Recommend the Board adopt the following resolution regarding PARCC/AIR Assessments and Support of Local Control of Education: WHEREAS, the purpose of education is to instruct a populace of critical thinkers who are capable of leading good and purpose-filled lives, to be productive and participating community citizens, in addition to preparation for college and career; and WHEREAS, instructional, assessment, and curricular decisions should be in the hands of the local school district, administrators, and classroom professionals who understand the context and interests of their students; and WHEREAS, the education of children should be grounded in developmentally appropriate practices, and WHEREAS, high quality education requires adequate resources to provide a rich and varied course of instruction, and individual and small group attention for students; and WHEREAS, the Pandora-Gilboa Local School District Board of Education believes that the significant amount of time, effort and expense associated with preparing for the PARCC and AIR Assessments redirects resources from classroom instruction; and WHEREAS, the Pandora-Gilboa Local School District Board of Education believes new assessments disrupt student learning, consuming tremendous amounts of time and resources for test preparation and administration, and

6 5 WHEREAS, the Pandora-Gilboa Local School District Board of Education believes that the administration of the assessments interfere with local and state control; and WHEREAS, Pandora-Gilboa Local Schools will continue to abide by all state requirements and testing until the law is changed by legislative and executive action. THEREFORE, BE IT RESOLVED that the Pandora-Gilboa Local School District Board of Education disfavors the continued use of the PARCC and AIR assessments as a framework for monitoring student and district progress through a flawed state rating system; and BE IT FURTHER RESOLVED, advocates for an immediate stop to any and all PARCC and AIR assessments until a complete study of cost, relevance, accuracy, and validity of the assessments, procedures, and technology infrastructure and support is able to be completed; and BE IT FINALLY RESOLVED that a copy of this resolution be sent to the Ohio State Board of Education, the Governor of Ohio, our State Senator, our State Representative, and the State Superintendent of Public Education.
