1 ADDENDUM NUMBER ONE (1) For Occoquan Regional Park Jean R. Packard Center 1608 Room Exhibit Fabrication & Installation Addendum Date: Thursday, May 4, 2017 GENERAL: A. This addendum is hereby made a part of the Invitation to Bid for the above referenced project. The addendum shall become part of the Contract Documents and modify the bidding documents. B. Please note the addition of the attached page to the bid documents. This page was missing from the original bid document set and by inclusion with this addendum, is hereby incorporated into the project bid documents. C. Bidders should acknowledge receipt of this Addendum in the appropriate space on the bid form. D. This Addendum consists of EIGHT (8) pages of bidder questions and answers along with an attached document. BIDDER QUESTIONS AND ANSWERS: 1. Will the illustration/artwork required for the Floor Treatment be provided or is the procurement of this item the responsibility of the Fabricator? Addendum #1 Page 1 of 8

2 A: The flooring materials, installation, and final art are the responsibility of the flooring subcontractor. The artwork has been built to scale and will be provided. Any final adjustments for material thicknesses etc., are to be completed by floor subcontractor. 2. In what application/software and version and on which platform (MAC or PC) will the final high resolution production files be created? A: MAC, InDesign CC 2017 primarily (Illustrator and Photoshop may have been used as well). 3. Will all edits be complete or will the Fabricator be expected to do any or all final edits? A: Complete. Print-ready files will be 100% complete and no edits will be necessary during the fabrication phase. The fabricator will be responsible for providing the Illustrator templates so he has the right size and shape for his illustrations. 4. Will any photo retouching or compositing be required? If so, what percentage of the photos will require retouching? What type of retouching minor/medium spotting or major reconstruction/compositing? A: Files will be print-ready. No retouching will be necessary. 5. Will fonts be provided with the files or is it the Fabricator s responsibility to purchase all necessary fonts? A: All fonts will be provided and/or outlined. 6. Please provide a Graphic Elements List (Schedule) as an Excel document. Graphic Elements list to include all graphic elements identified using the approved numbering criteria, sizes and production methods. A: Please see drawings for graphics and specifications. A list has not been developed. 7. Please provide a detailed listing and description of all required custom illustrations needing procurement. A: See pg. 17. These topics and thumbnail sketches are approved. Further coordination should take place once an illustrator is brought on board. 8. Please verify the production method of the Chesapeake Bay Wall Shape. Drawing page 11 notes as an Applied Vinyl Map whereas page 22 notes as painted on wall. Which is the correct production method? Will you provide the art file? Will a dark border be required and provided as a separate file? A: The intent was painted. Art will be provided in vector format. Darker border shouldn t be necessary. Paint should be a shade darker to avoid requiring an outline. 9. On page 8 of the JRPOC 1608 Room Exhibits Project Manual document, Fabrication Scope and Services Overview, Item 1 Graphics, lists wall murals. Is this item still a requirement? If so, where is it located, what is the size and production method custom mural on-site by a muralist or custom mural reproduced as digitally printed wallpaper? Addendum #1 Page 2 of 8

3 A: This section of the Project Manual is a general overview outlining potential project needs. There are no applied graphic wall murals on this project. 10. The Project Closeout Scope Overview, page 11 of the JRPOC 1608 Room Exhibits Project Manual document does not include the Final Print/Production files. Is this an oversight? Will Final Production Files need to be included with the Close Out Package? A: Fabricator is responsible for packaging up (files, fonts, images ) the final files they used to go to print with and specify the installed final materials and finishes in the closeout package. 11. Regarding HPL graphics, is High Pressure Laminate required, or will PLI s equivalent acceptable? A: PLI is acceptable. 12. Are 11x17 color copy proofs and/or electronic pdf proofs acceptable? A: These are acceptable for drawings and FPO graphic proofs. Otherwise, samples should be submitted for each graphic material. 13. The bid package refers to the etched glass display in numerous places but the project drawings call for acrylic and 3-form. Has the glass been replaced by acrylic? A: Glass has been replaced with acrylic. However, the 1 st layer is GAR, which has a glass laminated surface for protection against scratches. 1 st layer is clear GAR, 2 nd and 3 rd are blue-colored 3-Form. 14. Project Manual Pg. 5 The itemized cost breakdown lists two entries on separate lines for glass rail graphics - Glass wave rail with laser etched and interpretive graphics on one line and Glass wave illustrations on another line. What are each of these - interpretive graphics and glass wave illustrations? A: Interpretive graphics are both the graphic glass etchings and the small rail caption graphics above. Illustrations were listed separately to account for hiring an illustrator. 15. Project Manual Pg. 5 in the middle of the list there is an entry for Floor Treatment. Is this the cost for just the painted lines on the floor as described on page 8 of the Project Drawing or does it include the flooring with installation, the artwork, and protective clear coats? A: The flooring materials, installation, and artwork, clearcoat, et. al. is all the scope of the flooring subcontractor. Initial artwork will be supplied by designer but may have to be slightly adjusted. 16. Project Manual Pg. 9 - Paragraph 1 in the middle of the page states that all freestanding units must withstand 100 lbs. of lateral force without tipping at 5 height. However, the Addendum #1 Page 3 of 8

