1 Following are the questions submitted on or before September 29, 2017, in accordance with RFP specifications. Responses to questions, clarifications of material, or corrections are indicated in green after each question. Additional Notes: As a correction to the RFP, the header date stated 7/25/2017 and should be 9/14/2017. The Desired Functionality Table shows all the items the ideal solution would have rather than a list of must haves. Each of these items are weighted fairly and will be tallied up during the review process. Proposers should not be discouraged if they do not have all desired functionalities. The City wants all potential Proposers to take note of the timeframe for Beach Backhaul time as TBD. There is currently construction being performed on the Beach access roads that will need to be completed before this portion of the project can start. From Pre-Proposal Conference, held September 27, 2017: 1. In the RFP, the City states that the existing Wi-Fi infrastructure does not meet its needs. Can you expand upon that? City Response: The City s current environment has Wi-Fi dead zones, is slower than we would like, and does not handle a sufficient amount of devices per access point. 2. Is all the cabling in good condition for internal access points? City Response: Yes. The City standardizes on CAT6 and CAT5e cabling and each cable will be tested during the access point installment. 3. Is there enough PoE to handle the requested amount of AP s? 4. Does the city have a preference for on premise or cloud based? City Response: No. 5. Can you expand on the request for as built documentation? City Response: The City requests vendor provide documentation of the installed environment. The desired outcome of the documentation is to describe all specific configuration changes outside of default. I.e. IP addresses, specific protocols, and configurable options. Page 1 of 7
2 6. What is the purpose or what will the use be at the optional wireless location? City Response: The wireless location will support one device for point of sale purposes. 7. Can the city provide floor plans? City Response: Floor plans are not available at this time. 8. How does the City anticipate handling the gaps in Wi-Fi coverage? City Response: The City is asking for a fixed quantity of 25 access points and does not find it reasonable to ask the vendor to own the coverage. The City will perform its own internal testing and movements/changes as needed. 9. Is there a requirement for ac wave 2? City Response: ac Wave 2 is not a requirement. However, the City will be replacing its switches in the coming years, so if an option for access points that will run at reduced functionality on standard PoE exists the City would like to take advantage of that. 10. Can we propose two different options? 11. Is the Wi-Fi just mainly for city employees? 12. Height of poles for backhaul canopies? City Response: The height of the canopies will not be provided at this time. 13. Are the backhaul canopies on public or private spectrum? 14. What is the throughput of the current backhaul canopies? City Response: Refer to RFP and screenshots on pages 4 and 5 of this addendum. 15. Do the backhaul canopies meet the needs of the City now? City Response: The canopies are old and provide a slow connection to the end users. 16. Are the cables to the backhaul canopies shielded and lightning protected? City Response: The cables are shielded but there is no lightning protection. 17. How long has the cables for the backhaul canopies been there? City Response: The cables have been there since the installation of the canopies in Page 2 of 7
3 18. How long are the cable runs for the backhaul canopies? City Response: Cable run length is unknown at this time. 19. Can we recommend the cables to the backhaul canopies be replaced? If so, who is responsible for that? City Response: Yes, the Vendor can recommend that the cables be replaced. The City s IT department has conferred with its Building Maintenance Department, and is now asking that the vendor be responsible for these cable replacements. Please note this is different from what was stated during the site visits. 20. Can you provide screenshots of status pages of canopies? City Response: Yes, please see pages 4 and 5 of this addendum. 21. Where is the funding coming from? City Response: The City s Capital Improvement Program 22. What is the approval process? City Response: Procurements over $20,000 will require City Council approval. The City s purchasing administrative directive, 3-5, can be provided upon request. 23. Do we need to match the color of the backhaul canopies? City Response: Yes. The current canopies have been painted brown to match the rooftop of the Life Guard and Sailing Offices; we would ask that the installer do the same for the replacements. 24. Can we relocate the backhaul canopy to any point on the rooftop? City Response: In conferring with the Building Maintenance Department, this is not preferred. 25. What is the power like at the option Wi-Fi area? City Response: There is continuous power and outlets at multiple locations surrounding the area. 26. Can we recommend adding additional poles at the beach where needed? City Response: Yes. 27. Does the cable from sailing office backhaul canopy go straight down to the switch? City Response: Yes. 28. If vendor recommends lightening arrestor, will city provide ground and bus bar? City Response: Yes. 29. Is the City open to trimming trees? City Response: Propose if needed. Page 3 of 7
4 From written questions submitted: 30. Will the City accept a bid for the Wi-Fi Replacement only? City Response: Yes. The City will accept a proposal for a portion of these services or all, and the City may award contracts to multiple vendors if deemed in the best interest of the City. 31. What is the minimum and maximum required throughput for the backhaul radios? City Response: The City requests the Vendor recommend a solution that best meets the City s needs as outlined in the RFP. 32. Does the light pole (one with solar panel) in the boat yard have dedicated 120AC power available? City Response: It is unknown at this time. 33. Does the building next to the boat yard have dedicated 120AC available? City Response: It is unknown at this time. 34. Is it mandatory for the Wi-Fi Access Point s to have the ability to finger print client device types? City Response: It is not required, but is in the desired functionality table. 35. The City currently has 22 Access Point s according to map from the RFP, the RFP requires the winning vendor to provide 25 AP s, where are the additional locations for the remaining 3 AP s? City Response: Please provide a quote for 25 access points. The City will place the extra AP s as determined by the City during the installation process. 36. Sections & from the scope of work require the winning vendor to install and configure the equipment. Is the winning vendor required to install the Access Points covered under section 1.5.1?
