1 REGIONAL TRANSIT AUTHORITY PUBLIC NOTICE IFB Rail Expansion (Streetcar) Rampart Street Addendum IV Acknowledge receipt of this addendum in the bid submission. This addendum is a part of the Contract Documents and shall be included in the Contract Documents. Changes made by the addenda take precedence over information published at an earlier date. Questions received in writing: Q1. Technical Specifications F 3 discusses the need for opening a security lighting contract with Entergy for the use of temporary street lighting. After calling Mike S at Entergy there still remains to be questions. The following will be needed by Entergy in order to provide a proper quote. What type of light fixture is required or needed? Entergy offers many options and depending on the footcandles required by RTA would determine the type of fixture? A1. Per Section 02415, Part 3.05.F.1 the Contractor, NOT Entergy Electric, is to maintain the existing street lighting. Entergy is to provide and maintain electrical service and connections to existing Entergy facilities. Light fixture is to be acceptable to the owner, the City of New Orleans Department of Public Works (DPW). The Contractor is to provide light intensity equivalent to current street lighting. DPW has indicated that they typically require temporary installation to match the existing lighting wattage or as close as possible, on Rampart it s safe to use 100W, and identified a metal halide medium floodlight, catalog #F400ML SCWA provided by Lithonia Lighting, as an acceptable product. Q2. Entergy stated they needed permission granted by the RTA on the exact locations of the temporary poles/lights in order to install the lights in the neutral ground. Can you provide the exact locations and grant the permission needed in an addenda? A2. The Contractor, NOT Entergy Electric, is to maintain the existing street lighting. Entergy is to provide and maintain electrical service and connections to existing Entergy facilities. Exact locations are to be determined by the approved Contractor s work plan.

2 Q3. Is it RTAs intent for the Contractor to take down all of the historic lights on Rampart St one at a time or to have them remove 3 blocks at a time as the work progresses and has been restricted according to Technical Specs A 5? This will determine how many temporary lights will be needed at one time per the contract with Entergy. A3. Contractor is to establish his work program in order to maintain the Project Schedule. Q4. As per Paragraph 1.03 Sequence of Work, Specification Section 01010, Page 4, the Contractor shall be prepared with sufficient labor, equipment and materials to complete all of the work in the area of the Half Grand Union at the intersection of Canal St. and Rampart St. within the 28-day continuous period. However, as per Note No. 2 on Drawing B-TCP-102, Sheet 395 all work in Phase V, Canal St. /N. Rampart St. intersection, shall be completed within a 3 week closure period. Please clarify. A4. Please refer to Table SP-01-1 of Special Provisions. The Special Provisions duration supersedes the 3-week closure period defined in B-TCP-102 and the 28- day continues period noted in Technical Specifications. Q5. Reference: Casing pipe. 2a) As per Carrier & Casing Pipe Chart on Drawing B-UR-DET3, Sheet 66, for 8 DI carrier pipe, casing pipe shall be 20 steel x wall thickness. However, on Drawing B-UR-101RT (Sheet 27), on Drawing B-UR-102RT (Sheet 28), and on Drawing B-UR-105RT (Sheet 31) casing pipe for 8 DI carrier pipe is 16 steel. Please clarify which is correct. A5. Various casing sizes were required based on the amount of cover and other location specific conditions. The casing sizes called out on the relocation drawings (B-UR-100 & B-UR-200 series) should take precedent over the table listed on B-UR-DET3. Q6. As per Carrier & Casing Pipe Chart on Drawing B-UR-DET3 (Sheet 66), for 12 DI carrier pipe, casing pipe shall be 24 steel x wall thickness. However, on Drawing B-UR-104RT, Sheet 30, casing pipes for 12 DI carrier pipes are 20 steel. Please clarify which is correct. 2c) Carrier & Casing Pipe Chart on Drawing B-UR-DET3 (Sheet 66), exclude 10 DI carrier pipe, casing pipe size and casing wall thickness. Please provide missing information for 10 DI carrier pipe and please confirm that 16 casing for 10 water main line, as shown on Drawing B-UR-103RT (Sheet 29) is correct. 2d) Carrier & Casing Pipe Chart on Drawing B-UR-DET3 (Sheet 66), exclude 6 DI carrier pipe, casing pipe size and casing wall thickness. Please provide missing information for 6 DI carrier pipe, please confirm that 12

