3 ACADEMIC POLICY SYMPOSIUM WELCOME BREAKING THE DEADLOCK Getting carbon capture and storage technologies to market On behalf of BP I am pleased to welcome you to today s policy symposium Breaking the Deadlock: Getting carbon capture and storage technologies to market. This seminar, the fourth in a series of six high-level policy debates on Europe s energy R&D challenge organized by Science Business and supported by BP, investigates the current challenges to developing CCS a potentially important tool in the EU s climate change mitigation portfolio and identifies what lessons can be drawn from the approach being taken on CCS technology and policy in the rest of the world. The European Commission s Energy Roadmap 2050 outlines probable ways to achieve an ambitious 80 per cent reduction in greenhouse gas emissions by 2050, and shows CCS playing an important future role in decarbonizing electricity generation and energy intensive industries in Europe. However, Europe now risks missing its target of making these technologies commercially viable by At present the progress of CCS demonstration projects in the EU has stalled, lacking access to sufficient funding, and comprehensive regulation. CCS technology is also misunderstood and unpopular with the public. Without a robust long-term financial framework, deployment of CCS is unlikely to occur. In my view it is highly unlikely that we will see a carbon price high enough to support such investment in the foreseeable future. Until these challenges are addressed, industry has little incentive to invest in European demonstration projects. While additional research is required to develop the technology and bring down the costs of CCS, special attention is needed to fully address the challenges around long-term and large-scale CO2 storage. The time frame and extent of pre-investment required to ensure secure storage capacity at scale is poorly understood. The goal of this symposium is to explore the main reasons why developing and demonstrating CCS technologies in Europe is proving particularly challenging and what can be done to overcome the obstacles to wide-scale deployment. I am looking forward to a productive symposium and follow-up dialogue. 6 ACADEMIC POLICY SYMPOSIUM SPEAKERS Niels Peter Christensen Chief Geologist CCS, Vattenfall; Zero Emissions Platform (Denmark) Gail Edmondson Editorial Director, Science Business Professor Niels Peter Christensen was appointed as chief geologist at Vattenfall Nordic in 2009.He is responsible for development and implementation of CCS and now leads the CCS strategic work within the Asset Development Business Division. He was previously with the Geological Survey of Denmark and Greenland (GEUS) as the head of the Reservoir Geology Department. He holds a MSC in geology from the University of Copenhagen. Since 1997 he has been actively involved in a number of R&D projects on geological storage of CO2. He is a member of the EU Zero Emission Power (ZEP) Technology Platform. He is a board member of the Norwegian CLIMIT (CCS) research programme and of the committee of the Nordic TopForsk Initiative. He is an advisor to the Danish Ministry for Research and Innovation. Gail manages editorial content, research projects and the Academic Enterprise Awards Europe (ACES). A former bureau chief and senior European correspondent for Business Week magazine, Gail has reported on European technology, entrepreneurs and finance for more than 20 years from Germany, France, Spain and Italy. She joined the Paris-based Organisation for Economic Cooperation and Development (OECD) in 2008 on a oneyear project post as strategic communications manager in the Science, Technology and Industry directorate. An award-winning journalist, she holds degrees from Cornell University and Stanford University. David Eyton Group Head of Research and Technology, BP Stuart Haszeldine Scottish Power Professor of Carbon Capture & Storage, The University of Edinburgh David Eyton was appointed BP s Group Head of Research and Technology (R&T) in April, He is accountable for technology strategy and its implementation across BP and conducting research and development in areas of corporate renewal. In this role, David also oversees the technological capability of the company. Prior to this, David was BP s Exploration and Production (E&P) Group Vice President for Technology. In this role David was responsible for Research and Development, Technical Service Work, Digital and Communications Technology and Procurement and Supply Chain Management for BP s Upstream business. David joined BP in 1982 from Cambridge University with an Engineering degree and has held Upstream General Manager roles in Australia, the UK, Trinidad and the Gulf of Mexico. Stuart Haszeldine trained as a geologist, and has over 30 years research experience in energy and environment; innovating new approaches to oil and gas extraction, radioactive waste disposal, carbon capture and storage, and biochar in soils. He is the world s first Professor of CCS and leader of the UK s largest academic CCS research group. He was elected FRSE in 2002, awarded the Geological Society William Smith Medal in 2011 and in 2012 was appointed OBE for service to climate change technologies.

