ASSESSMENT OF THE USE OF C-BAND FOR GNSS AO 5410, closing 30/05/2007 GNSS EVOLUTIONS PROGRAMME SYSTEM EXPLORATION STUDIES Information Day 23 rd April 2007 This presentation is for information purposes only. Bidders shall refer to the ITT documents to submit a tender Jean-Luc Gerner 1
BACKGROUND OBJECTIVES APPROACH STUDY LOGIC TECHNICAL BACKGROUND AND REQUIREMENTS (Annex 2) PROGRAMMATICS 2
BACKGROUND The band MHz is available for satellite navigation Was considered in the early Galileo studies but not retained Only global coverage considered C-Band suitability for an evolution of GNSS to be studied and possible services identified Draw on Galileo development experience Extrapolate on future users needs Local coverage? 3
OBJECTIVES 1/2 Assess the interest of C-Band for satellite navigation Investigate the potential benefits for: Existing services Potentially new services that might emerge from the capabilities offered by C-Band Assess system performances Benchmark scenario(s) 4
OBJECTIVES 2/2 KEY ISSUES Critical performances of transmission and reception at C-Band Services that would benefit from C-Band Topologies for the provision of the services Continuous vs burst transmission, beam hopping, synchronous vs asynchronous, Navigation signal Critical technologies EtE performances Interoperability with other satellite navigation systems 5
APPROACH New services to be defined New system Less sharing constraints than in L-Band Constraints are physical propagation, frequency spectrum, technology, optional accommodation onboard Galileo satellite Heritage to be taken into consideration Solutions must be viable technical feasibility, service provided, cost 6
STUDY LOGIC Phase 1 Characterize the potential performances that the C-Band can offer Advanced system concepts / open mind, innovative approach Performance trade-offs Propagation shortcomings Technology of years Define services that might benefit from the presence of a C-Band signal 7
STUDY LOGIC Phase 1 concludes with Service Concept Review Demonstration of technical & practical feasibility of C-Band for satellite navigation Demonstration of benefits for existing or newly identified services (applications) A conclusive SCR is conditional to proceeding with Phase 2 8
STUDY LOGIC Phase 2 Design the navigation signal Design the architecture of the EtE C-Band system (incl. user terminal) System Design Review (SDR) Identify the critical technologies Consolidate a C-Band navigation system and consolidate its performances Final Review 9
Annex 2 to SoW includes: Technical background and requirements 1/2 Shall not be considered as exhaustive but as Guidelines Initial requirements 10
Technical background and requirements 2/2 1. Background Peculiarities of C-Band (propagation, applicable ITU RR, interference environment, ) 2. Critical technologies S/C payload, user terminal 3. Requirements Frequency usage (ITUI RR) System Requirements (performances, security, operating modes, ) Technology requirements (clocks, antennae, payload, user terminal) 11
PROGRAMMATICS Two parallel contracts planned to be awarded Maximum budget per contract: 1M Two Phases: Phase 1 400k Firm Fixed Price Phase 2 600k Ceiling Price Schedule 12 months (Ph.1: 4m, Ph.2: 8m) Proposals submission by 30 May Proposals shall include 1 st iteration on Tasks 1 &2 (C-Band performance & services) 12
