23 Investment Strategy Be responsive to the science community by supporting the priorities established in the NRC Decadal Surveys. All missions should be chosen through Decadal Surveys or competitive peer review. Be responsive to national priorities such as: Fundamental Research, Environmental Stewardship, Educating the Next Generation and Creating a World-class Workforce, Driving Technological Innovation, and Extending Partnerships Internationally and Domestically. Within the Science Mission Directorate (SMD), each theme generally manages within its existing budget envelope. Projects in development are budgeted to a LCC reflecting a 70% joint-cost-andschedule confidence (JCL) level. SMD is actively refining the cost ranges for projects in formulation to improve budget estimates as these projects make their way through Phases A and B.
24 Science-enabling technology Robotic exploration of Earth and the solar system requires the successful implementation of a range of new technologies. NASA's technology priorities include: - New remote sensing technologies to better see, detect, and measure the Earth, sun, solar system, and universe. - Large, lower cost, lightweight mirrors and space-deployable structures for the next generation of large telescopes and antennas. - Novel platforms, including power and propulsion technologies that can take instruments to new vantage points. - Intelligent distributed systems that enable advanced communications, efficient data processing and transfer, and autonomous operations of landand space-based assets. - Information synthesis to derive useful knowledge from extremely large data sets through visualization, advanced simulations, analysis, and seamlessly linked models.
