2 Introduction Measurement Units, Standards and Services Department (MUSSD ) was established by Measurement Units, Standards and Services Act, No 35 of 1995 Regulation (related to T&F) 2011-Sri Lanka Standard time. MUSSD is empowered by Act in; Scientific Metrology Industrial Metrology Legal Metrology Research and consultancy of metrology related matters

4 1) Staff : T&F Staff Staff Qualification Duties Scientist Experimental officers BSC Special Degree in physics, MSc in relevant field Training: basic training on T&F Experience: 6 years BSC degree with Physics as a final year subject Training: In-house training Experience: 11 years Maintaining and development of National standard for relevant field. Calibration of instruments Laboratory head, Technical manager of the laboratory for quality related matters Industrial calibration services, Supporting staff for the scientist, day to day operational works Technical officer Diploma level qualification in electronics or electrical field Training: training in electrical and electronics Experience: 15 years Maintenance works of instruments, Electrical installations, supporting for calibration works.

5 2) Infrastructure: Time and Frequency Lab Time and Frequency dissemination system Fluke 910R GPS Controlled Rubidium Reference Clock Fluke PM 6681R Rubidium Frequency Reference/Counter/Calibrator Meinberg LAN time M600MRS NTP Stratum 1Time Server Meinberg LAN time M600GPS NTP Stratum 1Time Server Two web servers with stratum 2 NTP servers to maintain the time information website. GNSS Receiver (Septrintrio polar RX4TR), 3 pulse and frequency distribution amplifiers

6 2) Infrastructure:Time Standard and dissemination system NTP-Server stratum 1 GPS controlled Rubidium atomic clock Web Server + NTP Server stratum 2

7 3) Capabilities: CMCs, Accriditation Capabilities: For 1PPS, 24h uncertainty is less than 5.0E-12 (In automatic logging and calculation in built to the instrument and, Above agrees with manufacturer specifications, Adequate for current calibration services. Accreditation: Quality manual and procedure manuals are already completed, waiting for establishment of the traceability by parching required instruments and move to the new laboratory.

10 5) Future Plans: Time and Frequency Standard System Proposed System for SL Standard Time (SLST) to be initiated in 2014 (Following other National laboratories setup)

11 5) Future plans:plan for 2014 for establishment of CMC Now we have GNSS receiver, Pulse and frequency distribution amplifiers and one Cs frequency stand and other accessories at the end of We are planning to partially implement the system with one Cs frequency standard and expected to have bilateral comparisons, if possible with countries within the region as a initial step. 2. Upgrade the existing NTP server system with new server system with increased bandwidth

12 5) Future plans: Purchasing Additional equipment required to Completely establish CMC according to APMP TCTF Guide lines Two Cs Frequency standards Auxiliary output generator (AOG) (Now we have GNSS receiver, Pulse and frequency distribution amplifiers 3 units) (One Cs frequency stand, Server computers and rack system, DC ups system will received at the end of 2014 )

13 5) Future plans: Construction of New MUSSD Building Complex with Instrumentation and Personnel Location : near the city Homagama, about 20 km away from the Colombo City Planned to complete the laboratory area before 2014 November. Now around 60% was completed Whole project planed to complete in next2 years ( end of 2016).

18 5) Future plans: Time and Frequency Lab and facilities in New Laboratory Laboratory rooms for T&F: two rooms for time standards and dissemination One room for research work, calibration work done combining with Electrical laboratory Roof top modified to install GPS antennas and Satellite antennas with proper lighting protection system New staff for T&F 3 new Science graduate with physics as the final year subject) and one Junior scientist- Physics special degree qualification

19 6) Training needs foresee over next 3 years Two way satellite time and frequency transfer Training on new instruments in time and frequency field, GNSS receivers, satellite receivers, PTP related instruments etc.. Training on time and frequency standards, Cs atomic clocks, H-masers, Optical clocks Frequency and length standards, Optical comb, Laser frequency measurements
