1 Annex: Biographies of New and Re-elected ISCA Council Members New Council Members Ms Yvonne Chan Mei Chuen, CA (Singapore) Chief Financial Officer and Director (Corporate Development), Maritime and Port Authority of Singapore Ms Chan is a Chartered Accountant of Singapore, serving as the chairperson of the newly formed ISCA Continuing Professional Education Committee. Ms Chan is currently the Chief Financial Officer and Director (Corporate Development) at the Maritime and Port Authority of Singapore (MPA), a position she has held since She oversees six departments in MPA comprising General Accounting, Financial Planning and Analysis, Procurement and Administration, Facilities Management, Service Quality and Organisational Excellence. During her tenure with MPA, Ms Chan has been appointed as Quality Service Manager, Chief Data Officer and Agency Change Leader to ensure consistent delivery of quality services to its stakeholders and is also the primary liaison for cross agency data sharing and Whole of Government Public Sector Transformation for MPA. Prior to MPA, Ms Chan had been in the private sector spending most time in the oil and gas industry. Ms Chan completed the UCLA-NUS Executive Master of Business Administration under the MPA post graduate programme and Ministry of Transport Beacon scholarship. 1

2 Mr Balasubramaniam Janamanchi, CA (Singapore) Managing Partner/Director, JBS Practice PAC Mr Janamanchi is a Chartered Accountant of Singapore, serving as a member of ISCA s Public Accounting Practice Committee and Audit and Assurance Standards Committee. Mr Janamanchi has more than 20 years of comprehensive multi-industry experience in external and internal audit. His professional duties cover a wide range of services including the provision of auditing, accounting, financial advisory and management consultancy services to a wide diversity of clients. Mr Janamanchi holds a Bachelor of Commerce, Accounting & Finance degree. Since 2013, Mr Janamanchi has been serving as Chairman of the Jalan Besar Kitchener Lavender Neighbourhood Committee. 2

3 Mr Darren Tan Siew Peng, FCA (Singapore) Chief Financial Officer, OCBC Bank Mr Tan is a Fellow Chartered Accountant of Singapore. As Chief Financial Officer (CFO) of OCBC, he oversees financial, regulatory and management accounting, tax, treasury financial control, corporate treasury, funding and capital management, corporate planning and development and investor relations. He joined OCBC Bank in March 2007 as Head of Asset Liability Management in Global Treasury and assumed the role of Deputy CFO in May Prior to joining OCBC, Mr Tan worked for 13 years in the Government of Singapore Investment Corporation (GIC) with his last position in GIC as Head of Money Markets. Mr Tan graduated with First Class Honours in Accountancy from Nanyang Technological University (NTU). He also attended the Executive Program at Stanford Business School in 2005 and is currently an Adjunct Professor with the Nanyang Business School at NTU. Mr Tan was awarded the Best CFO 2016 by FinanceAsia, a publication that covers investment banking, capital markets and strategic corporate finance in Asia Pacific. 3

4 Mr Kelvin Tan Wee Peng, FCA (Singapore) Independent Director, Chairman Audit Committee, Viking Offshore & Marine Ltd; IREIT Global; Transcorp Holdings Ltd; UnUsUal Ltd Mr Tan is a Fellow Chartered Accountant of Singapore. He has also served as a member of ISCA s Investigation & Disciplinary Panel since Mr Tan has more than 30 years of professional experience and has held senior management positions at AETOS Security Management, PSA International, and Temasek Holdings. He was a consultant advising companies investing in China and also served with the Singapore Police Force. A Local Merit Scholar (Police Service), Mr Tan holds a Bachelor in Accountancy (First Class Honours) and a Master in Business Administration from the National University of Singapore (NUS). He also attended the Programme for Management Development at Harvard Business School. Mr Tan currently holds directorship appointments and advisory positions with numerous private and public-listed companies. Mr Tan is an investment director with Makara Capital Partners and an Adjunct Associate Professor with the NUS Business School. Mr Tan is also a member of the Singapore Institute of Directors. Mr Roger Tay Puay Cheng, FCA (Singapore) 4

