1 Chair: Hans-Jörg Bullinger (Germany) Hans-Jörg Bullinger was the Director of the Fraunhofer IAO (since its foundation), he is also Professor of Industrial Science and Technology Management at the University of Stuttgart. From 2002 to 2012 he was the President of the Fraunhofer-Gesellschaft. He is also a member of the Scientific Board of AutoUni Wolfsburg. He began his career working as a manufacturer for the Daimler-Benz company in Stuttgart, after which he obtained a degree at the University of Stuttgart, graduating with a Master's degree and Ph.D. in Manufacturing. While in charge of the Stuttgart based Fraunhofer-Institute of Production Technology and Automation, Prof. Bullinger was responsible for many applied research projects in the field of design and manufacturing, with the goal being to increase the productivity of computer based systems. These projects were carried out together with well-known German companies, such as Robert Bosch, Siemens, VW, Daimler Benz and others. Prof. Bullinger was also Chairman of the Industry-Science Research Alliance, the Advisory Board of the German Federal Government for implementation of its high-tech strategy. Prof. Bullinger has published more than articles and books on industrial engineering, technology and innovation management. 1

2 Rapporteur: Alasdair Reid (Belgium) Alasdair Reid has over 20 years experience of advising governments in developing, implementing and evaluating innovation based regional, inter-regional, national and European development programmes and strategies. He has worked on public policy research in the fields of regional economic development and innovation systems. He has advised the European Commission, the OECD, the World Bank, the Nordic Council of Ministers, national and regional governments and agencies throughout the European Union and in third countries. Alasdair has been actively involved in analysing regional innovation systems since the mid- 1990s from the first round of regional technology plans, regional innovation strategies and most recently as an advisor for smart specialisation strategies for the European Structural and Investment Fund period. In the last three years, Alasdair s work has focused on evaluating and advising innovation agencies including the evaluation of Nordic Innovation (2015), a service innovation strategy for Invest Northern Ireland (2014), international mentor to Enterprise Estonia (2015) and a forward looking study on the impact of Tekes (Finland) on the global competitiveness of Finnish business ( ). In the field of cluster policy, Alasdair has led the evaluation of European Cluster policy (2014), provided strategic analysis to support Scottish Enterprise (Scotland s Innovation Proposition, 2015 and Scottish Clusters Mapping 2016), is currently carrying out a cluster and value chain mapping for Highlands & Islands Enterprise (Scotland) and has been commissioned by TCI to undertake a peer review of the Basque Country's cluster policy (spring 2017). Another recent focus of my work has been on mapping and supporting the emergence of inter-regional value chains and platforms in the field of offshore (marine) technologies (Basque Country, SPRI agency and Scottish Enterprise on behalf of the Vanguard Initiative regions), strategic co-operation for blue growth in the North Sea region (DG MARE, 2016), agro-food traceability and big data (DG JRC and Regional Government of Andalusia, 2016) and Industry 4.0 (DG JRC and Tuscany region, 2017). Alasdair is also a member of the 2

3 RECONFIRM initiative expert team ( ) supporting European regions and clusters in developing strategic co-operation in the field of advanced manufacturing. Alasdair has published a series of articles in peer reviewed journals and book chapters on regional development and innovation policies and the contribution of innovation to economic growth. 4 Expert: Emily Wise (Sweden) Dr Emily Wise is a Research Fellow at the University of Lund and independent consultant providing research, analysis, advisory support and process facilitation services in the field of innovation policy. Emily has a particular focus on international innovation collaboration, universities role in societal collaboration, cluster development strategies and other collaborative innovation approaches and a geographical focus on the Baltic Sea Region (BSR). Emily has worked with public sector clients to support the development and implementation of innovation activities within the EU Strategy for the BSR over the past 13 years. Emily has a BSFS in International Politics from Georgetown University (1991), an MBA from the Darden School of Business at the University of Virginia (1997), and a PhD in Research Policy from Lund University (2014). 4

5 Expert: Michel Lemagnen (United Kingdom) Michel Lemagnen has been working in the field of foreign direct investment (FDI) for 20 years, since 2010 as co-founder and Managing Director of MCJ Lemagnen Associates Ltd. Prior to that Michel was a co-founder and Research Director at Oxford Intelligence. Michel has been engaged in corporate location work around the world and, since 2007, has particular experience supporting Helsinki Business Hub (the regional development agency for Helsinki region) and was involved in two international mentoring programs with Enterprise Estonia in the capacity of FDI mentor; a key element of which has been helping the Invest Estonia team to attract higher-value FDI projects. He is regularly supporting city, regional and national investment promotion agencies in their strategy and implementation towards FDI attraction, expansion and retention. 5
