General Comments: a. As the project proposes a new domestic and fire service connection, the applicant must submit a backflow prevention and metering arrangement drawing for review prior to the start of construction. Approval of site or construction plans does not relieve the applicant of complying with City standards on backflow prevention and metering. It is the responsibility of the applicant to submit appropriate plans to Engineering for review when available, and no later than the start of building construction. The domestic meter arrangement drawing is included within this plan set. The fire service metering arrangement may also appear in this plan set, or may be submitted under separate cover.
2 b. The following notes shall be included on the plans: 2. Sheet 2 General Notes: i. The construction covered by these plans shall conform to the City of Ann Arbor Public Services Standard Specifications. ii. The omission of any standard details does not relieve the contractors of their obligation to construct items in complete accordance with the Public Services Standard Specifications. iii. Use of line stops is required where existing water mains cannot be sufficiently isolated to complete the work. The cost of any line stop installation is the responsibility of the developer and/or contractor. iv. Pavement markings disturbed due to pavement cuts or construction related activities shall be replaced as directed by Engineering. Replacement during construction of the project may be considered temporary, with final pavement marking restoration to occur at the end of the project. v. The contractor shall take all necessary precautions to protect the existing public road pavement. Damage to the public road pavement during the course of construction may necessitate milling and resurfacing of the damaged areas prior to issuance of the Certificate of Occupancy. a. General Construction Notes item 7 refers to the need for a preconstruction meeting. Note that the City requires a minimum of seven (7) days notification prior to holding a preconstruction meeting for public utility construction. b. General Construction Notes item 21 requires that changes to approved drawings be submitted to the owner. Please note that any changes to public utilities work after the construction plans have been approved by the City shall be submitted to the City for further review and shall be reapproved prior to commencement of construction of any affected utility. c. Sewer Notes item 6 refers to wyes for connections to the main. Please note that the City requires the connection to be made with a tee if the lead contains a riser. d. Sewer Notes item 7 references encasing utility crossings in concrete. The City does not accept concrete encasement as an acceptable means of accomplishing a utility crossing. In addition, sewers may cross one another and any franchise utility with 12 of vertical clearance. A vertical clearance of 18 is required only for water main crossings.
3 3. Sheet 6 Existing Conditions/Demolition Plan: a. A minimum of two benchmarks shall appear throughout this construction plan set. It appears that benchmarks 252 and 253 as shown on Sheet AL-1 are close enough to the subject site to appear on this sheet, Sheet 10 and Sheet 11. b. Removals callout 18 refers to abandoning the existing fire hydrant. Please note that the tee for the fire hydrant lead shall be removed from the main. c. Removals callout 19 refers to abandoning the existing 6 service lead. Please note that the tee for the service lead shall be removed from the main and the pipe repaired with a solid sleeve. d. Removals callout 22 refers to sanitary sewer removal. Note that sanitary sewer main may be abandoned in place per the requirements of the Public Services Standard Specifications, rather than removed. e. Removals callout 23 refers to removal of sanitary sewer manholes. Note that sanitary sewer manholes may be partially abandoned in place per the Public Services Standard Specifications. 4. Sheet 7 Construction Staging/Temporary Utilities Plan: A note on this sheet calls for connecting a temporary water service lead to the existing service lead for PNC Bank. This arrangement is not permissible. A temporary lead for the Sales Trailer shall be connected to the existing 10 water main adjacent to the project site. 5. Sheet 8 Site Plan: a. Existing infrastructure to remain appears too light on this sheet. Particularly, existing easements shall be made more visible on this sheet. b. A short sidewalk piece appears approximately half way across the building frontage that connects to the public sidewalk along North Maple Road. Provide spot elevations at the right-of-way line and the intersection with the existing public walk on both sides of the sidewalk so we may confirm that this connector walk meets ADA standards. The existing sidewalk at the interface with the proposed sidewalk shall be removed and replaced with a level landing (max. slope of 1% in each direction). Fifteen feet of existing sidewalk on either side of the level landing shall be removed and replaced with ADA compliant transitions to the level landing. c. The blow-up of the northern site sidewalk connection to the public sidewalk along North Maple Road shall be shown at a measureable scale, and spot elevations shall be provided at the proposed sidewalk intersection with the public right-of-
4 way, at its intersection with existing public sidewalk, and at changes of direction of the proposed sidewalk. The existing sidewalk at the interface with the proposed sidewalk shall be removed and replaced with a level landing (max. slope of 1% in each direction). Fifteen feet of existing sidewalk on either side of the level landing shall be removed and replaced with ADA compliant transitions to the level landing. 6. Sheet 10 Grading Plan: Revise Section A-A and B-B to indicate that the decorative fence detail appears on Sheet 25 rather than on Sheet Sheet 11 Utility Plan: a. Maple Road along the frontage of this project shall be labeled as North Maple Road on this and any other sheets where the public road name appears. b. Pool backwash water is shown discharging to an existing catch basin located near the northeast corner of the proposed building. Add a note to this sheet indicating how the backwash pump discharge has been de-chlorinated and confirm that it has been detained per the requirements of the Washtenaw County Water Resources Commissioner. c. A blow-up detail of the water service leads includes a label indicating that the service valve will be located 5 typ. off the public water main. The service valves shall be located 5 off the public water main. Remove the text typ. from this label. d. Sheet Notes item 3 states that a booster pump may be provided if necessary. The need for booster pumps on the domestic and fire service leads shall be determined definitively at this time. Revise this note as required. e. In Fire Protection Notes item 2, add City of Ann Arbor prior to Engineering, and replace are near the end of this note with may be. f. Note that the existing fire hydrant may be used for relocation if it meets current city standards and is in good condition. 8. Sheet 12 Easements: a. Legal descriptions for the utility easements shall be submitted in Word format, and the easement drawing shall be submitted as an 8.5 x11 PDF. Sketches and descriptions are not required to be submitted within construction plan sets.
