1 5 November 2017 # For the Design, Development, Manufacture, Procurement, Supply, Installation, Testing, Commissioning, Warranty and Maintenance of the Systems of the Red Line Project Tender 078/2017 Clarification Letter No. 6 Where clarification responses change the Bidding documents and specifications, addendum will be issued containing those changes. s herein are binding as of the date of this letter. RFCs relating to Volume 3 RFC 440 (Vol 3, Part XIII, Chapter 11, Clause ) It is requested that the Contractor undertake measurements of EMF along the line in significant areas during the testing and commissioning phase. We understand that the International Standard EN and -2 shall be applied concerning extra-system EMC between the LRT system and the outside world. With reference to the 30 to 1000 MHz and 30 to 3000 Hz emission tests, could the Employer please specify whether the requirement refers to environmental tests of the surrounding EM environment or it refers to light rail EM emission tests? - In case the requirement is referring to Light Rail emission tests, please note that these tests are standardized by EN ; they are performed in a single chosen location, due to the uniformity of the railway line from an EM emission point of view; consider frequencies above 9 khz (no critical emissions are expected in lower frequencies). In case of tests required below 9 khz, could you please indicate a standard for test set-up and applicable limits, since railways EMC standards do not impose any test or requirement in this range of frequencies? - In case the requirement refers to cartography analysis of the existing environment, please note that these measurements are usually performed during the design phase, in the locations agreed with the client and relevant authorities and consider a wider range of frequencies. They provide inputs to further EMC Analyses. Can the Employer please confirm if our interpretation is correct? These details are to be discussed during the design phase of the project. RFC 441 (Vol 3, Part XIII, Chapter 11, Clause ) The clause states: "The Contractor shall ensure that the highest level of EMF will not exceed the levels agreed with MoEP as part of the Permit to Install". 2 We understand that each Contractor is responsible of EMC compliance of all apparatuses and subsystems under its scope of supply. The System Contractor is responsible of overall EMC strategy and EMC coordination of the Tel Aviv Red Line project and all system EMC activities (e.g. system tests), as well as of the complete EMC of the subsystems under its direct scope of supply. We kindly ask to confirm whether or not our interpretation is correct. Confirmed. Clarification Letter No. 6 Page 2 of 12

3 RFCs relating to Volume 4 RFC 442 (Vol 4 Part XI Chapter 10) Management of equipment with meters There is a requirement to manage an equipment tree with counters, where the father inherits the son's meter (i.e. the parent equipment will display the sum of all meters his and sons together). Please clarify on this requirement and provide an example of such a tree, in which both father and son have meters and both are added? Question is not clear. Discussion to be held as part of the design phase. MMIS section (2) states: An asset can be set up to inherit the meter readings of its parent asset or its location. RFC 443 (Vol 4 Part XI Chapter 2.12, Clause 2.2) The Video Surveillance elements on the LRV shall be supplied with the RS systems provisions and therefore shall not be included in this document. The requirements for the Contractor include the integration of the transmitted Video Surveillance information from the RS into the PSIM System for real-time monitoring and for playback of video recorded locally on the LRV. Detailed requirements are described in Rolling Stock tender document and WWRS (Wideband Wireless Radio System) document (see Volume 4, Part XI, Chapter 2.3). In order to keep a low bandwidth usage between wayside and onboard, kindly specify the minimum video quality requirements for onboard video streams. Refer to Addendum 10. RFC 444 (Vol 4 Part XI Chapter 2.17, Clause 1b) ADS Interfaces (b) The Contractor shall be responsible for supplying, integrating and testing the interface between the ADS and the on-board advertising system. Our understanding is that ADS system will send to the onboard contents using standard formats. The templates and scheduling management will be carried out by the onboard ADS system, kindly clarify. Confirmed. RFC 445 (Vol 4 Part XI Chapter 9.1 Clause 3.1.2) describes the AFC physical architecture: we understand that "desktops & other clients" will be installed in OCC, SCC and SCR (underground stations), particularly, 2 workstations in each site. Moreover, in the above stations only one workstation could be installed in a technical room. Can the Employer please confirm our assumption? Clarification Letter No. 6 Page 3 of 12