4 Intro Panel shown on page 7 of the design Drawing is too narrow and on casters and will not meet this requirement. Is the anti-tipping requirement void? A: That is a portable unit on casters and is exempt from that requirement; however the fabricator needs to verify that it is stable enough to not pose a safety risk. 17. Project Manual Pg. 15 Graphic sample #4 is a print of the sails. Describe the requirements to print the sail fabric what is being printed on the fabric? Will a graphic file be provided? A: A PMS or color swatch will be provided for sampling. The printing technique is a solid field of color on the bottom layer and coming up the visible sides only. The color will be a light beige color. Anywhere there are sewn seams we would like the seaming to resemble sailmaking, designer to provide sample of the seaming required. The pattern on the sail will be achieved by lighting and the internal ribbing of the structure casting shadows. 18. Project Manual Pg. 20 Under Ceilings there is an entry stating the exhibit contractor is required to verify the ceilings are structurally sound to hang exhibits and equipment before accepting from GC. To accomplish this verification, the exhibit contractor will need to hire an independent structural engineer to review the GCs drawings and work. If the independent engineer determines the ceiling is not structurally sound, what is the corrective course of action? Will the GC s drawings be stamped by a structural engineer and the completed work inspected? A: All ceiling attachments are to the beams only (see pages 11,16 in package and attached drawings). This method has been approved by the architect. Also note the method of attaching the support cables to the sail frames. We estimate the entire assembly is no more than 200lbs, so stamped engineering drawings are not required. However, we are expecting the exhibit fabricator to inspect the existing conditions and make sure the hanging structure overhead is securely fastened and deemed safe. 19. Project Manual Pg. 20 Under Ceilings there is an entry requiring the exhibit contractor to coordinate the location of the hanging pipe(s) for fixtures used to suspend and light the sails. Is the GC responsible to install the pipes? Who supplies the pipe and makes the necessary modifications to accommodate the attachment to the building structure and hanging sails? A: See note above; the pipe and mounting hardware, along with installation, are in the exhibit fabricator s scope. Addendum #1 Page 4 of 8

