1 2018 NIGP Member Council Elections Meet the Candidates Chris Coghill, CPPO, CPPB Contracts Manager Hillsborough County Solid Waste Management Tampa, Florida Chris is a vibrant go-getter that is a Past President and Secretary of the award-winning Mid-Florida Chapter of NIGP and is presently on the Knowledge Management Committee. She has a long history of volunteering for NIGP, multiple local NIGP chapters, and the Florida Association of Public Procurement Officials (FAPPO) in her home state of Florida. Chris holds a Bachelor of Arts degree from the University of South Florida and looks for every opportunity to enhance her procurement education through seminars, workshops, conferences, and webinars. Chris is excited about NIGP 2.0 and what the future holds for this venture. She is ready to lend her talents in furthering the mission of the Institute. As one of your representatives on the Member Council, I pledge to work diligently with all NIGP chapters to promote the value of NIGP membership at the national and local level. I will strive to help build partnerships between NIGP and like associations. I will be a champion in the effort to lead our industry to becoming a profession. I will engage with the Chapter Ambassadors so that your voice is heard. I will be available to any member at any time should I be elected to the Member Council. I will endeavor to promote continued networking opportunities and greater student involvement. Leadership development is an important aspect of volunteerism and I pledge to help anyone interested in becoming a volunteer or expanding their volunteer experiences. I will follow the Values and Guiding Principles as a member of this Council with the utmost integrity and sincerity. 1

2 Jeffrey E. Dansdill, CPPO, CPPB Senior Contracts Manager Hawaii, Health Systems Corporation Honolulu, Hawaii I currently serve the Hawaii Health Systems Corporation as a Senior Contracts Manager providing procurement and contracting support for its nine State run hospitals on three islands. Prior procurement experiences include working with county, municipal and university organizations. I currently serve on the NIGP Knowledge Committee and was honored to receive the 2017 NIGP Volunteer Award. Closer to home, I was fortunate to lead the County of Hawaii procurement team that received the 2017 Hawaii State Procurement Office Team Excellence Award. I currently serve as the President of the Alaska Hawaii Governmental Procurement Association, a virtual NIGP Chapter serving the States of Alaska and Hawaii. Outside of procurement, I enjoy volunteering with the Boy Scouts and Lions Club, and spending time with my wife and two sons. I would be deeply honored to serve the NIGP membership as a representative of the Member Council. I have enjoyed many opportunities throughout my purchasing career and I want to share my experiences. Working to set up the Alaska Hawaii Government Procurement Association, I was constantly amazed and thankful for the support NIGP provided. I would like to be a part of that commitment for the next generation of new chapters, being able to share my experiences so they can succeed. Beyond AHGPA, I am a passionate professional dedicated to serving those in our profession. While working with others in the procurement field, I try to be a resource for them. This could be sharing an upcoming training opportunity or just talking through an issue. I always try to be there for fellow procurement professionals, and I can bring this same enthusiasm to serving on the Member Council. I respectfully request your vote. 2

3 Stéphanie Dion, CPPB Strategic Sourcing Specialist Manitoba Hydro Winnipeg, Manitoba, Canada Stéphanie is a Strategic Sourcing Specialist with Manitoba Hydro and has been working in public sector for 17 years. Stephanie holds a Bachelor degree with a major in Education. She has developed a broad range of procurement experience having worked with provincial, municipal and crown organizations in both centralized and decentralized environments. Stephanie developed procurement training programs in 2 organizations for internal clients and the business community. She also delivers training to various clients and professional development events. Stephanie volunteers with NIGP and currently serves on the knowledge management committee. She received the Spirit award in 2015 and the City of Red Deer special award in 2016 and I would be honored to serve on the member council as a representative of our membership. I am a very passionate and creative individual. I value mentorship and I will work hard to implement ideas for mentorship and collaboration for individuals and also between chapters. My goal is to create sparks and inspire others to take leaps forward and use their creativity. Change is hard and we are all busy. The same applies to our volunteers at the chapter level. Enabling creativity and collaboration is my goal in this position. NIGP has a diverse membership and I such I will work hard to support the needs of all chapters including our Canadian chapters. 3

