2 2 Posillico was awarded the second phase of the project, which includes Design-Build Services for the widening, repair and rehabilitation of the NY Route 347 Route 111 to Mount Pleasant Road in the Town of Smithtown. The project will include roadway, sidewalk and shared use path construction; noise barrier construction; signing and pavement markings; utility relocations; drainage; and landscape to meet aesthetic requirements. Construction is scheduled to begin in June. Third Phase Underway The New York State Department of Transportation (NYSDOT) awarded the third phase of the NY Route 347 Safety, Mobility and Environmental Improvements project to Peter Scalamandre & Sons, Inc. The $25.6 million project is expected to improve motorist safety at one of Brookhaven Town s busiest intersections, Routes 347 and 112. The NYSDOT s plans call for adding a third travel lane along Route 347 within a half-mile distance of the Route 112 intersection. A jug handle design will also be constructed to allow drivers to make easier turns between Route 347 and Route 112 and reduce travel delays, fuel use and vehicle emissions. This project offers many benefits, including a safer roadway for all modes of travel, improved traffic flow by relieving congestion and eliminating travel choke points, the elimination of conflicting traffic movements by closing median openings and adding turn lanes, improved drainage to aid roadway storm water runoff, landscaping, tree plantings, new traffic and pedestrian signals and high-visibility pedestrian crosswalks. Construction is slated to be completed in This reconstruction project will ultimately reduce travel delays and enhance the environment and visual character of the area by transforming NY Route 347 into a suburban greenway, stated LICA s Executive Director Marc Herbst. The transformation will also enhance economic growth by providing new ways to access businesses and shopping destinations. First Phase Completed LICA member Grace Industries LLC completed the first phase of the Route 347 reconstruction project in the Town of Smithtown. The $26.8 million dollar contract required Grace Industries LLC to reconstruct and widen Route 347 including new asphalt paving, drainage, signal improvements, safety and capacity improvements. Grace s innovative approach to the project included relocating a proposed water main from the right travel lane to the shoulder which reducing night closures and the need to work under traffic, accelerating the project schedule and reducing project costs.
3 3 DOT Approves Laser Industries for RCA Mix Laser Industries, Inc. of Ridge has announced that the New York State Department of Transportation (NYSDOT) has approved their firm for the manufacturing of Recycled Concrete Aggregate (RCA) mix. RCA is produced from a mix including approximately 90% broken concrete and is part of a NYS recycling initiative, encouraging recycling in lieu of dumping at landfills. RCA mix is monitored and tested by the NYSDOT and must meet specific criteria. With few firms producing the material in the Long Island region and a growing number of municipal contracts including the product in project specifications, Laser Industries entry into this material market should ease the supply and demand constraints in the industry. Laser Industries has a stockpile of approximately 3,800 cubic yards of NYSDOT-approved RCA ready for sale and is continuously producing the material to maintain inventory. The firm is stockpiling the material at its Bethpage site, located on the corner of Bethpage Sweet Hollow Road and Winding Road. The facility, fully monitored, is not open to the public and will sell material to select customers by appointment only. Delivery of this material can be arranged to job sites with union trucks if needed. LICA Board Positions on the Agenda Required business to be conducted at LICA s Annual Dinner & Meeting will be ratification of the election of board members for new terms of office. Patrick Ahern, Paul Farino, James Haney, III and John Lizza are completing their three-year terms as members of the Board of Directors. They have all indicated their willingness to serve an additional three-year term. According to the LICA bylaws, any general contractor, subcontractor or supplier member in good standing who agrees to accept the responsibility of a directorship may seek a position on the board. Therefore, if anyone, in addition to these four current board members, wishes to be considered for a board position, the bylaws call for such interest to be submitted in writing to the nominating committee before the next board of directors meeting. Peter Scalamandre, as chairman of the nominating committee, will recommend two candidates for the positions immediately preceding the annual meeting. Following board action, the results will be presented before the membership at the annual meeting for ratification. Mangano Outlines Recovery Efforts at Bay Park Wastewater Treatment Plant Nassau County Executive Ed Mangano has outlined a $1.2 billion Post-Hurricane Sandy Recovery Plan for the Bay Park Wastewater Treatment Plant. Hurricane Sandy deposited nine feet of seawater into the Bay Park Wastewater Treatment Plant, which resulted in extensive damage to the facility, its collection system and ultimately hundreds of homes in East Rockaway and Baldwin, stated the County Executive at a recent press conference. Thanks to a Federal-State-County Critical Response Team, the plant was up and fully processing sewage by mid-november and meeting all DEC guidelines by December. That being said, the facility remains in a fragile state as it requires critical repairs. Many problems remain at the Bay Park Wastewater Treatment Plant, including unpleasant odors and problems with the electrical system. The latest incident occurred recently at the plant when an electrical failure, caused by salt water corrosion in the electrical system, shut down the plant. Engineers expect issues such as this to continue until major repairs are undertaken.
5 5 Mangano added, To truly recover and ensure our neighborhoods and local waterways are protected, significant work must occur. Last week, I met with officials from the State Environmental Facilities Corporation and Federal government to discuss the dollars needed to advance our Post-Hurricane Sandy Recovery Plan. I thank Governor Cuomo, as well as our Senate and Congressional representatives, for pledging their support in expediting funds to get improvements underway. County Executive Mangano is seeking Federal and State assistance to fund: $740 million in construction costs related to items such as odor control systems, the electrical power supply and distribution system, effluent screening and raw sewage pumping, and sludge thickening and dewatering facilities. $500 million dollars for construction of a new Outfall Pipe that delivers treated sewage into the Ocean rather than local bays and waterways. Mangano Continues to Support the Heavy Construction Industry Mangano recently signed legislation that creates requirements for an Apprenticeship Training Program to be in place for any vendor with a construction contract over $500,000. This new law eliminates the ability for a contractor to divide work of a County contract among several subcontractors to circumvent the need for a state approved Apprenticeship Program. LICA to Honor Nassau DA Kathleen Rice at 2013 PAC Reception It is critical that our industry support elected officials who have consistently advocated on behalf of Long Island s infrastructure. Among those elected officials is Nassau County District Attorney Kathleen Rice who is being honored at LICA s upcoming Infrastructure Advocacy Reception. In addition, LICA is asking its members to support infrastructure allies who, like Nassau County District Attorney Rice, insist on protecting the taxpayers biggest investment, our roads and bridges, when LICA s reception is held on Wednesday, June 26th from 12:00 to 2:00 p.m. at Peppercorns Restaurant in Hicksville. Elected in 2005, Rice made history as the first woman ever to be elected District Attorney on Long Island. Since taking office, she has defined what it means to be a modern prosecutor, proving that law enforcement officials can be both tough and smart on crime.
