3 EU Framework programme for Satcom up to now No specific SatCom manufacturing research in the FW programme before H2020 Space Specific SatCom research appeared in H2020 Space 2014 within COMPET6 - Low TRL technos 41 eligible offers, 6 offers selected including 2 addressing Satcom research No SatCom specific activity thing in the 2015 call Satellites launched in Thank you for a dedicated in line 2016: COMPET2 for Maturing Satcom technologies (7 M ) a big success (15 eligible offers for 2 selected) leading also to frustration (offers marked 14/15 not even on reserve list) However no sustainability in 2017: only focused SatCom specific research allowed within COMPET 3 (High Speed Data Chain) Source: Euroconsult 2016 SatCom research in H2020 Space is not coherent with the characteristics of the SatCom sector in term of sales (and associated jobs) and competitiveness challenges September 2016, Brussels 3

4 Why is H2020 important for SatCom Manufacturing sector? Constant need for innovation A worlwide commercial market with non-eu highly subsidized competitors and much captive export and domestic markets All public stakeholders have a role to play Innovation need largely above what industry can afford internally No RDI through large governmental European programmes H2020 has unique undisputable advantages Very free and exploratory research All EU countries, regardless of ESA membership or national support Allow building ecosystems gathering equipment suppliers coordinated by a system integrator (potential future customer) Pragmatism and flexibility for Programmes coordination across Europe Work by domain rather than specific technologies? Allow different TRL approach for each domain? Join forces for IOV/IOD? Focus on domains in relation with the EU societal challenges? 5 A vision for SatCom research in H and beyond A yearly sustainable line At least 10 to 20 M satcom specific research within the COMPET topic A larger dedicated topic (beside COMPET) if/ when a Satcom initiative is decided at EU level (such as Govsatcom). addressing the complete end-to-end research Space technologies, ground technologies, end-to-end validation, simulation tools etc. through a long term vision supporting mid and long-term activity roadmaps, referring to specific EU challenges: Digital Agenda for Europe: support the development of Very High Throughput technologies to allow reaching DAE 2020/25 objectives, namely 100 Mbps for all. 5G, beyond the DAE targets: support the development of technologies for global M2M services (IoT, connected vehicles etc.) and for intelligent network management (e.g virtualisation technologies) GovSatCom: support the development of the enabling technologies for future assets (flexibility, security etc.) September 2016, Brussels 5

6 How can the European Union help? Support the development of innovations H2020 could sustainably complement the Space agencies to support the satcom manufacturing industry in its continuous innovation effort HORIZON 2020 Install central mechanisms and budgets which allow demand aggregation across Europe for SatCom services Broadband and 5G services to ensure coverage for all (typically when the sole commercial market does not balance the investment) and services resilience. Pooled and shared GovSatCom services to serve the needs of the EU, its MS and associated countries: public anchor customers is essential in the economic equation Public funding will be necessary to improve the business case for private promoters in the most difficult areas Towards Gigabit Society Support the European SatCom industry at export Through a more systematic search for bilateral agreements (to counter e.g the barter-agreement approach of China), as was done with Bengladesh September 2016, Brussels 6