3 casing for 6 water main line, as shown on Drawing B-UR-1043RT (Sheet 30) is correct and please clarify under what bid item, payments for installation of 12 steel casing is to be included. A6. Various casing sizes were required based on the amount of cover and other location specific conditions. The casing sizes called out on the relocation drawings (B-UR-100 & B-UR-200 series) should take precedent over the table listed on B-UR-DET3. The 12 steel casing should be incorporated into Unit Price Bid Form, Ref. No A) Unit Price Bid Form: CHANGE Ref. Section 02215, Paragraph 1.01.C, Related Work Specified Elsewhere refer to Section Removal/Modification of Existing Structures. The bid documents include Section with this name: Removal of Existing Pavement and Miscellaneous Items. Please clarify. A7. Please refer to Section that contains information concerning Protection of Persons and Property which, among other contract documents, is pertinent to Section Q8. Demo Note No. 4 on Drawing B-P-101, Sheet 102 states: For utility relocations and removal see utility relocation plans. Utility relocations shown on demo sheets for reference only. a) Please explain how removal of traffic manholes and removal of traffic control box is shown on demolition plans, Drawing B-DEM-102 & B-DEM-103 (Sheets 87 & 88) but is not shown on utility relocation plan, Drawing B-UR-102RT & B-UR-103RT, Sheet 28 & 29. b) Please clarify under what bid item measurement and payment for this removal work shall be included. A8. a) Contract drawings are not intended to be repetitive; therefore, work associated with traffic manholes and traffic control boxes may not, necessarily, be contained in their entirety in other drawings.

4 b) There are several bid line items that contain work of this nature. Refer to Section for Measurement and Payment. Q9. As per note on Drawing B-UR-105RT, Sheet 31 existing 15 RCP must be removed and replaced beneath track bed and tie in to new MH & existing RCP using transition coupling at both ends. Please clarify under what bid item, measurement and payments for this work shall be included and please provide additional info on transition couplings. A9. As per section of Measurement & Payment in the project specifications payment shall include tie-ins, fittings Any additional costs for the transitional couplings should be included in the linear foot price for Reinforced Concrete Pipe Arch. Transition couplings shall meet S&WB and industry standards. Q10. Note on Drawing B-PP-203, Sheet 126 reads: Req d MHP1 STA drain to MHC1. Please clarify what is meant by this note as there is no connection between MHP1 and MHC1. A10. Note on Drawing B-PP-203, Sheet 126 should read: Req d MHP1 STA drain to track drain at STA Q11. Per technical specification section Measurement and payment, bid item Sawcutting is described to include all the full depth and 2 sawcut that is required for pavement removal per contract drawings. Also, bid item Pavement Restoration (Asphaltic Concrete) is described to include any labor and equipment for sawcutting as required. Please clarify the scope of sawcutting to be included in bid item A11. Item # should contain the primary sawcutting. Item # is meant to include incidental sawcutting associated with the scope of work defined in technical specification Section Q12. Typical sections at sheltered stops on drawings B-P-303 & B-P-314 calls for 8 Base Course LADOT Class II under the concrete slab. However, structural drawing B-S-042 calls for 6 compacted granular fill. Please clarify the thickness and type of material. A12. Drawing #B-S-042 should be modified. CHANGE all details from 6" COMPACTED GRANULAR FILL TO READ 8" BASE COURSE LADOT CLASS II 95% COMPACTION

5 Q13. Drawing B-PP-201, Sheet 124, Invert Elevation for req d track drain at STA is (-) However, on Drawing B-PP-401, Sheet 155, Invert Elevation is (-) 1.7. Please clarify. A13. Drawing B-PP-201, Sheet 124, Invert Elevation for req d track drain at STA should read (-)1.7 not (-) Q14. Reference: Manholes labeled MHC and MHP. a) Please clarify under what bid item, measurement and payment for manholes labeled MHC and MHP as shown on B-PP drawings is to be included? b) Please provide additional info including, but not limited to, standard drawings reference, details, etc. for MHC and MHP manholes. A14. The MHP and MHC are identified in several details in the drawings, including in the B-EC-XXX, B-TPC-XXX and B-TKC-XXX series of drawings. In the latter, these are described as track pit so as to distinguish their rectangular dimensions from circular manholes. Bid items for these are identified in Section Q15. On the Right Track Profile drawings (Sheet 136 through 139) and the Left Track Profile drawings (Sheet 150 through 154), the existing structures are shown bold compared with proposed track drain lines and structures. Some of the proposed structures are not shown at all or without invert elevations. However the existing structures are not labeled as required and it is unclear if these structures are part of scope of work of this project. Please clarify and provide all required information. A15. The provision of all track drain lines and track drain structures are part of the scope of work. By comparing the B-PP-XXX series of drawings with the utility B-U-XXX and B-UR-XXX series of drawings, the changes and/or improvements in those structures can be identified. Q16. There are numerous references to spare parts throughout the specs. These are not reflected in the quantities on the bid form. Can a line item for Spare Parts be added as an ALLOWANCE to the bid form in a new addenda? If not, can a list of the Spare Parts be released and a line item added to the Bid Form for Spare Parts? A16. No. A new Bid Form will not be added. The measurement and payment for the spare parts is to be considered incidental to the scope of work to which they are referenced.

