4 SBIR Program Goals Congressional Goals & Purpose: Stimulate Technological Innovations Increase small business participation in federally funded R&D Foster and encourage participation by minority and disadvantaged firms in technological innovation Increase private sector commercialization of federally supported R&D 4

9 SBIR Supports Program Executive Offices Approximately 60% of all AF SBIR topics are allocated to PEO organizations (40% to AFRL, Log & Test Centers) Topic allocation is based upon relative assessment paid into the SBIR program by each PEO PEOs determine the technology focus of their topics (must be R&D) Section 252a of National Defense Authorization Act for FY06 Created Commercialization Pilot Program (CPP) Focused on identifying SBIR developed technologies and accelerating the transition of these technologies into the acquisition process; through the end of FY2009 Allows 1% of SBIR budget to administer the pilot program 9

10 SBIR Commercialization Pilot Program (CPP) CPP places two Transition Agents (TAs) in each PEO s XR organization that Help establish and maintain direct connection between PEO subject matter experts and AFRL scientists and engineers Facilitate SBIR Topic generation and technology transition that focus on each Center s near-term technology based needs CPP facilitates Industry Technology Interchange Workshops based on Center s prioritized near-term technology ogy based needs Indentifies emerging SBIR technologies and areas of mutual interest between large and small businesses Then initiates SBIR Technology Transition Plans (STTP) 10

11 SBIR Technology Transition Plan (STTP) STTPs identifies All critical stakeholders Roles and responsibilities Current and required technology and manufacturing readiness levels to facilitate transition Financial commitments and funding shortages All stakeholders sign the agreement CPP is working to integrate SBIR into program roadmaps and the investment strategies of each PEO 11