4 The Contractor is required to design the physical infrastructure architecture of the proposed system. It should be noted that the term "other clients" may also include other devices in addition to a desktop (PDA, laptop, tablet, etc.) There are no specific AFC requirements for the workstations themselves. RFC 446 (Vol 4 Part XI Chapter 9.1 Clause ) We request you to please provide MOT Guidelines for Smart Ticketing and Validators in English. An English version will not be provided. RFC 447 (Vol 4 Part XI Chapter 2.6 Clause 4, item 9) Tender Condition: 9. The PAS shall achieve STI-PA measurements at all times (STI level of 0.6), for emergency use the PAS shall be required to achieve ISO :2007. The PA volume shall be at least 15 db above ambient noise and shall automatically increase in volume as trains enter and leave the Stations/Stops. Clarification: As per normal standards STI-PA value of 0.5 is sufficient. The clause may be revised accordingly. Not confirmed. STI-PA level of 0.6 is required. RFC 448 (Vol 4 Part XI Chapter 2.17, 4.1.8) Please add information for "export in a single click" : what is the required time interval to be exported and how to select cameras in one click. A simple and intuitive interface for video exporting shall be designed by the Contractor. RFC 449 (Vol 4 Part XI Chapter 2.2, 1.2 (20 (b-m))) Our understanding is that requirements b to m are for Half duplex PTT service - please confirm. Responded to in RFC response letter 2, RFC 87. The list of characteristics are based on TETRA capabilities as a reference model. Both modes (HALF and FULL) shall be implemented depending on relevance to the service. RFC 450 (Vol 4, Part XI, Chapter 2.2, 1.2 (20b)) PTT or Telephony? PTT. Clarification Letter No. 6 Page 4 of 12

5 RFC 451 (Vol 4, Part XI, Chapter 2.2, 1.2 (20c)) PTT or Telephony VPN? PTT. RFC 452 (Vol 4, Part XI, Chapter 2.2, 1.2 (20k)) Via phone integrated with PA system please confirm. Mobile phone integrated with PA. RFC 453 (Vol 4, Part XI, Chapter 2.2, 1.2 (20n)) Location based on GPS requires GPS signal inside the tunnel. Please clarify. Responded to in RFC response letter 2, RFC 73. RFC 454 (Vol 4, Part XI, Chapter 2.2, 1.2 (20o)) Via phone integrated with the system please confirm. A Help point call from an LRV will be forwarded through the DMRS to the OCC/SCC. RFC 455 (Vol 4, Part XI, Chapter 2.2, 1.2 (20r)) DMO have been standardized for PoC, we are checking with device vendors relevant products and roadmap, requires also frequency implications under examination. This is not a valid request for clarification. RFC 456 (Vol 4 Part XI Chapter 2.2 Clause 1.2 (20w)) Requires dedicated solution. This is not a valid request for clarification. RFC 457 (Vol 4 Part XI Chapter 2.2 Clause 1.2) Mobile Asset "enabling administrators to create custom mobile asset types" Refers only to assets that supported the initial API and not require interface changing? 6 This is unrelated to the DMRS. Please refer to mobile assets, as defined in the PSIM specification (Chapter 2.11), clause (1) - light rail vehicles, Red-Line non-lrv vehicles, mobile devices carried by security personnel or transported in vehicles, standard location devices. RFC 458 (Vol 4 Part XI Chapter 2.3 Clause 1.2 (1,2)) Please provide the traffic model. The WWRS shall support the main transmission traffic from the cameras on the LRVs to the OCC/SCC and from the platform camera to the driver. For the scenarios that it shall support see sections and RFC 459 (Vol 4 Part XI Chapter 2.3 Clause 1.2 (2c)) We recommend WiFi communication at the depot, is it ok? Refer to Chapter 2.3, clause 1.2, 16 (j). RFC 460 (Vol 4 Part XI Chapter 2.3 Clause 1.2.2) What is the user experience expected for the passenger Wi-Fi? What is throughput expected per train? The purpose of the WWRS is for video transmission for emergencies and/or upon request from the OCC/SCC. The throughput for the passenger Wi-Fi will be best effort depending on the available capacity. There are no specific requirements. RFC 461 (Vol 4 Part XI Chapter 2.8 Clause (1-9)) Does DCD and ECCD mean a NTP-based digital clock? Yes, which shall be supplied by the Contractor. RFC 462 (Vol 4 Part XI Chapter 2.4 Clause 2.3 (3c) Can we see Video Calling as an option or is Video a basic requirement in the proposal? It is not an option. RFC 463 (Vol 4 Part XI Chapter 2.4 Clause 2.4 (6)) What type of CCTV interface is applicable (Server to Server, end-device to end-device and what type of protocol)? 