END-TO-END ESA TECHNOLOGY MANAGEMENT PROCESS 12
Per Technology EUROPEAN SPACE TECHNOLOGY HARMONISATION The European Harmonisation process: Implemented since 2000, it provides to all European actors the framework and the key instruments to coordinate Space Technology at European level More than 50 technologies harmonised Active participation of all Delegations (through IPC-THAG), Eurospace, SMS4Space, more than 1000 Professionals from more than 200 entities Major review of process in Recommendations implemented. Main objectives Fill strategic gaps and Minimize unnecessary duplications Consolidate European Strategic capabilities Achieve a coordinated and committed European Space Technology Policy and Planning Contribute to ensuring continuity and coherence between Technology and Industrial Policies Selection of technologies to harmonise (for the year) - Harmo. 14 TRP BASIC TECHNOLOGY RESEARCH PROGRAMME GSTP GENERAL SUPPORT TECHNOLOGY PROGRAMME
TRP - OVERVIEW Part of ESA s Mandatory Basic Activities All technology disciplines & applications Based on two year Workplans, with yearly updates About 50 M in industrial contracts per Year About 150 contracts per year One of the main contributors to scientific & engineering excellence One of the main sources of new ideas Regular ITI & STARTIGER announcement of opportunities The TRP is the backbone of ESA s innovation effort covering up to proof-of-concept TRL 3 15
TRP: Innovation Triangle Initiative ITI is based on the Innovation Triangle concept requiring the collaboration of 3 different entities: an INVENTOR, a DEVELOPER and a CUSTOMER. Inventor: an R&D entity that is not necessarily involved in space already Developer: An entity that has the know-how to develop the idea to space standards SMA (Shape Memory alloy) actuator Customer: an entity that can actually use the idea in space products 16
TRP: Innovation Triangle Initiative The ITI contains three basic types of activities aimed at the different elements of the triangle: (A) Proof of Concept (for INVENTORS): fast validation of new ideas and demonstration of its advantages (<= 50 KEURO) (B) Demonstration of Feasibility and Use (for DEVELOPERS): component and/or breadboard development up to validation in the laboratory or in a relevant environment (<= 150KEURO) (C) Technology Adoption (for CUSTOMERS): component and/or breadboard development up to validation in a relevant environment with the final objective of including the developed technology within the Customer s services, products or processes (Co-funded) 17
TRP: Innovation Triangle Initiative What is ITI: A mechanism, originally set-up by ESA in 2004, to support the introduction and fast validation of innovative concepts or technologies for space applications. ITI main characteristics: Implemented through a continuously opened Call for Ideas with a standing Evaluation Board meeting periodically Proposal submitted through simple online templates Aims specifically at technologies novel to space Current Status (2015): A Continuous open call for ideas resulting in ~30 activities being approved for a total budget of ~2 M per year. Evaluations of proposals in grouped batches (2 or 3 times/year) 18
TRP: Innovation Triangle Initiative To efficiently run ITI, a Web based application was developed, which: Provides information to participate in the ITI Describes concepts and objectives of the ITI Supports the submission of proposals according to templates Displays summary information of past activities supported by ITI. Allows for searching using keyword and Technology Domain Allows the submitters to review the status of their proposals Supports the technical evaluation of the proposals The External ITI WEB site is accessible through: 19
TRP: STARTIGER Objective: Achieve a leap in technology in a short period of time Mechanism (Skunk Work Approach): - Intensive period of research, Focused to a specific technical goal - Small cross disciplined team - Co-located in a distraction free, resource rich environment - Enthusiastic approach to problem solving - Priority technical support Spin-offs: Breeding ground for innovative thinking Previous Testcases: - STARTIGER Pilot Activity at RAL (UK) in Formation Flying Coronograph at LAM (F) in 2009 Status: - Regular feature of the programme once per year 20
GSTP - OVERVIEW Part of ESA s Optional Programmes. Covering all technology disciplines and applications except Telecommunications (covered by the ARTES programmes). Five-year Work Plans, with yearly updates, and multiyear activities. Started in 1993, currently in 6 th period ( ) Initial Budget envelope for GSTP-6 ~ 450 M, now increased (including transfers from previous periods) to ~ 600 M. The GSTP ensures the right technology with the right maturity are available at the right time 21