6 Q17. Plan sheet The sheet is titled "House Connections - Sewer 1 of 3", but the information provided is for water service connections. Please provide the information for the sewer service connections. A17. This sheet is incorrectly labeled and should be changed to House Connections - Water 1 of 3. Q18. Plan sheets These sheets are titled "House Connections - Water 1 of 3, 2 of 3 and 3 of 3", but the information provided is for sewer service connections. Please provide the information for the water service connections. A18. The sheets are incorrectly labeled and should be changed to House Connections - Sewer 1 of 3, 2 of 3 and 3 of 3. Q19. Bid Item "Steel Pipe Casing by Trenching (32 ; Thick)" - I was not able to locate this size casing in the plans. Please provide the location(s) that this size casing is required. A19. Please specify casing material. Also, is the casing installation incidental to the 4" water line of should a bid item be added? A25. Provide 8 PVC casing. 8 Q26. Bid item "4 PVC New Water Main With Main Line Fittings" - The 4" water lines are shown on sheet 37 and are called out to be ductile iron, but the bid item description calls for PVC. Please specify the required material type for the 4" water line. A26. The 4 waterline is to be PVC. Q27. Plan sheet 48 - The plans callout for the removal & replacement of 30 linear feet of 15" RCP. Please provide a bid item for 15" RCP. A27. This bid item is to be addressed by the following changes: A) Unit Price Bid Form: CHANGE Ref. No to read as follows: Reinforced Concrete Pipe (15" and 18") B) Unit Price Bid Form: CHANGE Ref. 9 Q30. For insurance purposes, please provide an anticipated streetcar schedule for an estimated amount of daily traffic on the track. A30. The anticipated schedule for Rampart streetcar line has not been determined yet. The streetcar schedules for all other existing lines can be found at RTA s website under Maps & Schedules. Q31. The contract documents state that this project has an established SLDBE goal of 28.56%. The documents are silent on SLDBEs having to be certified by the bid date. Do companies that bid on this project have to be SLDBE certified by the bid date? As long as SLDBE certification is obtained before the work is performed, can the bidding entity's participation count towards the SLDBE goal? A31. All DBE firms participating on the project must be certified by the bid opening date. Q32. In regards to Specification Section 01025, Measurement and Payment, it lists Bid Item Replacement Water House Connection (5/8 ) (From Main to Meter). We could not find this item in the bidding documents, please provide location of this item. A32. This item is intended to be a draw down amount, since the exact quantity quantity of work performed, and documented by the Contractor. Refer to Drawing series B-STD-XXX for additional Sewerage and Water Board House connection standards and Drawing series B-REF-XXX for the approximate locations of these House connections, which will be required between Esplanade Avenue and St. Bernard Avenue. We could not find this item in the bidding documents, please provide location of this item.

This item is intended to be a draw down amount, since the exact quantity quantity of work performed, and documented by the Contractor. Q42. In regards to Specification Section 01025, Measurement and Payment, it lists Bid Item Steel Pipe Casing by Trenching (20 ; Thick). We could not find this item in the bidding documents, please provide location of this item.