5 b. Show the existing sanitary sewer easement on the proposed sanitary sewer easement drawing and descriptions. The bearings and distances do not need to be shown, but the easement lines shall be shown. c. If any portion of the existing sanitary sewer easement will be vacated, a drawing in PDF format and legal description(s) in Word format describing the portion(s) of existing easements to be vacated shall be submitted to the City for review. 9. Sheet 13 ROW Dedication/Sidewalk Easement: Show the existing sidewalk within the sidewalk easement drawing so we may verify that the proposed easement properly encompasses the existing sidewalk. 10. Sheet 14 Drainage Map and Calculations: Confirm that the pool backwash water discharge has been properly accounted for in the calculations shown on this sheet. 11. Sheet 15 Sanitary Plan & Profile: a. Station the centerline of the proposed pipe with Sta appearing at the connection to the public sanitary sewer in North Maple Road. Full stations shall be labeled (i.e. 1+00, 10+00, etc.). It is preferred for the station labels to be perpendicular to the main. b. Full stations shall appear above or below the profile grid. c. A structure/casting schedule is required for sanitary sewer main plan/profile sheets. The schedule shall contain the structure number and station, rim elevation, invert elevations, structure depth, and casting and cover type. d. Remove the sheet Note from this sheet. Concrete cradles are not permissible. e. The proposed 6 sanitary sewer lead shall be labeled with the lead length, pipe slope and the lead material in addition to the invert at the end of the lead. f. Sanitary sewer structures shall be labeled in the plan view with the station, rim elevation, and invert elevations in addition to the structure number. g. The horizontal and vertical scale of the profile shall match the scale of the plan view. As the sheet is currently shown at 20-scale, the vertical scale for the profile shall be 1 = 2. h. To improve visibility of the profile, remove the sand hatching and provide dimensions or beginning and end stations for standard trench detail applications.
6 i. Label utility crossings with the type of utility crossed, station of the crossing, invert or top of pipe elevation of the crossed utility, and the vertical clearance between the utilities. j. A storm sewer crossing appears to be missing between SMH1 and SMH2. k. Invert elevations changes 24 or greater require an external drop at the manhole. Drop connections shall be labeled in the plan and profile view. l. The minimum slope for 8 sanitary sewer pipe is 0.50%, with 0.60% required for terminal sanitary sewer runs. The slope between SMH1 and SMH2 shall be a minimum of 0.60%, and the minimum slope for all runs between SMH2 and SMH6 shall be 0.05%. m. Sanitary sewer structure labels in the profile shall include the station. n. A 0.20 drop is required between the upstream and downstream inverts in structure SMH2. o. Label existing lead inverts as ex. or existing rather than changing the size or shade of the text. p. The distance between SMH1 and SMH2 scales as 105 LF in the profile, however the length is labeled 104 LF in the plan and the profile. Please correct. q. The distance between SMH2 and SMH3 scales as 159 LF in the plan view, however the length is labeled 160 LF in the plan and the profile. Please correct. 12. Sheet 17 Water Plan & Profiles: a. The Domestic Water Service Detail shall be labeled with the maximum spacing between the building wall to the first isolation valve (24, max.), the required distance between the upstream isolation valve and the meter (5 pipe diameters) and the required distance between the meter and the downstream isolation valve (3 pipe diameters). b. Centerline stationing shall begin with Station 0+00 at the lead connection point to the public water main. Label Station 0+00 on the plan view of each lead. c. The horizontal and vertical scale of the profile shall match the scale of the plan view. In addition, this sheet shall be submitted at 20-scale, or 40-scale, with the vertical scale in the profile as either 1 =2 or 1 =4 respectively.
7 d. Please note that 5.5 is the typical depth of bury, not the minimum. Revise each depth of bury label in each profile accordingly. e. Dimension restrained joint lengths in the profiles. Submit DIPRA restrained joint calculations as a PDF separate from the plans. It is permissible to restrain all joints; however, the notes located near the lower right-hand corners of each profile shall be revised to clarify that restraint is for the whole lead, rather than for this length of pipe. f. Label the size of the sanitary sewer in each plan view. In addition, label the grey line located a few feet south of the sanitary sewer. g. Label the gate valves for the service leads in the plan view with rim elevation, station and size of valve. In addition, show and label the gate valves in the profile. The profile labels shall include the rim elevation, top of pipe elevation, valve size and station. In both views, indicate within the labels if the valves will be constructed in wells or boxes. h. Indicate within the label for the proposed 10 main line valve if the valve will be constructed with a well or a box. In addition, the rim and top of pipe elevations shall be included within the label for this structure. i. Revise the service lead tee labels in the plan and in the profile to show the correct size of the existing water main, which is 10. j. Profile each water service lead separately. Currently, the profile only contains labels for the 6 fire service lead appurtenances. The appurtenances for the 4 domestic service lead shall also be labeled in the profile. k. It is noted that a minimum of 12 of vertical clearance is required between water main and franchise utilities such as communications cables, rather than the 18 required for crossing sewers. l. The water service leads exceed 5.5 of bury for the majority of the leads. The depth of bury shall be kept as near 5.5 of bury as is practical. m. Label the proposed pipe material within the fire hydrant lead profile. n. Revise the fire hydrant lead tee labels in the plan and profile to show the correct size of the existing water main, which is 10. o. The depth of the fire hydrant operating valve shall be 5.5 below grade.
8 Please submit three (3) sets of revised paper plans along with correspondence indicating how each comment was addressed, as well as any other plan changes.
