6 Solar Orbiter To perform close-up, high-resolution studies of our Sun and inner heliosphere, Solar Orbiter is intended to brave the fierce heat and carry its telescopes to just one-fifth of Earth's distance from our nearest star.

June 2012 ESA approach EnBio with another request Need alternatives to incumbent white surfaces for solar reflection Seeking improved thermo-optical performance Striving to overcome problems with: White darkening over time causing reduced efficiencies Coating delamination flaking off the surface Decreased reflectance Particulate damaging instrumentation Poor surface conductivity causing static build-up A 100k Work Program put in place to research the possibilities We fully engaged UCD & took on a PhD student in ceramics Kicked off program in July last year Within 1 month we had produced 2 options in a pilot plant in UCD Quickly narrowed to 1, which we developed over next 9 months This product Solar White is undergoing final test in UK All tests passed and no problems anticipated with final test Major excitement in the ESA community A further production facility planned and proposal submitted to ESA This is being discussed between EI and ESA in Paris today!

Promote the use of space based systems for commercial and societal needs. 4. Manage ESA Geo-return (fair return to donating countries)

15 European Space Agency Today space activities are pursued for the benefit of citizens, and citizens are asking for a better quality of life on earth. They want greater security and economic wealth, but they also want to pursue their dreams, to increase their knowledge, and they want younger people to be attracted to the pursuit of science and technology. I think that space can do all of this: it can produce a higher quality of life, better security, more economic wealth, and also fulfil our citizens' dreams and thirst for knowledge, and attract the young generation. This is the reason space exploration is an integral part of overall space activities. It has always been so, and it will be even more important in the future. 16 ESA INDUSTRIAL POLICY Meet ESA program needs Promote Space science, research and technology, and applications for exclusively peaceful purposes Co-ordinate ESA's technological & research activities with EU focus Increase the competitiveness of European industry internationally Develop the capacity of European industry to efficiently and economically react to market demands Harmonise tasks between European and national space activities. Foster the participation of SMEs in ESA procurements by restricting some actions to SMEs only and encouraging non-smes to team up with SMEs Set rules relating to geographical distribution or fair return - ratio between the share of a country in contracts and its share paid to the Agency by the end of a given period. ESA devotes much time and effort in trying to meet all these requirements while maintaining technical excellence and economy.

18 ESA Snapshot ESA s budget for 2011 was 4 billion Euro. Close to 85% of this budget was transformed into contracts with European industry mainly for research and development activities.

19 Doing Business with ESA EMITS EMITS is ESA s web-based system for publishing (competitive) Invitation to Tenders (ITT). It includes inter alia: A list of intended ITTs: potential bidders may declare their interest and see other bidders Many technical, administrative and contractual standards and documents (General Tender Conditions, General Clauses and Conditions for ESA Contracts, PSS-A forms, engineering standards etc) Competitive ITTs Competitive ITTs published by ESA on behalf of other entities Request for Quotation (RFQs) is the term used for direct negotiations.

James Webb Space Telescope planned successor to the Hubble Space Telescope (together with NASA and the Canadian SA). LISA Pathfinder aka Smart-2, technology demonstrator for the LISA mission. Proba-V a new satellite in the PROBA series, to be launched in April To observe the ground vegetation on a global scale Swarm a satellite mission to measure Earth's magnetic field. Sentinel-1 1 st component of GMES Space Segment to provide all-weather, day and night radar imaging for land and ocean services. Cosmic Vision a programme of space science missions for Cheops- a joint project between ESA and Switzerland to study the structure of exoplantes.