5 Head of Audit, KPMG LLP Mr Tay is a Fellow Chartered Accountant of Singapore. He has been serving as the Chairman of the ISCA Corporate Finance Committee since Mr Tay has amassed over 23 years of experience in the provision of audit services, servicing multinational and public listed companies from a wide range of industries. He has also acted as reporting accountant for companies undertaking Initial Public Offering and Reverse Takeover exercise. Leveraging his extensive experience in serving public and private companies, Mr Tay has led numerous corporate structuring work involving the re-positioning of the corporate structure and the implementation of the group structuring plan. In addition, he acts as liquidator, judicial manager, and receiver and manager for several high profile insolvency engagements. Mr Tay holds a Bachelor of Accountancy (Honours) degree from the National University of Singapore. He is also an Associate of the Insolvency Practitioners of Singapore Limited, as well as an Accredited Mediator with the Singapore Mediation Centre (SMC), and is admitted into the principal panel of mediators of the SMC. 6 Mr Paul Lee Seng Meng, FCA (Singapore) Managing Partner, RSM Chio Lim LLP Mr Lee is a Fellow Chartered Accountant of Singapore and has been an ISCA Council Member since Mr Lee is currently a member of ISCA s Audit Committee, IS Chartered Accountant Journal Editorial Advisory Panel, and the Financial Reporting Committee. Apart from audit partner sign-off responsibilities for a diverse portfolio of listed and privately held clients, Mr Lee s professional experience includes acting as Reporting Auditors for several IPOs on the Singapore Exchange, providing due diligence and transaction support services in acquisitions as well as advisory services to companies, including listed companies, in corporate turnaround and recovery, corporate finance and mergers and acquisitions. With significant experience handling both listed and non-listed Indonesian clients, Mr Lee also leads the firm's Indonesian desk. Mr Lee holds a Bachelor of Accountancy (Honours) degree from the National University of Singapore, and a Master of Business Administration from Imperial College, London. Mr Lee was also a Board Member of the Singapore Accountancy Commission from 2013 to Mr Lee Wai Fai, FCA (Singapore) Group Chief Financial Officer, United Overseas Bank Limited Mr Lee is a Fellow Chartered Accountant of Singapore. He has been serving as an ISCA Council Member since 2013, and is currently the Chairman of the ISCA CFO Committee. Mr Lee has been the Group Chief Financial Officer at United Overseas Bank Limited (UOB) since 2005 and serves as its Managing Director. He leads the Group s financial and management accounting, investor relations and corporate services divisions. He also oversees the Central Treasury function, Data Management Office and Asset Management activities for the Group. He has more than 28 years experience in banking covering areas in finance and tax, mergers, acquisitions and investment activities. Mr Lee has served as an Acting Chief Risk Officer, an 6

7 Executive Vice President of Corporate Services, as well as Head of Group Finance and Corporate Services at UOB. Mr Lee holds a Bachelor of Accountancy (Honours) from the National University of Singapore and a Master of Business Administration in Banking and Finance from Nanyang Technological University. Mr Lee is also a recipient of the Best CFO Award at the 2014 Singapore Corporate Awards. Mr Max Loh Khum Whai, FCA (Singapore) EY Asean and Singapore Managing Partner, Ernst & Young LLP Mr Loh is a Fellow Chartered Accountant of Singapore. He has served as an ISCA Council Member since 2013, as well as a member of the ISCA Executive Committee since Currently, Mr Loh is also the Chairman of the ISCA Audit Committee. Mr Loh has over 25 years of experience in providing audit and business advisory services to a broad range of clients including technology, food and beverage, construction, manufacturing and trading companies, as well as hotels, financial institutions and government concerns. Mr Loh has been an audit partner with various Singapore Exchange (SGX) listed companies, responsible for their financial statement audits and internal control reviews. He is also experienced in strategic planning, reorganisation and operations improvement projects for various local companies as part of their globalisation and listing efforts.
