the City of Unley 2 PRE-PROJECT PROCESS OVERVIEW The commissioning process will involve the City of Unley and DPTI seeking expressions of interest from aerosol artists. On the basis of the expressions of interest, further follow up may by sought by the City of Unley and DPTI. A panel of representatives from DPTI and The City of Unley, along with an independent artist, will select and engage an artist or team of artists to develop the design and implementation of the murals. 3 BACKGROUND The City of Unley is located immediately south of the City of Adelaide and is bounded by Greenhill Road in the north, Glen Osmond Road in the east, Cross Road in the south and South Road and the Anzac Highway in the west. The Forestville/ Goodwood Tram Overpass is a DPTI major asset which runs through the suburbs of Forestville and Goodwood. The overpass crosses the 1

2 railway line which runs north and south in and out of Goodwood Railway Station. The overpass borders local residential streets on 3 sides. The north west side borders Forestville Reserve which includes Unley Swimming Centre, a recently upgraded playground, exercise equipment, skate park, cycle paths and Brownhill Creek. The area has recently seen the completion of four major infrastructure projects: Rail Electrification Project Goodwood Grade Separation Project Greenways Project Brown Hill Creek upgrade 4 SITE INFORMATION 4.1 Site Characteristics The immediate neighbourhood is a popular and busy area due to the significant cycle paths which run along the western side of the railway line and the various activities at Forestville Reserve. The area is also a busy pedestrian thoroughfare with foot traffic from Goodwood Station and cycle and vehicle access to other suburban roads and Goodwood Road. Pedestrian tunnels allow additional access for pedestrians and cyclists through the overpass on both the western and eastern sides. The overpass has been a major hotspot for illegal graffiti for many years and considered an eyesore by the local community. Recent upgrades have increased a call for legal murals on the four significant walls of the overpass. Once the murals are complete it is anticipated that a planting program of low level, native bushes will be implemented. 2

3 The walls (sections showed above) are highly visible to a wide cross-section of the community from private residences, road, rail, path, recreational equipment and reserve. The walls of the overpass are in a state of disrepair. While a full treatment of water damage will not be completed, DPTI is committed to preparing the walls to their best condition and re-painted with a neutral colour in preparation of the murals. Colours can be negotiated with DPTI. Once the murals are complete, anti-graffiti coating will be applied by DPTI. 4.2 Indigenous Significance Indigenous people have an historical association with the proposed general location. Indigenous symbology can only be used if direct discussion and approval has occurred with the appropriate Indigenous representatives and with Council s Cultural Development Coordinator. Indigenous artists are encouraged to apply. 4.3 Limitations and Restrictions The proposed artwork(s) will need to respond to the physical environment as well as the thematic content contained in this Brief. Artwork(s) materials will be considered critical to the environment. The artwork(s) can be created on any part of the four main walls but should cover as wide an area at pedestrian level as possible. The artworks may extend in to the pedestrian tunnels. Access to certain areas of the walls requiring elevation can be 3

4 provided using DPTI equipment such as scaffolding. All access will be provided with suitable training and supervision. The artworks must not contain tagging, bubble or wild style lettering. The artworks must not contain illegal, offensive, sexual or racist activities, slogans or depictions. The artworks must not contain overt advertising. Artists should consider detailed designs to minimize wide colour spaces being tagged. The City of Unley and DPTI is committed to ensuring pedestrian access to the artwork(s) is available to everyone, and artwork(s) proposals must comply with the Disability Discrimination Act Water and Power Any requirement for water and power services in the construction and/ or installation of the artwork(s) on site is to be discussed with a DPTI representative. 4.5 Grounds Maintenance All areas accessed by artists to work will be supervised by DPTI staff. All artworks produced will be sealed with anti-graffiti treatment by DPTI. Subsequent planting by The City of Unley may be undertaken after completion of the murals in front of the artworks. 4.6 Specific Sites While the design plan for the artwork(s) is flexible, the pieces will need to be negotiated to ensure any other physical impediments, such as power sources and underground water systems are not compromised. Artists will need to discuss any issues relevant to their selected site and proposed artwork(s) with DPTI and Council representatives during the design proposal stage. 5. THE WORK OF ART 5.1 Concept Artists should consider, but not be limited to, the following themes: the heritage of the local area; the natural environment; recreational opportunities; contemplation and motion (acknowledgement of the Reserve and its proximity to a multi-use social and transport hub); connectedness; social and cultural diversity; and sense of place The interpretation of the themes by artists must consider its appeal for diverse audiences and particularly the proximity of the artworks to private residences and regular users of the immediate area. 4

5 The artist(s) should consider either the separation of themes across the various walls or an overall design which integrates different elements noting all walls may not be seen at the same time. Ideally the work should be prominent, bold and visible, and compliment the environment. 5.2 Target Audience The murals should appeal to the broad community including local residents, families, cyclists, walkers, pedestrian commuters, Forestville Reserve users including skaters, Unley Swimming Centre patrons, rail passengers and visitors. All artworks should reflect inclusivity and diversity to reflect the broad audience demographic. It should be noted that the walls may be seen individually or collectively by the community. 5.3 Ambience of the Work The work will: consider the themes noted above; be viewed as respectful and evocative; be visually appropriate and relevant to the selected site ; be of a scale relevant to the site and in keeping with the other project requirements and appeal to a wide audience. 5.4 Materials The work will use equipment and materials which: are made of the most durable, robust, high-quality, low-maintenance materials available; withstand the potential build up of pollutants where possible; meet all relevant safety standards with appropriate safety data sheet documentation. It should be noted that additional aerosol paint from previous projects are available from DPTI to supplement the aerosol stock required for this project. 5.5 Practical Considerations The work will: comply with all relevant Australian Standards; comply with all DPTI s relevant Risk Management policies, procedures and contract requirements (available on request); meet all requirements of Council s Planning and Development department be treated with an anti-graffiti coating to suit the nature of the material used ( provided by DPTI); need to consider long-term maintenance requirements and costs; comply with general risk management requirements; and be a lasting addition to the significant public art assets within the City. 5