4 Amy Flack, CPPO, CPPB (Incumbent) Purchasing Manager, Non-Capital Program Hillsborough County Aviation Authority Tampa, Florida Amy is currently the Purchasing Manager for the Non-Capital Program at Hillsborough County Aviation Authority and has worked there since Amy has over twelve years of procurement experience related to education and aviation. She currently serves on NIGP s Member Council, is past president for the Tampa Bay Area Chapter of NIGP and serves as Public Relations Director for the Airport Purchasing Group. She also served on NIGP s Forum and Products Exposition Committee and as the Florida Association of Public Procurement Officials 2017 Fall Workshop Chair. In 2017, Amy received NIGP s inaugural Young Professional of the Year Award as well as being a finalist for NIGP s national Manager of the Year award. She received the 2015 Buyer of the Year and 2017 Manager of the Year awards from the TBAC. Amy has taught and facilitated classes at NIGP and APG conferences and continues to actively participate in multiple professional organizations. It is with great passion and enthusiasm that I respectfully request the opportunity to serve on the Member Council. Through my experience serving on several boards and committees for various procurement organizations over the past 10 years, I have gained valuable insight and understanding of the various challenges as well as opportunities that chapters and individual members can encounter on an on-going basis. I believe that in order to continue to be successful and to provide value to our members, we need to listen to what their needs and concerns are and determine how best to meet those needs. I have a strong commitment to developing collaborative relationships with our membership. If elected as a Council member, I would use my leadership experience and expertise to continue fostering those relationships and discovering ways to engage the membership and provide them with opportunities for continued growth and success. 5 Etta A. Henry, CPPO, CPPB, CUPO, VCCO, VCO Director of Procurement Services Old Dominion University Norfolk, Virginia As Director of Procurement Services, Etta Henry provides leadership and direction to the procurement, supplier diversity, and surplus property functions at Old Dominion University. She joined the Procurement team in 2006 and served in several roles to include Procurement Officer and Contracts and Programs Manager. Prior to joining Old Dominion University Procurement Services, she had over ten years of management experience in the private sector. In 2017, Etta served as the President of the Virginia Association of Governmental Purchasing (VAGP) and continues to serve on the Board. She also serves on the Board for the Virginia Association of State College and University Purchasing Professionals (VASCUPP). Etta received her Masters of Public Administration from Old Dominion University and her undergraduate degree from Clemson University. Service on the Membership Council would provide me the opportunity to serve as an advocate for the chapters, and ultimately the membership, to promote the valuable benefits and services available as well as expand upon those services to best serve the membership. As the procurement profession continues to evolve, I hope to use this opportunity to advocate for recognition of individuals and organizations that are implementing innovative and strategic programs and processes that advance the profession and communicate the positive impact procurement has on the organizations we serve. My experience, enthusiasm and passion for the profession are a good match for the Membership Council as I hope to contribute to advocating the value of the procurement profession within our organizations and promote the value of membership and the wonderful networking, educational and professional development opportunities it provides. Actively participating as a member of the Virginia Chapter has demonstrated to me the significant value of interacting and working with a diverse group of procurement professionals. I hope to share that experience and dedicate efforts to further the profession through active participation on the Member Council by contributing to and promoting the numerous positive and impactful opportunities the profession and membership provide. 5

