A. PRE-BID MEETING: 1. See Attachment No. 1 for the Pre-Bid Meeting Minutes. These meeting minutes are provided for information only and are not part of the Contract Documents. B. IN THE CONTRACT SPECIFICATIONS: 1. Section , Specific Airport Operating Requirements, Page , Part D.4. a. At the end of the first paragraph, Insert The Contractor shall verify with the FAA that all circuits and cables in the vicinity of the work area (for the runway approach lights or other devices) are in good working condition prior to any work being performed on this project. If the circuits are in good condition, work can proceed without testing of cables. b. At the beginning of the second paragraph, Insert After completed work of this project, the Contractor shall verify with FAA that all circuits and cables in the vicinity of the work area (for the runway approach lights or other devices) are still working properly. The Contractor shall only provide testing listed within for circuits and cables that require repair due to damage during construction of this project. Any repairs to circuits and cables shall be by the Contractor, no additional cost to the Owner, per FAA direction and standards. 2. Item D-752 CONCRETE BOX CULVERTS, Page D-752-2, Section BACKFILLING, part c: a. At end of first sentence for direct payment. Insert under this Item D b. Jeff Yaro, Vet4U, LLC Pat Dimauro, Vet4U, LLC A pre-bid meeting was held to provide a summary of the project to perspective bidders. The following items were discussed: 1. Project Overview and Description: B. Tillotson introduced himself and asked each meeting attendee to introduce themselves. B. Tillotson gave a brief project description: The project consists of removal of an existing 96-inch diameter corrugated metal culvert showing signs of failure located outside of the airport operations area (AOA) on an access road to the end of Runway 28 at the SHIA. The access road is needed for emergency vehicle access to Runway 28 as well as for the FAA to maintain the approach lights. The project includes replacing the existing culvert with a precast concrete box culvert. Requirements for excavation, backfill, dewatering, cofferdams, stream bypassing, topsoil, seeding and paving are included in the project. Existing conduits that cross the culvert are required to be protected in place during the project. 2. Bid Date and Time June 30, 2016, 1:00 p.m. local time. Bids will be received until the above listed date and time at the Syracuse Regional Airport Authority (SRAA) offices located at Syracuse Hancock International Airport, 1000 Col. 4 MEETING MINUTES 3. Questions shall be directed to: Benjamin Tillotson, PE, Arcadis B. Tillotson stated that any questions can be asked in this meeting and/or ed in writing to his attention no later than close of business (5:00 pm) on Friday, 6/24/16. This will allow time for an addendum to be issued on Monday, 6/27/ Contract Duration calendar days, Construction Duration - 30 calendar days/2 calendar days The Contract Duration has been set to 120 calendar days (Section ). The actual in-field construction days has been set to 30 calendar days per Section , Part B. Two calendar days are allowed for use of a crane and stream bypassing work per Section , Part C. 5. Construction Safety and Phasing Plan B. Tillotson stated the requirements of the Construction Safety and Phasing Plan shown on Contract Drawing G-2 and G Bid Bond (5%) and Surety Bond (100%) of total bid amount The requirements for bonds are listed in Section Instructions to Bidders. 7. Fill out all requirements of Section 300. Submit entire book with Bid. 8. Federal and NYS Wage Rates are in effect for this project 9. DBE/M/WBE Requirements 7.1 Percent DBE goal, 3% M/WBE goal for money not federally funded. Also, the service disabled vetran-owned business enterprise (SDVOB) goal of 0.3% for money not federally funded. All requirements are listed in Section Instructions to Bidders. Forms are included as an appendix to Section Information for Bidders. 10. Comments A site visit was conducted for perspective bidders after this meeting. Any perspective bidder that would like a site visit (not present at meeting) can contact Brian Dorman, SRAA to arrange one. A discussion was held regarding issuance of a NOTAM for crane work. As stated in the Contract Documents (900-15, Part C), a minimum of 72 hours notice to SRAA is required for NOTAM. This work will require permits from both the Army Corps of Engineers and the NYS DEC for working in the stream bed and banks and around nearby wetlands, all of which have been applied for by the SRAA. As noted in Section , Part C, no work shall begin until these permits are in place. Questions (Questions below were asked in this meeting and/or received by ): 1. Can clarification be provided for the two day work period? Response: The two day work period is described in Section , Part C is geared for both crane lifting and bypass pumping operations. Currently, there are no permit requirements in place for stream bypassing, but this work should be completed in two days with crane lifting operations to minimize impacts to N. Branch Ley Creek and Runway On Page , there is a requirement for no open trenches. Can you please clarify if this applies to the project? 5 MEETING MINUTES 3. On Page , there is a requirement for pre and post testing of the Airport Cables. Can you please clarify if this will be a requirement? Response: Yes, assume that testing will be a requirement for Airport Cables located in vicinity of work area. Any changes to these requirements will be made by addendum. 4. Where does the 10 cubic yards of concrete go? There are 10 cubic yards of concrete listed in the bid form. Looks to me like everything is precast. Response: There are 10 cubic yards of concrete listed in the bid forms for miscellaneous use. Though, nothing specific is shown on the Contract Drawings. During construction, the Resident Engineer may direct Contractor for concrete in a specific area. 5. How tall is the Driveway Gate shown in detail on Contract Drawing G-10? Response: The height of the new driveway gate on the access road shall be 6-0. Clarification will be provided by addendum. 6. What class RCP pipe is the 30 culvert to be replaced along the access road? Response: As listed in the detail and notes on Contract Drawing G-10, this culvert shall be Class IV RCP pipe. 7. Do the quantities in the bid sheets include materials to build the bypass pumping pad and also the contractor storage area? Or is this material incidental to the project cost? Response: This will be clarified by addendum. The notes on Contract Drawing G-7 list the bid items for the bypass pumping pad. 8. In Section D , Backfill, part c, it states that backfilling will not be measured for direct payment and shall be considered as a subsidiary obligation of the Contractor, covered under the contract unit price for unclassified excavation for structures. Is this correct? Response: This will be clarified by addendum. The measurement and payment for backfill will be paid for under Item P-152.
