1 Activity Report of Time and Frequency Laboratory, NMIM (formally known as NML-SIRIM), Malaysia Dr. Mohd. Nasir Senior Principal Metrologist Ahmad Sahar Senior Metrologist Mohd Rafiq Metrologist Mohd Izzulfitri Metrologist (Resigned last April)
2 Malaysian National Frequency Standards Currently, we have one (1) unit operating high performance Cs atomic clock (5071A) as the only available unit for the Malaysian National Frequency Standard (MNFS). Due to recent development budget constraint. We only able to purchase a High Performance Cs Tube. On 15 November this year, we replaced the MNFS Cs tube (6 years++ operating) with the new tube by ourselves. Grateful that it is well still operating To purchase one Cs clock by next year is a must thing.
3 GNSS Time Transfer Receiver No significant hardware changes from last year report. Primary GNSS Time Transfer Maker : NMIA Topcon/Javad Type : Euro-80 Status : Sending CCTF data to BIPM manually via FTP Secondary GNSS Time Transfer Maker : Septentrio Type : PolaRx2eTR Status : Will restart to send Rinex data to BIPM. Only added two more antenna poles near to the existing poles.
4 GNSS Time Transfer Receiver Calibrated Both of our receivers participated in MEDEA GPS Time Transfer Receiver Calibration piloted by TL Taiwan. Delighted the result has been approved by BIPM. Planning to designate the calibrated Secondary GNSS Time Transfer (Septentrio PolaRx2eTR) to be the Primary GNSS Time Transfer. Have updated the internal delays of the receivers accordingly.
5 Current Routine Activities Public Time Dissemination & E-Time Stamping Documents Calibration Services Proficiency Test for Accredited Laboratories Rental of Measurement Standards Pattern Approval of Regulated Instrument NTP servers Web-based clock Wall Mounted NTP Clocks High-End Frequency Oscillators such as Rubidium, Quartz, GPS Receiver (done at NMIM) Stopwatches, Timers, Taximeter Simulator, RPM Simulator, GPS speedometer and Tachometers (Legal Metrology) Frequency Oscillator Standards Stopwatches Developed a Vehicle Speed Measurement System for Police to verify their Camera- Recorded Speeding Vehicle Systems Parking Meters Camera- Recorded Speeding Vehicle System
6 MAMPU s Digital Time Stamping Project The (MAMPU) Malaysian Administrative Modernisation and Management Planning Unit is government agency responsible for 'modernising and reforming' the public sector has appointed NMIM as an advisor. Our efforts to be an advisor for MAMPU is to provide the necessary infrastructure for them to offer time stamping services to government ministries and agencies. NMIM shall ensure that the time stamping services by MAMPU has fulfil all the requirements given in the RFC 3161, ETSI standards and Malaysian Communications and Multimedia Commission for time stamp authority with regards to time.
7 MAMPU s Digital Time Stamping Project Last week, NMIM received a courtesy visit from Gorgy Timing expert and they shared theirexperienceson the ProjectSCPTime of France SCPTime (Secured, Certified, Precise and Traceable Time) is a collaborative project of 42 months that began in 2014 to disseminate legal time to secured computer networks. This digital time combines a high level of security and traceability for precision and cyber security in Transportation, Banks, Military, Telecoms, Video Surveillance, Big Data and Autonomous Vehicles.

10 New CMC GPS-based Speed Meter Caesium Atomic Clock 10 MHz Frequency Counter Simulated GPS Doppler Shift Frequency signal at 160 km/h Frequency output of 4 khz GPS-based Speed Meter Under Test Set at 25 Hz = 1 km/h Laboratory s GPS-based Speed Meter
11 Using Onboard GPS-based Speed Meter To Verify Police Mobile/Fixed Camera- Recorded Speeding Offences 21 unis of camera are currently in-enforcement nationwide. Another 11 units of new cameras will be verified this December. Each camera must be initially and periodically verified. MPE is accordance to OIML R91( ± 3 km/h < 100 km/h, ± 3 % > 100 km/h
12 Using Onboard GPS-based Speed Meter To Verify Police Mobile/Fixed Camera- Recorded Speeding Offences Verified at site just before and after calibration where the GPSbased Speed Meter car is in stationary position and the expecting speed is 0.0 km/h.
13 Pattern Approval for Police Camera-Recorded Speeding Offences Due to the constraint of test and calibration facilities, our pattern approval evaluation is based on the results obtained from METAS Swiss and NMi Netherlands test reports. Currently granted a 1-year provisional pattern approval considering the complied test results obtained from METAS and NMi pattern approval report and NMIM s on-site vehicle speed accuracy test results. Engaging a courtesy visit to METAS and NMi to get a closer look on how the pattern approval tests were done.
14 Near Future Plans Seeking best practices to be adopted to improve the UTC (NMLS) To expand our CMC of BIPM's Appendix C, particularly in time scale difference for local and remote clocksvsutc Further improve the pattern approval, initial and subsequent calibration of Malaysia s Camera-Recorded Speeding Vehicle System for Traffic Enforcement Business arrangement with MAMPU s Time Stamp Authority for Time Stamping Services