5 20. Project Manual Pg. 20 Under Ceilings there is an entry requiring the exhibit contractor to coordinate sprinklers, HVAC, house lighting, and security with the GC. Is there any security in the exhibit contractors scope? A: None of the above is in the exhibit fabricator s scope, other than to coordinate installation of exhibit elements so there is no conflict. THE EXCEPTION is the 3 sprinkler heads that penetrate the sails. Those heads will need to be installed (see detail) after the sails are installed. This is in the exhibit fabricator s scope but will require a licensed sprinkler sub-contractor. 21. Project Manual Pg. 21 mid-page there is an entry stating EX Responsible for making sure integral lighting works with life safety systems. What is the extent of this requirement? A: We don t believe exhibits specified effect the building life safety requirement, fabricators to check with GC and make sure this is not required. Concern would be what happens to the fish tank if the power goes out. 22. Project Manual Pg. 22 Under Security at the top of the page it states EX Coordinate and security equipment or integration with the owner and GC. What security requirements are required? A: There are no specific security specifications for the exhibits, only coordination we could see if the GC is installing cameras, and we need to coordinate viewpoints. 23. Project Drawings this package contains the contact information for several vendors. Are other vendors permitted to bid on this project? A: Other vendors are permitted to bid, but in most cases, pricing, specifications, and design drawings are based on information from the specified vendors. Also note that in some cases, samples from the listed suppliers have been submitted and approved. Care should be exercised: if substituting vendors be absolutely sure all specs are met and no design changes are required. Any changes in materials may also involve re-submitting samples for approval. 24. Project Drawing Pgs. 12 & 13 These two pages have different quantities for the sprinkler heads. Will there be 3 or 4? A: There are three (3) heads that penetrate the sails. 25. Project Drawing Pg. 10 The note on the right side of the page specifies Moss Eco Poly Duck White for the sail fabric. Will the fabric color be one a standard Moss color or will it be a custom color? Will printing be required if yes, what is the nature of the print and will you provide the camera ready artwork. 6 A: The fabric spec. has been submitted by Moss and approved. It is a standard Moss material. A solid color is requested and may require printing Moss. A color swatch can be provided. 26. Project Drawing Pg says the fish and tank accessories by others. The Aquarium Specifications box on page 26 lists a variety of equipment. Do we need to provide pricing for any of the tank equipment? A: The specifications and equipment were specified by the aquarium sub-contractor. All equipment and installation should be by them. The props noted on pg. 23 are to be provided by fabricator (spear, fish, and canoe base). 27. Project Drawing Pg. 26 is there a specific requirement for the material used to construct the fish tank (e.g., acrylic or glass)? A: That should be specified by the aquarium sub-contractor. 28. Project Drawing Pg. 30 How many artifacts require mounts? Weights and sizes? Mounted to the deck or back panel? A: See page 30 and 31 for artifacts and layouts. All artifact mounts are spider mounts from the rear. 29. On page 7 Item D says Content for AV (images, maps, illustrations, digital files and videos) Will be provided by owner Does this include all audio including bird sounds, river sounds other SFX and narration? A: No, all audio, SFX or voice over will be the responsibility of the exhibit fabricators AV Subcontractor. 30. If narration is to be provided by AV contractor, do they want the same narrator for each? Or might they want one man and one woman? If they are providing narrators, will they record the narration or will the AV contractor? A: Fabricator s AV Subcontractor will be responsible for hiring and implementing anything to do with narrating the films. Please price just using one voice for all four. 31. Who is providing scripts? Below is a list of tasks that I would think that we would include in our Quote, please verify that this is correct. Meet with client and get owner-provided materials Write treatments (include an attract screen) Write scripts Provide rough cut edits to scratch narration for approval Provide second rough cut (if needed) Provide narrator samples for selection Record narrator Addendum #1 Page 6 of 8

7 Provide caption files for approval Provide Fine cut for approval with captions Provide Master files A: The list of task outline above would be what is required for this project. Only other task for the AV Subcontractor would be to work with the Fabricator and client to verify the equipment specifications and make sure programs are running smoothly. 32. Aquarium - is acrylic acceptable for construction of the aquarium? It offers the following advantages; a. Better viewing properties: Most modern public displays are made using acrylic. Acrylic is clearer than glass it s the clearest material known. It also has a better light transmission level. Objects appear sharper and colors are more vibrant. Modern acrylic does not have a greenish tint and will not turn yellow. b. Strength: Acrylic is times stronger than glass of the same thickness, with better impact resistance. Because the joints are chemically bonded, not connected with an adhesive, they are also stronger visually more appealing. c. Refinishing: Acrylic scratches more easily than glass, but can be repaired/refinished to a like new condition. This includes scratches on the inside that can be repaired without having to remove livestock. Note that scratches are preventable with proper care and precautions. d. Better insulating properties: Acrylic will not conduct heat and cold as well as glass will, making it a better insulator. Acrylic aquariums will regulate and minimize temperature fluctuations better, giving you a more stable system. e. Weight: Acrylic is slightly less than half the weight of glass of the same thickness. This allows for easier moving and installation. A: Yes, acrylic is an acceptable substitution. 33. Artifacts - what is the availability of the artifacts for measuring by the mount maker? A: The artifacts will be made available for measuring. 34. Artifacts - Do you have a list with pictures? A: See pages 13 and 14th in the drawings package, these are all the artifacts. Artifacts to be mounted with rear spider mounts. Addendum #1 Page 7 of 8

8 Failure to register with NOVA Parks and/or failure to acknowledge addenda distributed to registered bidders could lead to bid disqualification. Project Addenda will be posted on the NOVA Parks website ( and ed to registered bidders. It is the bidder s responsibility to be aware of all addenda and acknowledge receipt of addenda on the Form of Proposal.
