Overview of ARTES co-funding opportunities Alan Brunström ESA Liaison Officer ESA UNCLASSIFIED - For Official Use ESA UNCLASSIFIED For Official Use Harwell, UK, 22 nd March 2017
Inauguration of ECSAT, July 2015 ESA s first UK centre (but we ve been here since 2009) NB: We are not an EU agency but have 23 European Member States including Norway & Switzerland, plus a cooperation agreement with Canada Slide 2
ECSAT: European Centre for Space Applications & Telecommunications, Harwell near Oxford HQ of ESA s Directorate of Telecommunications and Integrated applications; Leads ESA s promotion of commercial down-to-earth applications (in which the UK has the largest stake of any Member State); ESA teams also work on climate change, exploration and disruptive technologies; Cooperates with the Harwell Space Cluster and acts as a gateway between the UK space sector and the global space industry. Slide 3
ARTES Programme (Advanced Research in Telecommunication Systems): Stakeholders and their roles National Delegates e.g. InnovateUK authorise funding (c 500M/annum) Industry & institutions from ESA Member States develop technology, products, services & applications ESA manages the contracts and activities Industry brings the end result to market & retains IP Slide 4
Key points for engaging with ESA/ARTES Industry, academia or government entities from ESA Member States (including Canada) can apply for co-funding. IP essentially remains with industry (prime contractor). Single country proposals are welcome (no need for complex multi-national consortia). Partnerships are possible with entities from non Member States, if they fully fund any work done in their country. Generally speaking, users from any country are welcome to participate, especially in demonstration activities. ESA staff will be delighted to answer questions and discuss opportunities to work together. Slide 5
Recent examples of products/applications Engineering Model of the MEMSbased Satellite Propellant Gauging System 5.1 Smart Farming with satellites Dual feed sub-reflector assembly 3-D printed platinum Thruster chamber JANUS: Bi-Band maritime antenna system URDA: Ultra Rapid Deployable Antenna Source: MERCURY: Development of a Next Generation Kaband VSAT Transceiver Slide 6
ARTES Competitiveness & Growth: example of a support programme for developing Satcom products & services TRL 0-2 Tech. gaps identified Feasibility studies TRL 3,4,5 BBs, EMs, Prototypes TRL 6 EQM, Qualification model TRL 7,8,9 PFM, FM Space proven, heritage Preparations 100% funded Competitiveness 75% Technology 100%...& Growth 50% Atlas 50% ESA driven (100% funded) Industry driven (co-funded, business case) Study Development Demo Content Deployment Operation ESA unclassified, for official use Slide 7
ARTES Competitiveness & Growth An evolution from ARTES 3-4 and 5 Slide 8
ARTES Competitiveness & Growth: The Four Development Phases Slide 9
ARTES Competitiveness & Growth Process for the Full Proposal covering one or more Development Phases Consultancy 10 days: OP feedback from ESA FP Evaluation by ESA Idea Outline Proposal (OP) Full Proposal (FP) Clarification & Negotiation Contract Consult Delegation Authorisation of Funding Slide 10
ARTES Advanced Technology (AT): ESA-initiated activities open competition Authorisation of Funding from National Delegation Always open ESA Call for Ideas Annual Workplan ARTES AT - 100% funded Invitation to Tender (ITT) ESA awards 1 contract ARTES AT Breadboard Engineering Model Slide 11
ARTES Entry (ex Newcomers Initiative) 1. Part of ARTES Competitiveness and Growth Covers all participating states. 2. New and improved funding levels (75%) Technology, Product and Demonstration Phase. Limit of 250K Euro across all phases. 3. Supports SMEs who have not worked with ESA within the last 10 years (Not just with TIA or ARTES). 4. Its own Call for Proposals with limited requirements. Slide 12
How do you engage with us & what do we look for? 1. Talk to us: by phone, , website or here in person. 2. Register on esa-star: 3. Iterative process: most activities evolve from an informal discussion initiated by you and are nurtured via an Outline Proposal into a Full Proposal. 4. Proposal Templates & requirements are available on our websites: and 5. Competitions and Calls: some activities (e.g. Advanced Technology and IAP Competitions) involve bidding against specific calls or workplans issued by ESA on our websites. 6. Consider our newcomer initiative, ARTES Entry. 7. What we look for in a proposal: clear market opportunity or user need and involvement; plus added value or innovation. Slide 13
ARTES Applications programmes for developing applications and services Integrated Applications (IAP) (using space assets like Satcom, Satnav, Earth Observation) Satcom Applications (Capacity Building, Distance Learning, B2B/B2C, Telemedicine, etc.) The aim is to establish operational and economically sustainable services ESA funding is mostly 50%: industry and users contribute the other 50%, which helps ensure the services are sustainable. Slide 14
New Opportunity: Kick-start activity on Automated Road Transport Call open 13 th March to 24 th April. Submit pages, fast evaluation, then contract in 6 weeks. Not just one winner: multiple contracts anticipated. ESA funds up to 75%, to a maximum of 60k. Supported by InnovateUK. Webinar can be downloaded from website below.
