1 MPA Project No. M495-C1 Refrigerated Container Storage Improvements Project Location: Conley Terminal, Boston, MA RESPONSES TO QUESTIONS and/or RFI s Date: 11/29/2017 The attention of Contractors submitting General Bids and or Filed Sub-Bids for the above referenced project is called to the following Responses to Questions and/or RFI s. Responses to Questions and/or RFI s: Item #4.1 Summary of Question: With the upcoming Thanksgiving holiday, we request a 2-week extension to the bid due date. Design Team Response: Through Addendum No. 2 Massport has extended the bid period to December 13, Bids for M495-C1 are now due at 11:00 AM on Wednesday, December 13, Item #4.3 Summary of Question: Specification Section Section C.a & D.a states that Pavement demolition shall not be measured for payment but shall be considered incidental to the work. However, it appears that this is measured and paid under Item No. 4, Demolition of Pavement (within container yard). Please clarify. Design Team Response: Demolition of Pavement is covered under specification section This item is covered in items 4 and 5 of the Unit Price Bid Form. Item 4 covers the pavement demolition in the existing container yard and item 5 covers the demolition of pavement in the area to be developed into container yard (Coastal Oil site).
2 Item #4.4 Summary of Question: According to the chart on S-510 there are 10 each, 1-9 Reefer Bearing Pads and 8 each, 2-0 Reefer Bearing Pads. This conflicts with the bid quantity of 9 each of both 1-9 and 2-0 Bearing Pads. Also, D/5A and D/5B appear to be the add alternates, but the chart lists D/6A and D/6B as add alternates. Please clarify. Design Team Response: The table on sheet S-510 is inaccurate a corrected table is shown below. There are 9 reefer racks in the base bid and 1 in the add alternate. The add alternate rack is Reefer Rack D5 (RR D5). This is the western most rack in the D stack. Reefer Rack D6 (RR D6) has been removed from the scope of work. This item will be corrected in a future Addendum. Should there be an item similar to items 39 and 40 for the additional reefer rack in the alternate? Otherwise, how does the electrical get paid for this added rack? Design Team Response: Three (3) Additional items (Items 7, 8, and 9) will be added to the Unit Price Bid Form for Add Alternate 1 to cover electrical items, similar to base bid. A future Addendum will be issued which will include a new Bid Form showing these three items. Page 2 of 10
3 Item #7.1 Summary of Question: Drawing E-101 called for detail B1 on drawing S511. This detail was not shown on this drawing. Please clarify. Design Team Response: The detail that should be referenced is Detail 1 on Sheet S-514. A future Addenda will be issued to reflect this change. Item #7.3 Summary of Question: Pay item # 6, under Alternate 1, called for 50LF ductbank. Where is this scope shown on the drawing? Please clarify. Design Team Response: This is shown on Sheet CU-103. This duct bank is the western extension of the base bid duct bank that would feed Reefer Rack D5 (RR D5) if the add alternate work is performed. Also refer to sheets E-101, E-101A & E-501. Item #9.1 Summary of Question: Drawing E101 shown (9) reefer racks where E-101A shown (10) with different set up please clarify. Design Team Response: Drawing E-101 entitled SITE PLAN-REEFER RACKS shows the electrical infrastructure required for the base bid. There are nine (9) reefer racks in the base bid as shown on this drawing. Drawing E-101A entitled SITE PLAN REEFER RACKS BID OPTION shows the electrical infrastructure required if the add alternate reefer rack is installed. There is one (1) add alternate reefer rack. This is the western most rack in Stack D. Refer to drawing CG-103 for clarification of reefer rack configurations. Page 3 of 10
4 Item #10.2 Summary of Question: Please confirm the M542 documents provided are for information only, and any work to be done on this project associated with the M542 documents will be covered by Allowance Item Nos Furthermore, is Item No. 49 meant to be an allowance item, since the Payment Clause No. is a Jacobs section? Please clarify. Design Team Response: The M495 project incorporates the M524-C1 sections called out in both the M495 specifications and the Proposal (Unit Price Bid Sheet). The M524 specifications govern the installation of the WI-FI system and high mast lighting fixtures and wiring. These are covered in items 43 through 49 on the Unit Price Bid Sheet. If there is a conflict between these two specifications sets in other areas the M495 specifications shall govern. The M495-C1 Contractor shall provide the work outlined in the M495-C1 specification section for the M542-C1 specifications. Item #10.3 Summary of Question: Please clarify the dollar amounts for Allowance Item Nos Since there are quantities given it isn t clear if the unit price is correct or the total. Design Team Response: Dollar amounts currently shown for allowances in Unit Price Bid