1 President Debbie Sullivan, PWLF Deputy Public Works Director, City of Olympia Debbie is responsible for Emergency Management, Fleet and Facility Operations, Safety, Contract and Project Support, and Customer Service She has been involved in the Public Works profession for over 23 years. She has a BS in Environmental Science from Western Washington University, completed graduate course work in Engineering Management from St. Martin s University, and attended the Executive Management Program at the University of Washington s Evans School of Public Affairs. Debbie was recognized as a Public Works Leadership Fellow by the Donald C. Stone Center and is a mentor to an up and coming public works professional. Debbie was on the Board of Directors ( ) and currently serves as Vice President and Chair of the Conference Oversight Committee. She chaired the 2010 Spring Conference at Great Wolf Lodge Building Our Extraordinary Future, and has served as Co Chair on the Awards Committee. Debbie believes that APWA is the premier organization of choice for Public Works Professionals. Members can expect quality training, networking, and is the place to go for the latest information on emerging trends in technology, funding, and policy. It is imperative we continue to look over the horizon and plan for the future. APWA is well positioned to anticipate the ever changing demands in Public Works from social media to emergency management to attracting the next generation of professionals. I am honored to have the opportunity to lead our Chapter and look forward to working with the best and brightest in our profession Vice President Scott Egger, PE Public Works Director, City of Lacey I have had the privilege of working in the Public Works arena for 36 years. I am currently serving as the Public Works Director for the City of Lacey, a position that I have enjoyed for the past nine years. Lacey s Public Works Department is responsible for engineering, transportation, water, sewer, stormwater, reclaimed water distribution, parks maintenance, facility maintenance, fleet maintenance, and plays a key role in emergency management. Prior to working for the City of Lacey I had the good fortune to work for the City of Spokane for 8 years, Spokane County for 10 years and Morrison Knudsen for 8 years. Having worked in design, construction, operations, and maintenance, I believe that the most important ingredient in a successful project is active communication during all stages of a project. The importance of communication between designers, builders, operators and maintainers during all stages of a project cannot be understated. Page 1
2 I served as an APWA Board member in 2012/2013 and I am currently serving as the Chapter Secretary. One of the aspects of APWA that I find incredibly valuable is the diversity of our membership in regards to experience and occupation. APWA members work in a variety of fields such as operations, maintenance, engineering, construction, marketing, public affairs, contracts, administration, planning, sales, and education. The diversity within APWA creates a synergy that is rare and exciting. The networking opportunities available to members during conferences and at committee meetings are invaluable. APWA is a place where people can go to get valuable information that benefits themselves and their employers. I would like to see APWA continue to grow as an organization that provides great value to its members. It will be an honor and a privilege to continue to serve as an APWA Officer and I would like to thank you for your consideration. Secretary Lorelei Williams, PE Capital Projects & Roadway Structures Division Director, City of Seattle DOT. I have been working in the transportation industry, both as a private consultant and as a public employee, for over 19 years. I have a background in both transportation and aviation design, and have spent time as a designer, engineer and a construction inspector and over 16 years as a project/program manager. I am currently responsible for the project management, communications, engineering, real property, environmental, project controls and construction management aspects of project delivery for all SDOT delivered capital projects, a portfolio with an annual average of $50 80M, as well as the operations and maintenance of our City s roadway structures (bridges, retaining walls, stairways, seawall). I was fortunate enough to receive the APWA Washington State Chapter Young Leader recognition in 2009, servce as a board member in 2014 and 2015, and most recently serve as your APWA Treasurer for the Executive Board. I believe that positive relationships are the key to successful project delivery and that APWA is the best organization in our industry to help foster these relationships. The strong committees, events and conferences are unparalleled in the opportunity they provide to learn about what others are doing, new solutions, new technologies, and spending time working with those outside your immediate work circle. As an APWA Board Member, I have gained insight into our committee work and APWA National, and have been able to further support the impressive organization that is APWA. Page 2