7 To be discussed during the design phase. RFC 464 (Vol 4 Part XI Chapter 2.4 Clause (5)) What type of interface (for CCTV)? Decentalized CCTV system? To be discussed during the design phase. RFC 465 (Vol 4 Part XI Chapter 2.4 Clause (3)) In case that IP Telephony Managment system is part of the solution, we don't need any contacts for integration. Can we assume that the Umbrella management system is integrated via SNMP? To be discussed during the design phase. RFC 466 (Vol 4 Part XI Chapter 2.4 Clause 4.6 (2)) The NIS ComNode has an on-board software firewall. Are there any specific requirement for the firewall? Refer to Vol 4 Pt XI Ch 2.9 Information Security System (ISS) table regarding connections between networks for the different functional subsystems. RFC 467 (Vol 4 Part XI Chapter 2.4 Clause 5 (5.12)) We propose one type of interface with the CCTV. In REQ_TAHPS_2.2/6 an interface between HP and the camera (between end-device HP and end-device Camera) mentioned. What about a Server to Server interface (Telephony Application server - CCTV management Server)? Does the OVC stores the information about Camera-ID and Dispatcher-ID and sends the detailed information for the camera switching. Or does the OVC sending the Call information and the CCTV system is doing the correlation between the cameras and the workplaces? To be discussed during the design phase. RFC 468 (Vol 4 Part XI Chapter 2.4 Clause 5 (5.13)) Passive (sniffing) or active (SIP-REC) interface? To be discussed during the design phase. Clarification Letter No. 6 Page 7 of 12

8 RFC 469 (Vol 4 Part XI Chapter 2.4 Clause 2.3) Please indicate how many IP telephony endpoints are required from each type (it is not clear from the tender chapter where each of the different telephone types are required). This will be part of the design phase and will be based on RFP principles. RFC 470 (Vol 4 Part XI Chapter 2.4 Clause 2.3) If PSTN connectivity is required, please indicate how many PRI/SIP trunks/lines are required. This will be part of the design phase and will be based on RFP principles. RFC 471 (Vol 4 Part XI Chapter 2.17 Clause 7) We request that the clause will be changed so that the broadcasting will be in the same format as used by "IDAN Plus" free-to-air channels in the date of installation. No - ADS broadcasting shall be in HDTV. RFC 472 (Vol 4 Part XI Chapter 2.17 Clause 3) How many Stations are required to support Shelter mode? All ten underground Stations. RFC 473 (Vol 4 Part XI Chapter 2.17 Clause 5) Can you please elaborate regarding the ANC. If the media player is with solid state drives and do no requre an active cooling, does the media player still require ANC? Refer to Addendum 8. RFC 474 (Vol 4) Why is grooved rail on direct fixation required within the Depot and where? It is required throughout the depot exterior (not in buildings). RFC 475 (Vol 4 Part XI Chs 2.1, 2.4, 2.9, 2.10) Is it possible we can get a better definition of the Figures in the ITT, as a lot of the Figures are heavily pixelated and you can t read all the detail. RFC 476 (Vol 4) Is there a high resolution, fully annotated map of the system available? The ones in the tender are unsuitable for enlarging. No. RFC 477 (Vol 4) What is the reasoning for having the substations with 50MVA transformers but having service provision at each substation for either 7, 10 or 12MVA? Note: These are considerably less than the capacity of the transformer. There are no substations with 50MVA transformers. The Contractor shall determine ratings as part of design following its power simulation. RFC 478 (Vol 4) NTA is hereby requested to clarify the discrepancy (or missing item) described hereafter - In Volume 4 - Technical Specifications, Part XI Particular Technical Specifications Systems there is no sub system called "Cellular Based Radio", while in Annex A - Volume 1 Part III - Bidding Forms - Fin 1 Appendix 1- Price Proposal Excel Datasheets, there is a specific such item, on sheet "Input" at lines as follows below: The description for sub-system Cellular Based Radio is contained in Vol 4, Part XI, 2.2 DMRS & 2.3 WWRS. RFC 479 (Vol 4 Part XI Ch 2.5 Clause (12)) Tender Condition: 12. All signs shall be easily legible from the point of view of a person seated in a wheelchair. To achieve this, the Contractor shall supply adjustable Display Signs which may be down-tilted at least 15º. Clarification: Shall all Display Sign be tilted at 15 degress or provision shall be given change the degree of freedom of the displays. As per the Specification, at least 15 degrees. 10 RFC 480 (Vol 4 Part XI Ch 2.5 Clause (14)) Tender Condition: 14. See the document: "Functional Guidelines for digital signage design in the public transport (Israeli railway) ver 1.4 Nov 2015". Clarification: Please provide the document for review purpose. See below links to this document and the Regulations for Equal Rights for People with Disabilities (Regulation of Access to Public Transport Services) : RFC 481 (Vol 4 Part XI Ch 2.9) NTA is kindly requested to clarify whether it is necessary to set separate firewall for subsystems of communication system (except for ISS). The detailed Information Security Solution shall be based on an overall Risk Analysis and shall comply with all security requirements as detailed in the ISS Chapter. Please refer to Vol 4 Chapter 2.9: RL-1.SYS.9 Information Security System (ISS) Requirements point 5 and 6 reproduced below: 5. Every Contractor is responsible to carry out a comprehensive survey of information security risks for its own network and systems. 