Form Items 43 through 49 are the total amount for the allowance. The unit prices will be corrected through issuance of Addendum and new Proposal Form. Item #11.1 Summary of Question: Drawing E-502 shown on (4) Mini power panel where there is (5) Row E reefers. Please clarify if 5 th mini power panel required. Design Team Response: RS-E, circuit breaker 24 is to be routed to the 5 th mini power zone as indicated via the typical power center wiring indicated on this drawing. Item #11.3 Summary of Question: Drawing E-102 next to the existing 1500Kva transformer, the note called for 15Kv elbow for EP1E and EP2E. Feeder EP2E don t exist, please clarify. Design Team Response: Provide feed thru elbows on the 2 existing medium voltage feeders on the line side of the switch facing the southwest. Page 4 of 10
5 Item #11.4 Summary of Question: Drawing E-104 shown duct bank detail B-B (8way -4 ) come out of existing E and C manhole and turned into light pole HML-1. Please advise how the 8-way duct bank stub up into HML-1 pole foundation. Design Team Response: Duct bank B-B runs from the vertical line to delineate the NEW CONTAINER YARD from the EXISTING TERMINAL and terminates in the vaults. The ductbank C runs from LP-1 goes to HML-1. Duct bank C runs from the EXISTING SWITCH HOUSE to HML- 1. Ductbank B-B does not go into the HML-1. Item #11.6 Summary of Question: Drawing E101A shown duct bank detail F-F (10w-4 PVC on E503) between transformer and switchboard, on drawing E-508 shown feeder RSD and RSE as 8 way 4 conduit. Please clarify Design Team Response: Ductbank F indicates 10 conduits. The Feeder Schedule on E-508 indicates 8 sets of conductors. This leaves 2 spare conduits in the 10-way ductbank. Item #12.1 Summary of Question: Please clarify quantity and routing of conduit duct banks labeled BB on Sheet E-104. It is unclear where the double B banks originate, and terminate. The drawings indicate that there are to be 16-4 conduits routed in and out of light pole HML-1 and then routing in an Easterly direction where a single C duct bank splits off. Design Team Response: Duct bank BB runs from the vertical line to delineate the NEW CONTAINER YARD from the EXISTING TERMINAL and terminates in the vaults. The ductbank C runs from LP-1 goes to HML-1. Duct bank C runs from the EXISTING SWITCH HOUSE to HML- 1. Page 5 of 10
6 Item #12.3 Summary of Question: Add Alternate #1 does not have a line item for the electrical associated with the bid options as called out for in the drawings. Please advise. Design Team Response: SAME AS 4.5, ABOVE: Three (3) Additional items (Items 7, 8, and 9) will be added to the Unit Price Bid Form for Add Alternate 1 to cover electrical items, similar to base bid. A future Addendum will be issued which will include a new Bid Form showing these three items. Item #14.1 Summary of Question: Regarding the additional specs from the M542-C1 project, does the M495-C1 project own all of these spec sections? Or just the ones specifically referenced in the M495-C1 specs? If the M495-C1 project owns all of the M542-C1 specs provided, please confirm that the M495-C1 specs govern in the event of a discrepancy between the two sets of specs. Please Advise. Design Team Response: The M495 project incorporates the M524-C1 sections called out in both the M495 specifications and the Proposal (Unit Price Bid Sheet). The M524 specifications govern the installation of the WI-FI system and high mast lighting fixtures and wiring. These are covered in items 43 through 49 on the Unit Price Bid Sheet. If there is a conflict between these two specifications sets in other areas the M495 specifications shall govern. The M495-C1 Contractor shall provide the work outlined in the M495-C1 specification section for the M542-C1 specifications. Item #15.1 Summary of Question: Drawing CD102 Note 17 refers to include milling 2 of existing pavement, are we to include repaving? Design Team Response: The milling and repaving of the western most area of the existing Conley Terminal shall be installed at the owner s discretion. This area currently has containers stacked on top of the pavement. These containers will be removed by Massport when the project commences. The owner s engineer will then assess the condition of this area and direct contractor. The bid items for this work are item numbers 23 and 66 on the unit price bid sheet. The quantity for both items is 3507 SY. Page 6 of 10
