1 MINUTES OF MEETING Meeting Date : July 15, 2014 Place : Greenwood Shop Main Conference Room Contract Title : Supply of Reworked T1 Trip Switch Brackets Proposal No. : T31BG14139 Present : TTC - A. UNIFIED ENGINEERING Purpose of Meeting: The TTC conducted this Mandatory Pre-Bid meeting to explain its evaluation process in general terms and to highlight common mistakes which have caused Bids to be considered non-compliant and/or unacceptable, also to provide clarification and answers to any questions the Bidders may have with respect to the contents of the Bid documents. In addition, a sample was provided for the Bidders to review in order to better understand the requirement. Discussion: The following Questions were asked and answers were provided accordingly: 1. Q What documents are required to submit a bid? A Refer to INSTRUCTIONS TO BIDDERS, Section , Page 6, Section 8, Submission requirements : Each Bidder shall submit the following with its Bid: a) The completed Bid Form (Section ), including the applicable Price 1

2 Schedule(s). b) The completed List of Similar Contracts Awarded or Completed within the last 3 years (Section ). c) Bidder to provide proof the company performing the welding is certified to CSA W47.1 Division 1 or 2. d) Provide certificate verifying proof of current Certification to ISO Q What are the main parts of this T1 trip switch mounting bracket? A The main parts are bracket, shield and plate. 3. Q Is it possible to have a 3 rd party NDT inspection done? A The vendor is responsible for NDT inspection. This is typically 3 rd party sourced. 4. Q What is the total qty. of reworked T1 trip switch brackets required? A Approximately 270pcs. 5. Q How many brackets are required to be completed every week? A Projected quantity is 10pcs per week. TTC will initially supply 20 cores for rework. TTC is expecting to receive the first delivery of 10 reworked parts two weeks later and supply 10 more cores at the same time. After the initial setup, vendor is required to supply 10 reworked parts per week. Due to car availability near the end of the program, the projected quantity may be adjusted to 10 every 2 weeks. 6. Q Can the 3 rd party perform NDT inspection at the bidder s facility? A Yes. NDT must be done before delivery to TTC. 7. Q What is the original material that this bracket is made of? A Material information is incorporated in the Weld Procedure Specification for T1 trip switch mounting bracket provided in Addendum No. 1 of Bid documents. 8. Q How long have these brackets been in service and what are the major defects? A Most of the brackets have been in service for about 15yrs and they have cracks on the mounting plates. Rework consists of removal of the existing mounting plate, welding a new redesigned plate, associated NDT testing, paint, and rework of the shield (steps are outlined on drawing 24659). A sand blast or suitable bead blast to remove existing contaminants may be done before initial MPI. These brackets are safety critical parts since they are the key parts of brake function. Therefore, the fabricators shall be certified to CSA W47.1. Serialization of each bracket is required. 9. Q What are the dimensional inspection requirements? A In the Terms of Reference, quality control section 8b indicates the following: 100% dimensional inspection report for each reworked assembly must be supplied. In lieu of this requirement, the company may incorporate a check fixture at final assembly, in which case a dimensional report will be required for two random samples out of every fifty assemblies reworked. 2

3 10. Q What is the specification for paint? A TTC drawing# specifies to prime and paint colour yellow. 11. Q What should be done if there are any un-repairable brackets received? A TTC already reworked several brackets and all have been repairable. If company receives any bracket with major defects, please notify TTC in writing. 12. Q What should be done if defects are found on initial MPI? A Minor defects shall be repaired. Fatigue cracks should be reported to TTC in writing. 13. Q Who will supply mounting plate, No. 3 part listed on drawing? A The Company. 14. Q When does TTC require the pre-production sample? A Lead time to be indicated in bid submission (not to exceed 4 weeks from receipt of TTC cores). 15. Q Who supplied parts originally? A This part is an OEM part. 16. Q What is the warranty? A Refer to TTC s General Conditions, section 00 72, Page 5, Section GC9, Warranty. 17. Q How is this part connected to the subway car? Is it possible to have a picture? A A picture is included in the minutes for information purposes. 18. Q What if the weld procedure is not correct? A TTC already reworked several brackets and all have been repairable. 19. Q Can a completely new part be supplied instead of rework? A No. TTC reviewed this option and it is not likely cost effective. 20. Q Where should we pick up and drop off parts? A Greenwood shop, 400 Greenwood Ave (refer to Terms of Reference, work section 7). 21. Q Can the information on TTC drawing note# 8 be included on a tag tack welded to the bracket instead of directly stamped on the part? A Yes. 22. Q How are reworked brackets to be serialized? A Please refer to instructions on drawing# 24659, note# Q What is the material of the shield? A Fiberglass. 3