6 Jody Jacoby, CPPO Contracts Manager Metropolitan Council St. Paul, Minnesota My foundation and core values resulted from having been raised on a dairy farm in Central Minnesota by my parents and five sisters. Early in life, I learned the importance of responsibility, teamwork and being part of the solution. I earned a triple major at college in Public Administration, Speech Communication and Law Enforcement (legal track). I earned my CPPO certification in 2014, and in the next year plan to start a master s program in Public Administration. In my current role as Contracts Manager, I oversee a talented team of professionals who facilitate bids and proposals topping $340 million a year. My role is regulatory and collaborative, helping our business units succeed while ensuring they follow constantly evolving laws and regulations. I am married with two teenage sons, Devin (17) and Connor (15). My hobbies include running, skiing, and reading. I also volunteer with Make-A-Wish Minnesota as a Wish Granter. I am passionate about my work and making a difference in my career, and especially grateful for the professional benefits we receive as members of NIGP. Moreover, I want to share my expertise and energy and make a positive difference for other NIGP members. I am a long-serving and dedicated member of NIGP. I have served on the Minnesota NIGP board as Treasurer, Vice President, President and Past-President, and enjoyed every opportunity along the way. I am very proud of my chapter and my contribution to it. During my tenure in Minnesota I helped double our membership as well as attendance at our chapter meetings. I helped create the first reverse vendor fair, and have also taken an active role in recruiting new members and mentoring board members. In the past three years, I have had the privilege of serving as a NIGP Chapter Ambassador. I hope to use that knowledge to help guide the Member Council on ways to best serve and create more value for local chapters and members. I especially look forward to collaborating with the NIGP Member Council and supporting each other as we work toward new shared goals in the coming year. 6

7 Charlie Rosol, CPPO, CPPB Procurement Manager Cleveland Metroparks Cleveland, Ohio I currently hold the position of Procurement Manager with Cleveland Metroparks (2009- present) and previously held various positions with the Ohio Auditor of State and Ohio Attorney General from I received my Bachelor of Science, Business Administration degree from Franklin University, in Columbus, Ohio and I m a Certified Public Procurement Officer (CPPO) and Certified Professional Public Buyer (CPPB) through Universal Public Procurement Certification Council (UPPCC). As the Procurement Manager with Cleveland Metroparks, I manage the development of solicitations and evaluations, as well as contract administration for various services and products with Cleveland Metroparks (Zoo, Rangers, Golf Courses and recreation areas throughout the Park District). I ve spearheaded multiple technology enhancements to streamline various processes to increase staff efficiency and productivity. I also work closely with Cleveland Metroparks staff to create opportunities and connections to promote conservation and sustainability. I fully believe in NIGP s mission and vision as well as Member Councils principles on establishing standardized best practices for membership, ethics, and chapter affiliates. The most important aspect to me is to continue to build the foundation between NIGP and chapters. I took great pride when I was Chapter Ambassador for Area 3 (July 1, June 30, 2017) to help bridge the gap and I will continue those efforts by working directly with the appropriate team members to establish the open communication relationship. 7

8 David Santucci, CPPO, CPPB Assistant City Manager City of Deerfield Beach Deerfield Beach, Florida David is a Marine Corps Combat Veteran who served in the War of Iraq as a Supply and Fiscal Chief. He graduated Summa Cum Laude from Florida Atlantic University with a Bachelor of Public Administration. He has over 12 years of public procurement experience. David is currently an Assistant City Manager for the City of Deerfield Beach, FL and directly oversees Purchasing and Contract Administration, Construction and Facilities Management, Office of the City Clerk, Fire Rescue, Ocean Rescue, and Emergency Management. He emphasizes the ethical, efficient, and innovative operation of all the departments he oversees. David has served as Secretary, Co-Chair, and Chair of the Southeast Florida Governmental Purchasing Cooperative Group, and as a member of the Finance Committee, Vice President, and most recently as President of the Southeast Florida Chapter of NIGP. David has been a member of NIGP since Very early in my procurement career I took a leap of faith to volunteer with my local purchasing cooperative group. From there, I began volunteering in various capacities with the Southeast Florida Chapter of NIGP, most recently as President for the past two terms. My hope was that volunteering would enrich my career, and it certainly has. I have been eager to volunteer with NIGP for some time, but knew that my commitments with the Chapter, my agency, and family would prevent me from dedicating the time and energy NIGP deserved. Now that my presidency with the Chapter has ended, I am hopeful that through nomination I will be afforded the opportunity to make a positive impact as a member of NIGP s Member Counsel along with the rest of its esteemed members. As you read my biography you can see that I am not in the procurement trenches, but still contribute greatly through oversight, strategy, and mentorship. As an Assistant City Manager, I believe I am in a unique position to promote the profession outside of the procurement community; helping to bringing it in line with other professions prominent in government such as finance, planning and development, and information technology. 8