7 Item #15.2 Summary of Question: Drawing E-101 shows the electrical ductbank going under Runway D2 and E1, are we to cut through runways and patch or to avoid impacting? Design Team Response: Routing of duct bank shall avoid impact to existing concrete runways. Route duct bank in accordance with drawing CU103. Item #15.3 Summary of Question: At pre-bid meeting, we were told to maintain truck access between Stack D and E, but there does not appear to be enough room between construction fence and existing light pole. Please advise. Design Team Response: Terminal truck traffic must be maintained between stacks D and E at all times during this project. There is duct work included in this project that does cross this roadway. This work shall be performed at off-hours (night work). Contractor must notify Massport a minimum of one week prior to the need for off-hours work. This work shall only be scheduled after Massport has granted written approval. Contractor shall provide road plates to cover any open trenches during terminal operational hours. This road plate/trenched area shall be rated for HS-20 trucks. Temporary construction fencing should be kept tight to the RTG concrete runways. The plan view of the high mast lighting on sheet CE-104 shows the light fixtures on top of the pole. There is room for this fencing and truck travel in this roadway. Item #16.1 Summary of Question: Reference is made to drawing G-103. On this drawing, there is a list of monitoring wells to be decommissioned. The following monitoring wells cannot be located on the plan: AMB-0909, RW-106, RW-109, URS-MW14, WE-35, WE-42 and WE-43. Are these seven (7) monitoring wells also located in the New Container Yard portion of the project? Will Massport provide the location of these seven (7) monitoring wells for the Contractor? Design Team Response: These seven monitoring wells are located in the New Container Yard portion of the project, but have been mislabeled on the drawing. Please use the table shown on drawing G- 103 to quantify your bid. Page 7 of 10
8 Item #18.1 Summary of Question: There are 8 pipe bollards shown on detail 1/S-502 and detail 6/S-510. Are these bollards to be included in the cost of Bid Proposal Item No. 26 Reefer Rack Foundation? This question is asked as Bid Proposal No. 34 requires a separate cost for 12 bollards as shown on drawing CU103 and details 6/C-502 and 5/S-510. Design Team Response: Yes, the 8 pipe bollards are considered part of the Reefer Rack foundations of which they are apart. No separate measurement and payment shall be made for them. Item #19.1 Summary of Question: Drawing E-103 shows (3) duct bank details (2) B and (1) C. Please advise if this correct. Design Team Response: The duct bank heading west from the vaults shall be: - From Vault C, duct bank type C to HML-2. - From Vault C, duct bank type B to west edge of construction and capped. - From Vault E, duct bank type B to west edge of construction and capped. Item #19.2 Summary of Question: Drawing E-103 shows duct bank detail C with (2) HMLS with another separate duct bank with (2) HMLS leaving light pole HML-2. Is this correct? Design Team Response: The duct bank from HML-1 to HML-2, within duct bank C of the duct bank BB C should be HML and HMLE in lieu of HMLS and HMLS. Item #19.3 Summary of Question: On Drawing E-104, there is duct bank with (1) B and (1) C details where the continuation on E-103 shown this duct bank with (2)B and (1) C details. Please clarify Design Team Response: The duct bank heading west from the vaults shall be: - From Vault C, duct bank type C to HML-2. - From Vault C, duct bank type B to west edge of construction and capped. - From Vault E, duct bank type B to west edge of construction and capped Page 8 of 10
9 Item #19.4 Summary of Question: On Drawing E-104, note 2 mentioned to carry 1 EMT with 4# 6 and 1# 6gnd into existing building. Please provide an estimate footage of how far this conduit should go in and where it get terminated Design Team Response: The Contractor shall coordinate the exact location of the panelboard in the field with Massport Electrical Dept. The switch house building is approximately 15 feet wide by 32 feet long. Item #20.5 Summary of Question: Is work for the reefer racks (milestone 2) allowed to begin prior to completion of milestone 1 or does milestone 1 need to be completed in its entirety before beginning milestone 2? Design Team Response: RS-E, circuit breaker 24 is to be routed to the 5 th mini power zone as indicated via the typical power center wiring indicated on this drawing. Item #21.1 Summary of Question: Please provide the ductbank section for Conduit Looped Between Foundations for 120/240V Power Center Feeders, Typ (D23 and E23), as called out on drawing E Design Team Response: RS-E, circuit breaker 24 is to be routed to the 5 th mini power zone as indicated via the typical power center wiring indicated on this drawing. Item #21.2 Summary of Question: The detail call-out for Electrical Pullbox on drawing E-101 appears to be incorrect. Please clarify. Design Team Response: SAME AS 7.1 ABOVE: The detail that should be referenced was Detail 1 on Sheet S-514. A future Addenda will be issued to reflect this change. Page 9 of 10
10 Item #21.3 Summary of Question: On drawing E-503 all the ductbank sections show 48 depth from finish grade to top of ductbank, however Note 5 states a minimum 36 depth. Please clarify Design Team Response: Note #5 on Drawing E-503 should indicate the depth shall not be shallower than 48 below finished grade.