6. In addition, the Systems Contractor will carry out a risk survey for the integrated network. RFC 482 (Vol 4 Part IX Clause 1.8 & 1.9) NTA is kindly requested to clarify which contractor is responsible for the drainage work in TTR and depot and clarify the location of the interface between drainage work of Red Line and municipal drainage system. See Addendum 7 for the TTR drainage scope. Generally the Contractor shall be interfacing with the Infra 1 contractor who shall be connecting to the municipal drainage system. RFC 483 (Vol 4 Part IX Clause ) Section (Permit to Occupy) in Volume 4 Part IX provides the following: "The Contractor shall be responsible for obtaining Permits to Occupy for TTRs, stops (except as noted) and any new depot buildings he constructs such as the train wash building." NTA is kindly requested to confirm whether above-mentioned Train Wash building is included in Contractor's SOW and clarify which new depot buildings else will be under Contractor's SOW. 11 RFC 484 (Vol 4 Part XIII Ch 5.1) In Chapter 5.1 of Volume 4 Part XIII, the description for Electricity Works at-grade section can be found. NTA is kindly requested to confirm whether there is a description for Electricity Work for Tunnel/underground stations, and if the answer is positive the location of such description within the Bidding Forms. There is no description for these areas in the tender documents. Refer to the tunnel ancillary works chapter (Vol 4 Part XI Chapter 13). RFC 485 (Vol 4 Part XI Ch 2.3) Could you please confirm that, with the aim to provide state-of-the-art technology solution as requested in Volume 4 Technical Specifications, Part IX Scope of Work, Chapter 2 Employers General Requirements, bullet 2.2 Design, and with the aim to ensure the performance for October 2021 and onwards, the Bidder can replace in his Tender, the 4G Repeaters, now at the end of their life cycle, by Voice over WIFI as part of the 5G Voice over LTE native base telephony function? Not confirmed. Please refer to Vol 4 Part XI Chapter 2.3: RL-1.SYS.3 Wideband Wireless Radio System (WWRS) 1.2 point 2 (b) and 1.4 point 2 (a). RFC 486 (Vol 4 Part XI Ch 2.3) Could you please confirm that, with the aim to provide state-of-the-art technology solution as requested in Volume 4 Technical Specifications, Part IX Scope of Work, Chapter 2 Employers General Requirements, bullet 2.2 Design, and with the aim to reduce onboard installation risks, the Bidder can include in his Tender, requirements and constraints from OWWRS supplier on onboard cables routing and onboard layout plans antennas, and include also an option for the assembly, test & commissioning of active equipment (router, access points, switches, ) at the Tel-Aviv test site facilities? Not confirmed. The Contractor shall propose a solution that shall be feasible to implement within the already designed LRVs. RFC 487 (Vol 4 Part XI Ch 2.3) Could you please confirm that, with the aim to provide state-of-the-art technology solution as requested in Volume 4 Technical Specifications, Part IX Scope of Work, Chapter 2 Employers General Requirements, bullet 2.2 Design, and with the aim to ensure the performance for October 2021 and onwards, the Bidder can replace in his Tender, OWWRS leaky feeders onboard by more suitable and modern proper on-board architecture with Access points? Leaky feeder on-board is in the scope of the LRV Supplier. The proposal shall include design/work/integration with the LRV Supplier. Clarification Letter No. 6 Page 11 of 12

12 RFC 488 (Vol 4 Part XI Ch 2.3) Could you please confirm that, with the aim to provide state-of-the-art technology solution as requested in Volume 4 Technical Specifications, Part IX Scope of Work, Chapter 2 Employers General Requirements, bullet 2.2 Design, and with the aim to ensure the performance for October 2021 and onwards, the Bidder can include in his Tender, OWWRS operating in 5Ghz AND 2,4Ghz for passenger devices, not only in 2,4Ghz as the requirements indicate ac, as 5Ghz is available since end 2015? Refer to Chapter 2.3 Wideband Wireless Radio System (WWRS) chapter 1.2 paragraph 13. RFC 489 (Vol 4 Part XI Ch 2.3) Could you please confirm that, with the aim to provide state-of-the-art technology solution as requested in Volume 4 Technical Specifications, Part IX Scope of Work, Chapter 2 Employers General Requirements, bullet 2.2 Design, and with the aim to ensure the performance for October 2021 and onwards, the Bidder can include in his Tender, a trackside technology operating on 5Ghz unlicensed bands, which provides much better performance than 2.4 Ghz? Refer to Chapter 2.3 Wideband Wireless Radio System (WWRS) chapter 1.2 paragraph 13. RFC 490 (Vol 4 Part XI Ch 2.1) Could you please provide the minimum CBN Network throughput to be provided on the Tunnel Underground to assure the interface with the cellular network? Could you please confirm that the interface between Cellular network and LRT CBN should be assured only on the Tunnel Underground? As part of overall systems design, the Contractor shall calculate network capacity for all networks including interfaces between different networks. Clarification Letter No. 6 Page 12 of 12