Hudson CEO & Director, Science Business Born on the 5th of May in 1961 in Budapest. Graduated from high school in 1979 and obtained an engineering degree from the University of Horticulture in Also completed a Master in Portugal Language and Literature from the Eötvös Lóránd University of Science in 1992, followed by an additional degree from the European Business School. Elected as a member of the European Parliament in 2004, where became full member of the IMCO committee and substitute member of the ITRE and the COPNT committees. Currently holds full member position in the ITRE and substitute member positions in the BUDG and CONT committees and treasurer of S&D Group in the European Parliament. Richard co-founded Science Business in 2005 with Peter Wrobel and Malcolm Laws. He has been a leading science and technology journalist in Europe for more than 30 years. As managing editor of The Wall Street Journal Europe from 1997 to 2003, he helped lead a redesign of the title in He is a graduate of Harvard, and a former Knight Fellow at MIT. In 2004 he co-authored a book with Yale/ IBM fractal mathematician Benoit Mandelbrot: The (mis)behavior of Markets: A fractal view of risk, ruin & reward. Basic Books Ernest J. Moniz Professor of Physics, Director of the Laboratory for Energy and the Environment, MIT; Member, President s Council of Advisors on Science and Technology, US Ernest J. Moniz is the Cecil and Ida Green Professor of Physics and Engineering Systems and Director of the Energy Initiative at MIT. His research focus is energy technology and policy, including a leadership role in MIT multidisciplinary technology and policy studies addressing pathways to a low-carbon world. Dr. Moniz served as Under Secretary of the Department of Energy from 1997 until January 2001 and, from 1995 to 1997, as Associate Director for Science in the Office of Science and Technology Policy in the Executive Office of the President. He is a member of the President s Council of Advisors on Science and Technology and of the Department of Defense Threat Reduction Advisory Committee and served on the Blue Ribbon Commission on America s Nuclear Future, Dr. Moniz received a doctorate in theoretical physics from Stanford University and is a member of the Council on Foreign Relations. Lord Ronald Oxburgh Deputy Chairman, Science and Engineering Research Council (SERC); Member, House of Lords Select Committee on Science and Technology, UK Lord Oxburgh trained as a geologist/geophysicist, graduating from Oxford University and gaining a doctorate from Princeton University in the US. He worked as Chief Scientific Adviser at the Ministry of Defence and Rector of Imperial College London and as Chairman of Shell Transport & Trading plc. He is now a crossbench peer in the House of Lords and has chaired its Science and Technology Select Committee. His interests include Earth science issues such as climate change, energy and water futures, and global development.
8 ACADEMIC POLICY SYMPOSIUM SPEAKERS Paul van Slobbe Project Director, CCS, Ministry of Economics, Agriculture and Innovation, The Netherlands Piotr Tulej Head of Unit, Low Carbon Technologies, DG Climate Action, European Commission Paul van Slobbe is Project Director CCS at the Ministry of Economic Affairs, Agriculture and Innovation in the Netherlands. He has more than 20 years experience in the energy policy field. He has held various senior positions within the energy department of the Ministry of Economic Affairs, Agriculture and Innovation. He was among other things project manager CO2 Emission Trading (ETS) and responsible for the voluntary agreements with industry on energy efficiency. Mr. Van Slobbe is 58 years old. He graduated from the University of Amsterdam in 1986 with a Bachelor of Arts degree in Political Geography. He also earned a graduate certificate in Environmental Management in Piotr Tulej is responsible for the development and implementation of the European Union (EU) climate change policy and integration of climate concerns into EU energy policy. He oversees the implementation of the Effort Sharing Decision, implementation of the Directive for Carbon Capture and Storage (CCS) and co-financing for demonstration of CCS and innovative renewables projects (NER300). He represents the European Commission in the Steering Committee of the Renewable Energy Network for 21st Century (REN21) and in the Governing Board of Renewable Energy and Energy Efficiency Partnership (REEEP). Previously, he was the Head of Renewable Energy Unit of the International Energy Agency (IEA). Earlier he worked at the Netherlands Agency for Innovation and Sustainable Development (SenterNovem), the International Institute for Energy Conservation. He authored or co-authored a number of publications on energy technologies, markets and policies. Atle Leikvoll Norway s Ambassador to the EU Mr Atle Leikvoll is, since September 2011, the Ambassador of Norway to the European Union. - Norway s largest foreign mission. Before this he served as Deputy Secretary General of the Norwegian Ministry of Foreign Affairs for six years. He was Consul General in New York from 1999 to Ambassador Leikvoll has held several management positions in various departments in the Ministry of Foreign Affairs, among these Director General of the Department for European Affairs and bilateral relations with North America. In the beginning of the 1990 s Mr Leikvoll participated in the membership negotiations between the European Union and Norway, with in particular the responsibility for the environment chapter. He graduated from The School of Economics and Business Administration in Norway.
