Church Street Jacksonville, Florida May 24, 2017 ADDENDUM NUMBER: Three (3) TITLE: Construction Services for Arlington Water Treatment Plant High Service Pump Replacement JEA IFB NUMBER: BID DUE DATE: June 1, 2017 TIME OF RECEIPT: 12:00 PM TIME OF OPENING: 2:00 PM THIS ADDENDUM IS FOR THE PURPOSE OF MAKING THE FOLLOWING CHANGES OR CLARIFICATIONS: A. RESPONSES TO QUESTIONS FROM BIDDERS: 1. INQUIRY: Are new conduits in the High Service Pump Building to be run overhead or under floor due to overhead crane? RESPONSE: Conduits to be installed in concrete slab. Repair concrete slab as noted on Drawing M INQUIRY: There is a conflict between the drawings and the specs for the VFDs. The Drawing E-04 has a 65kaic rating on the existing MCC. Following the rule that the lowest kaic rating in the circuit is the rating for the entire circuit. The MCC feeds the VFDs. In the spec, I.1 states that Input AC circuit breaker shall have a minimum of 100kaic rating. The VFDs are rated for 100kaic, but since the MCC feeding the VFDs is only rated for 65kaic, the rating will never be more than 65kaic for the VFD cabinet. Can we supply a 65kaic rated main circuit breaker in the VFD enclosure? RESPONSE: 65KAIC is acceptable. The 100KAIC requirement has been removed as part of the revisions. 3. INQUIRY: The spec calls for a PIT, it gives the manufacturer and basic model, but does not provide enough information for configuration of the PIT. What should the configuration be? RESPONSE: The HSP suction transmitters range shall be 0-30 psi. The HSP discharge transmitters range shall be psi. 4. INQUIRY: What is the rating and material for the VFD junction boxes? RESPONSE: NEMA 12 painted steel as shown on revised drawing E-04 issued as part of this addendum. 5. INQUIRY: The PCP spec calls for modifications to this control panel, but there is no information given on the control panel itself. Are there drawings for this panel? Who will do the program modifications? RESPONSE: Up-to-date drawings are not available. See revision to Specification Section and revised drawings issued as part of this addendum defining the required PCP (ARL1CP1-1) modifications.

2 As noted in Specification Section , paragraph 1.01, B, all programming modifications will be performed by the OWNER. 6. INQUIRY: Is there a spec for the harmonic filters on the VFDs at Arlington WTP? RESPONSE: Yes. It is included in specification section , B. REVISIONS TO SPECIFICATIONS: Specification Section Delete paragraph 1.14, A, which reads: In addition to the manufacturer's equipment shop drawings, the Contractor shall submit for the approval, electrical installation working drawings for the overall site work, existing electrical room, and all process areas containing the following: 2. Insert the following new paragraph 1.14, A in its place: In addition to the manufacturer's equipment shop drawings, the Contractor shall submit for the approval, electrical installation working drawings for the overall site work, existing electrical room and existing pump room, and all process areas containing the following: 3. Delete the first line of paragraph 1.14, A, 1, which reads: Concealed and buried conduit layouts shown on floor plans drawn at not less than 1/4-inch = 1-foot-0-inch scale. 4. Insert the following new paragraph 1.14, A, 1 in its place: Exposed, concealed and buried conduit layouts shown on floor plans drawn at not less than 1/4-inch = 1-foot-0- inch scale. Specification Section Delete the last line of paragraph 2.02, A, which reads: VFD-1, VFD-2, VFD-3 and VFD-4 shall be limited to maximum dimensions shown on the drawings. 2. Delete the last line of paragraph 2.02, I, 1, which reads: Minimum short circuit rating of 100,000 AIC shall be provided. 3. Insert the following new last line in paragraph 2.02, I, 1 in its place: Minimum short circuit rating of 65,000 AIC shall be provided. Specification Section Delete paragraph 1.01, A, which reads as follows: Work includes engineering, installing and furnishing field instruments and modifications to the existing Process Control Panel (PCP) at JEA Arlington Water Treatment Plant (WTP). JEA is henceforth referred to as OWNER. 2. Insert the following new paragraph 1.01, A in its place: Work includes engineering, installing and furnishing field instruments and modifications to the existing Process Control Panel (ARL1CP1-1) at JEA Arlington Water Treatment Plant (WTP). JEA is henceforth referred to as OWNER.

Delete paragraph 1.01, C, which reads as follows: The existing PCP shall communicate with the new High Service Pump VFDs and Finished Water Analyzer furnished by SYSTEM SUPPLIER, via a Profibus network. 4. Insert the following new paragraph 1.01, C in its place: The existing PCP (ARL1CP1-1) shall communicate with the new High Service Pump VFDs and Finished Water Analyzer furnished by SYSTEM SUPPLIER, via a Profibus network. 5. Insert the following new paragraph 1.01, D, 6: 6. C2i, Inc., Smyrna, Georgia. Contact Matt Healey at Delete the first line of paragraph 1.01, E, which reads as follows: It is the ultimate responsibility of the SYSTEM SUPPLIER to furnish a complete and fully operable PCP that reliably performs the specified functions. 7. Insert the following new first line in paragraph 1.01, E in its place: It is the ultimate responsibility of the SYSTEM SUPPLIER to furnish a complete and fully operable control system that reliably performs the specified functions. 8. Delete paragraph 1.03, A, 2, which reads: Chlorine Analyzer 9. Insert the following new paragraph 1.03, A, 2 in its place: All field instruments specified in this section 10. Delete paragraph 1.03, A, 3 in its entirety. 11. Insert new paragraph 2.03, 3, b to read: The HSP suction transmitters range shall be 0-30 psi. The HSP discharge transmitters range shall be psi. 12. Insert new paragraph 2.04 which reads: 2.04 Existing Process Control Panel Modifications. A. Connect the existing PLC CPU module s Profibus port via a Profibus surge protection device and network connection to a new Profibus Hub Enclosure (PHE), furnished by the SYSTEM SUPPLIER and wall-mounted at the location shown on the electrical drawings. B. The PHE shall be a NEMA 12 painted steel enclosure containing the following components: 1. Surge suppression for the incoming a.c. power. 2. A 120-volt, 1-pole AC circuit breaker. 3. A 24 Volt DC power supply. 4. The Profibus Hub/Repeater defined below. C. Profibus Hub/Repeater. The hub/repeater shall meet the following requirements: 1. Power Supply: Volts d.c. 2. Main Bus In and Main Bus Out Profibus-DP ports. 3. Five (5) galvanically isolated Profibus-DP channels.

4 C. REVISIONS TO DRAWINGS: 4. Switch selectable termination resistors on all ports. 5. Built-in surge protection on all ports. 6. Each channel shall accommodate up to thirty-one (3)1 devices at adjustable baud rates between 9.6 Kbps and 12 Mbps. 7. Hot slave insertion and removal during operation. 8. Procentec ProfiHub B5. 1.