3 Treasurer (two candidates vote for one) 2017 ELECTION CANDIDATE BIOS Donald Huling, P.E. Geotechnical Engineer, Vice President, HWA GeoSciences I am truly grateful for the opportunity to run for the treasurer position on the executive board of the Washington State chapter of APWA! Having established my career at HWA Geosciences serving public works projects across Washington. I am seeking the opportunity to continue to serve APWA and give back to the community and industry in return for all that it has given me. Over the past three years I have had the honor to serve on the board of our great chapter. The first year as the recipient of the Young Leader award and the last two years as an elected board member. Over this time, I have actively worked with our leadership to provide increased opportunities for our membership, increase the financial standing of our chapter and help reinvigorate our committees. My experience participating in the last two audits of our chapter s finances has laid a foundation of knowledge (geotechnical pun) that will allow me to smoothly transition into the position of treasurer. As an officer of the executive board I would continue to be committed to improving our chapter and striving to further APWA s mission to be the premier organization for public works professionals. Our chapter has a lot of exciting plans for the next 4 years. We have made a bid for the 2019 national convention to be held in Seattle. As treasurer, I look forward to ensuring that our finances are in a position that will allow our chapter to capitalize on these opportunities while maintaining a strong financial standing. In addition to my work on the board of directors I have also enjoyed working with the Scholarship and Emerging Professionals committees. Over the past 4 years my efforts with these two committees have included a tenure as chairman of the Emerging Professional s committee, multiple woodworking charitable donations, organizing and implementing APWA poker nights and facilitating APWA Mariners nights. Through these events I have raised over $9,000 to support the Jack Pittis Scholarship fund. Whether I'm completing my next woodworking project or helping to design a public works project, I give 100 percent every time. It is this energy, enthusiasm, and affinity for hard work that I would bring to the APWA executive board. OR Page 3
4 Eric M. Smith, P.E. Manager Engineering Services, Erlandsen & Associates, East Wenatchee Having been involved with APWA for over eighteen years, the time is right to serve as Treasurer for APWA as I have the time, desire and energy to devote to this position. I have actively participated in APWA events, meetings, and conferences throughout the state during this time and enjoy the connections and educational opportunities that APWA provides. In 2012, I was elected to the Board of Directors for the term and I currently serve as Co Chair of the Membership Committee. If I am elected to treasurer my goals are to continue working to grow the membership of the Chapter and further develop educational opportunities within the Chapter on both sides of the State. Having been involved with the membership committee for the last several years, I have had the opportunity to watch the demographics of the chapter change. I believe continued Chapter growth is paramount to our continued Chapter success and that the integration of young members into our organization through education programs is essential. Both the Emerging Professionals and the Student Outreach Committees goals are in line with these objectives. The membership, not just the committees, need to work together to engage our young professionals to have them join APWA. Another goal is to work with the Chapter to expand educational opportunities to the east side through the integration of technology. The chapter membership works hard to develop these education programs, and we need to develop ways to expand these programs to everyone within the Chapter. I am the Manager of Engineering Services for Erlandsen, providing engineering, surveying, and GIS services in North Central Washington. I have focused my professional career on expanding my expertise in providing storm drainage, water, and sanitary sewer solutions to both public agencies and private groups, and serve as the City Engineer for several municipalities. I am a trusted leader in the community, enjoy woodworking, and am an avid Washington State University supporter. Page 4

Since completing a Master of Science in Civil (Geotechnical) Engineering in 2002, my career has focused mostly on public works projects, including transportation, utilities, waste water facilities, culverts, and levees. I have been active in the Washington State Chapter APWA since 2007, and joined the Management and Public Administration Committee (MPAC) in During my tenure with MPAC, I served as registration coordinator, restaurant liaison, and meeting recorder. I had the privilege of serving as the committee co chair from 2012 to As a committee, our goal was to provide training and informational sessions for managers, leaders, and professionals to recognize and effectively manage constraints and opportunities that may arise in their profession. Topics included the effects of new and proposed government policies, streamlining work, and the successful navigation to secure funding from different sources. I am proud of the work we accomplished with MPAC and look forward to bringing that experience to the Washington State Chapter APWA Board. I am passionate about providing the Chapter members an opportunity to grow. I will look for ways to expand our continuing education and work to increase access to that education for our members. I believe we should continue to be a leader in the State and provide continuing education opportunities to non members as well. I also believe it is important to educate our policy makers about the challenges we face as a profession and will look for ways to improve our voice to those representatives. Jeff Brauns, PE Director of Public Works, City of Newcastle I have been an active member of APWA since 2004 and I look forward to the opportunity to serve on the Washington State Chapter Board of Directors. Since becoming an APWA member I ve served on the Transportation Committee, and been the chair since I value being an active member of our chapter and appreciate the many opportunities membership has allowed me such as professional networking, professional development and friendship. I received my Bachelor of Science in Civil Engineering and a Minor in Geology from Washington State University. For the past twenty four years I have worked in both public and private sectors focusing primarily on the design and construction of transportation improvement projects. Having worked in both sectors has afforded me the ability to see the perspective from the owner and consultant point of view which has contributed to my professional growth and success. Page 5