12 A42. The item is included in the pay items as well as on the plans (for example, drawing sheet 34). Also refer to Question No. 28. Q43. In regards to Specification Section 01025, Measurement and Payment, it lists Bid Item Steel Pipe Casing by Trenching (32 ; Thick). We could not find this item in the bidding documents, please provide location of this item. A43. Please refer to Question No. 19 Q44. In regards to Specification Section 01025, Measurement and Payment, it lists Bid Item Reinforced Concrete Pipe Arch (15 Equiv.). Note - also refer to Question No. 29. Q47. In regards to Specification Section 01025, Measurement and Payment, it lists Bid Item Reinforced Concrete Pipe Arch (30 Equiv.). We could not find this item in the bidding documents, please provide location of this item. A47. Please refer to Question No. 22 Q48. General Provisions Contractor shall bear the risk of loss until acceptance. In Addendum II, A8, RTA agreed that builder s risk would end at Substantial Completion but no change was made to amend Contractors risk of loss. Contractor cannot accept the uninsured risk of the work after Substantial Completion. Please clarify that Contractor s risk of loss will also end at Substantial Completion. A48. Please refer to Question No. 49 Q49. General Provisions 14.1, RTA may take possession of or use portions of the work with no relief to Contractor exception for the cost of repairs, rework or

13 renewals due to ordinary wear and tear. In Addendum II, A10, RTA agreed that builder s risk would end at Substantial Completion but there was no acknowledgement that builder s risk would not apply to work put to use. And, no change was made to amend Contractors risk of loss. Contractor cannot accept this uninsured risk. Please clarify so that, except to the extent of Contractor s negligence or the costs necessary to repair, replace or rectify defective material or workmanship, Contractor s risk of loss will end once RTA takes possession of or puts any work to use. A49. The Addendum II stated that Builder s Risk Insurance may end at Substantial completion, which will not be declared until all contract requirements are met in order for RTA to put the final product to use. Therefore Builder s Risk Insurance clearly doesn t apply to work that has been put to use. The Contractor s risk of loss will also end at Substantial Completion, with the exception of Contractor s negligence or the costs necessary to repair, replace or rectify defective material or workmanship. Q50. Curve B-207 has R=625 and shows restraining rail in sheet 177. The Restraining Rail Conditions chart on sheet 185 shows single guard rail for R<600. Please clarify. A50. Restraining Rail is not required on B-207. Q51. The restraining rail on curve B-406 will end 10 into the turnout at Station Should the restraining rail end before the PS? A51. Plans are correct as shown. The restraining rail is to end 10 beyond the PT of the curve, at STA [STA plus 10 ]. The casting for the Turnout begins at STA Note that DWG. #B-TKC-051 shows the casting for the turnout beginning at 5.75 (7-3 minus 18 ) prior to the curve PC location [also the PS], or at STA [PC STA minus 5.75 ]. As such, the restraining rail will not encroach into the turnout casting. Q52. Specification section states that restraining rail should extend 10 beyond the curve onto tangent track. The restraining rail on curves B-207, B208, and B109 appear to start/end 10 past the SC/CS. Is this correct? A52. The extension of the restraining rail limits is defined as the ST/TS point, which is the end of the spiraled curves. Therefore, the restraining rail limits are NOT a function of the position of the SC/CS points. Q53. How many existing insulated joints are to be removed in Bid Item , Remove Insulated Joints on Canal Street Line near Basin St E?

14 A53. There are a total of 4 insulated joints that are to be removed: 2 insulated joints with single running rail and 2 insulated joints with running rail and restraining rail. Q54. Specification 02461, paragraph 2.03 calls for 4500 psi silica fume concrete for the track slab and Specification 03300, paragraph 2.01 calls for 5000 psi structural sand-light weight concrete for the track slab. Which concrete specification is correct? A54. Specification 03300, Paragraph 2.01 is correct. Delete specification Section 02461, subparts 2.03.B, 2.03.C and 2.03.D. Q55. After encapsulation of the Half Grand Union trackwork and subsequent disassembly for transport to the installation site, will a qualified representative need to be present for re-application of encapsulation material at joints. A55. Yes, a qualified representative will need to be present for the re-application of encapsulation material at joints. Bidder is strongly advised to review and understand the special trackwork requirement, including Section 02458, Part Q56. Is the elastomeric grout as shown on sheet 241 required at the cross bonds which are installed prior to encapsulation on the special trackwork? A56. Yes, cross bonds must be encapsulated. Q.57. My company is very interested in providing pricing for the Radio Activated, GPS Based Traffic Signal Preemption and Priority Control System. The specifications are written around a specific product, but the specs afford others the ability to request approval of a substitute product. Information must be sent to the Construction Manager and the Design Manager, however there was no contact information (names, address nor phone numbers) provided so that one could submit documentation for approval.
