3 MEASUREMENT UNITS, STANDARDS AND SERVICES DEPARTMENT Measurement Units, Standards & Services Department (MUSSD) was established in 1997 to implement the Measurement Units Standards & Services Act No 35 of (The department earlier established as weights and measure division of the depart ment of Internal trade which was established in 1952 to implement weights and me asure ordinance No 37 of 1946 engaged mainly on legal metrology) The Act Empowers MUSSD to engage in, Fundamental metrology Industrial metrology Legal metrology In 1976, National Metric Conversion Law was established to realize the Units based on International System (SI units). In 2007 MUSSD singed the International Mutual Recognition Agreement (MRA) between National Metrology Institutes (NMIs).

5 TIME AND FREQUENCY LABORATORY Equipment Time and Frequency Standard system: Cs Primary frequency standard (Micro semi 5071A Cs primary frequency standard), Rubidium Atomic standard (Fluke 910R GPS Controlled Rubidium Reference Clock), Time interval counter with rubidium oscillator (Fluke PM 6681R Rubidium Frequency Reference/Counter/Calibrator) Time dissemination system: NTP time servers stratum 1 and 2(LAN time M600GPS/MRS NTP Stratum 1Time Server), web server for time display Time transfer system: GNSS receiver (Polar RX4-TR), Choke ring antenna Time and Frequency calibration system: Signal Generator, Digital Storage Oscilloscope, Timer and Stopwatch calibration software with NTP server Staff Two Metrologists (MSC, Physics Special), two experimental officers (BSc Degree with Physics as a final year subject), one Lab helper (GCE. A/L)

8 RESPONSIBILITIES AND EXPERIENCE OF THE PARTICIPANT Educational Background: Physics, Electronics and Telecommunication Engineering. Responsibilities: 1) Maintaining, development and dissemination of National standards for DC electricity and Time and frequency parameters and Gas standards (Head of the above laboratories). 2) Type approval of weighing and measuring instruments used for trade. 3)Training Laboratory and other staff in legal metrology Experience: 1) Working in Electrical and Time and frequency field since 2010(6years) in NML Sri Lanka 2) 5 Year experience as a ISO/IEC17025 technical assessor under Sri Lanka Accreditation board

9 CURRENT ACTIVITIES OF TIME AND FREQUENCY LABORATORY Maintaining and disseminating Sri Lanka Standard Time (Regulation: Sri Lanka Standard Time Regulation 2011) Maintaining National standard for frequency Calibration services to industry and calibration, testing and medical laboratories (Stopwatches, timers, rpm meters, centrifuges, function generators, oscilloscopes, other timing and time interval measuring instruments used in government authorities and industry) (Number of calibrations: 65 items/year)

10 FUTURE PLANS Establish CMCs for time interval and frequency parameters (2018) Participate for regional Time and frequency inter comparisons Established time and frequency standards according to APMP guide lines for minimum requirements of equipment and inter comparisons to participate for deterring UTC, (purchasing necessary equipment, Technical support from other NMIs) (2016 to 2020) Train more staff members and raise awareness about T&F field to increase research activities combine with local universities. Establishing a time stamping service combine with the intellectual property registration department(2017). Establishing time code radio distribution station with using existing AM radio stations and antenna sites not using currently.(2017,2018)

11 PROBLEMS IN SETTING THE GPS TIME TRANSFER SYSTEM AND CALIBRATION Equipment: currently, one Cs clock available, (How to setup reference 10MHz for time transfer with GNSS receiver, Currently used Rubidium frequency reference) GNSS receiver internal delay and attitude value determination Lightning protection of GPS antenna and receiver Cable delay determination when the cables are already installed (best method)