6 For the past year and a half I have been the Public Works Director at the City of Newcastle. In addition to leading the Public Works Department I am also responsible for Parks, Emergency Management, IT, and Facilities. My previous position was the City Engineer at the City of Sammamish. Prior to working for the City of Sammamish for eleven years, I worked at CH2M Hill, AECOM, WH Pacific, and WSDOT I am running for the board to serve the membership and give back to APWA for the benefits I have received during my twelve years of membership. If elected to the board, my primary interest is to improve Public Works role in Emergency Management. Additionally I would like to further strengthen resources within the Chapter for peer networking to allow others to better utilize this opportunity. Thank you for your consideration. Jon Davies Vice President and Director of Client Services, BHC Consultants Education: Experience: BA, English Literature, University of Washington 16 years I am currently a Vice President and Director of Client Services for BHC Consultants. I am tasked with winning work for the firm through developing external relationships with potential clients and teaming partners. In addition, I meet with existing clients during and after projects to make sure our project teams are meeting their needs and providing the type of service BHC is known for in the industry. Why this opportunity to represent you on the Board of Directors excites me: One of my passions is educating people on the important Quality of Life and Public Safety services that the Public Works profession provides to the general public. I have found that association involvement is a great way to continually educate myself on different topics and issues I can share with people who do not understand the role Public Works plays in their daily lives. Whether it is protecting the public health through clean water and reliable sanitation or building transportation systems that allow people safe and punctual mobility, our profession plays a huge role in daily life. I am excited at the possibility of serving on the Board of Directors to work with the leadership of the chapter to continue the momentum that has been built over the past several years and keep our organization relevant and beneficial to our members. It is my hope that my passion for our industry and non technical background can infuse the Chapter leadership with energy and a fresh perspective so we can continue to be viewed as one of the leading chapters in APWA. APWA has played a large role in my career development as it offers multiple opportunities for consulting firms and public agencies to interact and network at both professional business functions and casual events. The contacts I have made and relationships I have built through my involvement in APWA have proved invaluable and immeasurable in my career. I am currently a Co chair on the Programs Committee and was the 2007 recipient of Page 6
7 the Young Leader of the Year Award for the Washington State Chapter. Josh F. Mattson Civil Engineer, City of Ellensburg Josh has been an active member of APWA since 2014, when he began working for the City of Ellensburg s Public Works Department as a Civil Engineer. Since then, Josh has assisted with all phases of local, state, and federally funded capital improvement projects for urban street construction, bridge construction, multi use trail construction, signal installation, bicycle infrastructure, utility infrastructure, and overlays. He was recently promoted to Assistant City Engineer. Josh has been performing public works construction projects in the state of Washington since 2004 when he started working for the Department of Natural Resources in Ellensburg, designing and constructing forest roads, fish blockage repairs, and logging operations for state timber sales. After earning his Professional License in Civil Engineering in 2007, he served the DNR as the Assistant Southeast Region Engineer. Josh is a public works employee with a stewardship ethic. His main interests lie in increasing transportation options, availability, and making improvements to existing infrastructure. He especially enjoys working to support public mobility, which is essential to community vitality. In his free time, he enjoys running, cycling, hiking, and water skiing with his wife, Alison, and four children. He would be honored to serve the APWA as a board member for the Washington State Chapter. Lauren P. Loebsack Planning Officer Link Transit, Wenatchee I became involved in APWA last year with an interest to expand my understanding of Public Works and to connect in ways to grow and develop programs at my agency. As Special Projects Coordinator/Public Information Officer, I developed and managed public relations and communications for Chelan County Public Works, from developing social media and web content, to media interviews and public meetings. I was part of the program team to develop the Flood Control Zone District, established in 2014, and provided executive support to the Transportation Element Update and County emergency response plans. I also chaired the County s safety committee for two years, and worked to craft an afterhours first aid/cpr training schedule for County staff, volunteered for Kids in the Creek, and oversaw the County s volunteer litter pick up program. In August, I took a new opportunity when I joined Link Transit as Planning Officer where I am learning a whole new dimension of transportation. I want to serve on the board to bring the same open mindedness and enthusiasm I believe I have brought to my career and to further engage and grow my professional understanding of the industry. I have and heart for service and experience working across the table in a variety of settings and know my communication skills can help facilitate the good work the board is pursuing. Page 7