6 6 STAKEHOLDER CONSULTATION The wider community has expressed concern regarding the maintenance of the walls for many years. Illegal graffiti has been seen as a negative feature in a popular and well populated area. Further targeted localised residential information on the forthcoming murals has been undertaken in the immediate neighbourhood. It is not anticipated at this stage that further stakeholder consultation will take place. It is anticipated a free barbecue will be held during the installation for community to view the works in progress and meet the artists. 7 BUDGET Expressions of interest must outline a potential budget for this project (excluding GST). This should include: all costs associated with the design development and installation of the work; costs including materials, personal safety equipment, transportation and artists' fees; and an acknowledgement of the artist(s), commissioner, any project partners and the project. A range of budget options can be presented reflecting the potential scale of the project. It is acknowledged that wall and site preparation, additional site equipment and safety requirements, additional aerosol paint, security and anti-graffiti treatment will be sourced and funded by DPTI. 8 PROJECT REFERENCE GROUP 8.1 Project Reference Group Cultural Development Coordinator, Unley Council Vegetation and Station Maintenance Co-ordinator, Department of Planning, Transport and Infrastructure Other staff representatives as needed. 8.2 Roles/Responsibilities of Parties in the Project The Project Reference Group is responsible for the development of the Project. Members will be available to provide advice regarding specific concept design development issues and site requirements relevant to their expertise. The Project Reference Group will establish a panel (along with other representatives where deemed necessary), in conjunction with an independent artist, to assess the expression of interests and make recommendations on which artist(s) will undertake the commission. 6

7 Unley Council and DPTI will engage the successful artist(s), through a contract to design and implement the artworks subject to approval. The contract will clearly outline the responsibilities of all parties during the design and installation stages. Council s Cultural Development Coordinator will be the primary contact for the commissioning of the artist(s) and the artwork(s) prior to the installation. DPTI will provide all on site support regarding site preparation, equipment, security, safety induction and monitoring. DPTI and The City of Unley will jointly manage all stakeholder information, communication and media enquiries. DPTI will be responsible for the anti-graffiti treatment once the murals have been completed. DPTI will also be responsible for the ongoing maintenance of the artworks. 9 COMMISSIONING PROCESS, TIMELINE AND FEE SCHEDULE 9.1 Commissioning Process Overview Expressions of Interest Commission Design Development Stakeholder consultation Purchase of materials Installation Open Monday 26 May Submitted by 10am Tues 10 June Assessed by Monday 16 June Short listed artists informed by Tuesday 17 June Contract/Commissioning Agreement developed and signed by Friday 20 June Completed by the commissioned artist(s) and approved by the Panel by a date to be negotiated between parties (preferably Friday 27 June 2014). Detailed designs presented to relevant parties. Payment 1 Artist purchase of materials prior to project. Payment 2 To be completed commenced and completed by the commissioned artist(s) by a date to be negotiated between parties (preferably mid August- early September 2014) Payment 3 on completion 9.2 Expressions of Interest Expressions of Interest shall be forwarded to the Cultural Development Coordinator, City of Unley by 10am Tues 10 June 2014 either by or delivery to Civic Centre, 181 Unley Road, Unley. Expressions of interest should include a written response to the site and the artist s brief including: Broad concept proposal which indicates potential content, style and context Budget breakdown: o artist fees (design and implementation) 7

8 o materials o additional costs Extent of work o preferred use of walls indicated on a site plan o scope ( width and height) Use of materials o quantity, colours and additional materials e.g. spray nozzles o preferred supplier The expression of interest should also contain examples of the applicant s: ability to work within timelines and on budget; previous relevant experience in the public realm; ability to develop concepts and communicate ideas; demonstrated ability to create work that engages with a broad public; availability to work within the project timeline; demonstrated ability to work on permanent and durable work; experience with materials of relevance to the required project outcome; ability to work within public safety and general risk management requirements; curriculum vitae of lead artists; maximum of 10 images of relevant work acknowledging materials, dimension, location, commissioner and collaborative partners (where appropriate); and public liability status It is strongly advised that all applicants visit the site to determine the scope for their design and implementation. Please note that follow up information may be requested for clarification as part of the selection process. It is acknowledged that all concepts remain the property of the artists and confidentiality will be applied to all applicants. 9.3 Expressions of Interest Assessment Criteria Expressions of interest will be assessed using the following criteria: The artistic merit of the proposed concept; The way in which the project meets the various requirements of the briefing paper, including its appropriateness in terms of scale and material; The proposed budget and timeline; Aesthetic response to the site and the brief; Demonstrated ability to work within timelines and on budget. Previous relevant experience in the public realm. Conceptual response to the site and the brief; and Public safety and risk management issues. Artists must be able to undertake the concept proposal stage of the project within the timeline specified, and be available to undertake the design development and fabrication of the work once the relevant approvals are secured. 8