8 Linda Shilley Contract Administrator, Port of Olympia I am honored and grateful to be considered for the Board of Directors of the Washington State Chapter of APWA. My public works career started at the Satsop Nuclear site in I was hooked, and have continued working in public works purchasing and contract management ever since. The first thirteen years of my career was spent working in the field for the contractors. Since then I have been working for public agencies, with the exception of a three year break when I had my own consulting firm, offering public works training to Project Managers and Contract Administrators for various agencies. The opportunity to work for contractors, as a consultant, and for public agencies strengthened my knowledge and understanding of the needs and responsibilities of all three. My expertise is public works contracting, with comprehensive knowledge of related Federal, State and local laws. I currently serve as the Chair of the Contract Administration Education Committee (CAEC). Our committee has been responsible for hundreds of hours of public works contracting training in five venues across the state for a number of years and has issued over 350 training certificates representing over 13,000 hours of workshop participation. APWA exists to support the people, agencies, and organizations that plan, build, maintain, and improve our communities. As a board member, I will commit to supporting Chapter programs that are responsive to the needs of public works personnel at all levels of government agencies and the private sector and that will encourage professional growth and networking among public works professionals statewide. Paki Perala, PE Project Manager, Erlandsen & Associates, East Wenatchee Paki Perala has worked in several areas of public works. He has worked for the Washington State Department of Transportation (WSDOT) and other municipal agencies, for Contractors for Consulting Engineers. Paki has over 30 years of experience including all phases of project management including scoping, funding, design, plans, specifications and estimates, constructability and biddability review, advertisement, ad, award, surveying, construction, final records, project management. He is experienced in leading and being involved in public meetings and presentations. While with the WSDOT Paki was a member of the team which worked with the ACPA and FHWA in the development of specifications, materials, field construction and inspection procedures for the rehabilitation of cement concrete pavement using dowel bar retrofits and cement concrete grinding. This team and the projects on Interstate 90, Snoqualmie Pass achieved the approval of using federal funding for these Page 8
9 projects which have since been used nationwide for non reinforced concrete pavements. While with the WSDOT Paki worked on both side of the State on projects which varied in size, complexity and cost. including small to major the Mt. Baker tunnel, floating, box girder, precast pre stressed girder bridges, major interstate widening projects on I 90, I 405 and I 82. As a consultant, he has been the project manager on several bridge repair and seismic retrofits, state and local roadway improvements. With this diverse background and working on both sides of the aisle he brings a unique perspective to the table. Perala has been an APWA member since 2004 and active with the Construction Management, and the Management and Public Administration Committees. He is committed to public safety and being fiscally responsible with project funds whether they be public or private. He also takes a leadership role in training the next generation of engineers. Patrick Skillings, PMP Environmental Manager, Skillings Connolly, Inc. I have been actively involved with the Washington State Chapter of APWA since Since that time, I have been a regular participant in fund raising for the APWA Scholarship fund, including assistance with the Silent Auction and hosting the wine tasting event at the biannual conference. I have also served on the Award Committee since 2011, and took over as the co chair in As co chair of the Award Committee, I have coordinated with a large number of our member agencies, resulting in the growth of applicants for the Project of the Year Awards, development of an annual award banquet, and the development of a new individual award. I have also been involved with the Emerging Professionals (EP) committee as a senior advisor on leadership development. I received my B.S. in Environmental Science from Oregon State University with an emphasis on natural systems ecology. Having grown up in the engineering industry, I have a deep appreciation for public infrastructure needs and their value to our communities. The most rewarding part of my career has been balancing my passion for the natural environment while meeting local agency needs. As an accredited Project Management Professional (PMP), I also manage design projects as well as the environmental component, giving me the opportunity to stay engaged from start to finish. With over 14 years experience in public works, I am responsible for transportation, road improvement, utilities, fish passage, ADA compliant retrofits, and reclaimed water beneficial use projects. One of my strongest beliefs is that our quality of life relies on first rate infrastructure. It is what our communities need to flourish, both economically and culturally. It is incredibly rewarding to have dedicated my life s work to improving our communities, not just through public works projects, but by engaging with members of our local communities, listening to the residents, and at the end of the day, making a difference. It is this perspective that I bring to the APWA board, if elected. I am committed to improving public works and leading our chapter forward. Page 9
