2 What You Will Need If you have never filled out an application with the FCC, you will need to obtain an FCC Registration Number (FRN) for the Commission Registration System (CORES). An FRN is a unique number used to identify an applicant in all transactions with the FCC. If you don t have an FRN Register: Instructions: Be sure to save your FRN password and Personal Security Question/Answer. If you are unsure if you have an FRN or have forgotten your FRN You can search by name or business name: publichome.do 2

4 Logging Into MyIBFS Applications for earth station registration* must be filed in MyIBFS. MyIBFS requires you to log in using your FRN and Password. licensing.fcc.gov/myibfs/ * This document focuses on the registra on of receive-only antennas. Form answers will differ for a license applica- on that includes transmit frequencies. 4

5 Once Logged Into MyIBFS From the Start New Applica on / Ac on drop down list at the top of the page, select New Authoriza on (Form 312/Schedule B & S) and hit the Go bu on. On the next page enter your FRN and password and then click the Prefill CORES Data bu on. 5

6 Fill Out the 312 Main Form Enter a basic descrip on such as this. This sec on will be prefilled with your CORES informa on. Add addi onal informa on as needed. 6

7 Saving Your Work Scroll down the page un l you see the below bu ons at the bo om. Click on the Validate bu on. The Validate bu on saves your progress. Saving o en through the process is highly recommended. The below popup will appear when you Validate your progress. You can click OK and you progress will be saved. If you instead receive a message informing you that the system cannot validate your response, follow the instruc ons to the missing data points and update your answers as necessary and revalidate. 7

14 Part 1 E1: A short name that identifies the site. E2: Name of the person taking responsibility for the antenna. E3: Street address where the antenna is installed. E4: Zip code where the antenna is installed. E5: Callsign: (Most likely this will be blank.) E6: Phone number of the person responsible for the antenna. E7: City where the antenna is installed. E8: County where the antenna is installed. E9: The state where the antenna is installed. E10: The area that the antenna will be used (city/state). E11: Latitude of where the antenna is installed. E12: Longitude of where the antenna is installed. E13: Format of the entered coordinates (NAD 83 is preferred). E14: The elevation of the location where the antenna is installed. Note: The FCC will also accept coordinates in WGS84, which is the standard Google Maps and Google Earth use. If you wish to submit Google Earth coordinates instead of NAD-27 or NAD-83, select NAD-83 and then create a one page exhibit that includes all the relevant informa on. (If you hover your mouse over your antenna/site on a map in Google Maps/Earth the program will display the coordinates for that loca on.) You can upload your exhibit, preferability as a pdf, by clicking the a achment bu on on ques on E15 (next page). 14

15 Part 2 The numbers in the colored arrows give the order of operations. Con nue by answering the ques ons E15 through E20 by picking the selec ons that apply to your situa on. Then save the entered informa on by clicking on Next, click on A Note on E18 - The FCC has granted a waiver of the frequency coordina on for receive-only registra ons during the C-band freeze. 15

16 Points of Communications Select PERMITTED LIST (pre-selected). This includes all U.S. authorized GSO satellites. If there is satellite that will be used permanently, select the name on the list. You can also enter addi onal satellites here by using the Add bu on. The corresponding informa on will be loaded automa cally into items E21-E24. Click Validate to save the data. Click Previous. This takes you back to the previous page. At the bo om of the page this me click 16

17 E28: Use an ID to iden fy the antenna. For example ABC-1. E29: Number of antennas (mul ple antennas within one second of longitude and la tude can be registered together). E30: Manufacturer of the antenna. E31: Model of the antenna. E32: Diameter of the antenna. E33: Diameter Minor if the antenna is parabolic. If circular, this value is the same as E32. E34: Diameter Major if the antenna is parabolic. If circular, this value is the same as E32. E35: Height of the antenna from local ground level. E36: Height of the antenna from mean sea level. E37: Height of the building, if antenna is installed on a building. Enter zero if none. E39: Height of antenna from the building or roof that it is installed on. Enter zero if none. 17

18 Don t forget to Validate to save your data o en. Next, click on 18

19 Antenna Gain E41: Enter the receive gain of the antenna. E42: Enter the receive frequency. Click Validate to save the data. When done, click Previous. Click Frequency this me. 19

20 Frequency E43: Enter the lower frequency of the band. E44: Enter the upper frequency of the band. E45: Select R (Receive). E46: Select the desired polariza on. Selec ng Linear and Circular will cover everything. E47: Enter the Emission Designator of the carrier. See next page. Leave E48 and E49 empty. E50: Enter the type of data you receive. Click Validate to save the entered data. When done, click Previous. Click Frequency Coord this me. 20

22 Frequency Coordination As a part of the C-band freeze and the corresponding Receive-Only registra on window, the FCC waived the coordina on requirements for C-band Receive-Only registra ons for a limited me. You have the op on of including a frequency coordina on report in order to obtain protec on from fixed service microwave transmissions. The below example is for registra on without frequency coordina on. Input the same frequencies you entered in E43 and E44. Select Geosta onary for E51. Fill in your frequencies for E52 and E53. Fill E54 and E55 with the Arc info that is needed.* Keep W (West) selected. Fill E56 and E58 with the Azimuth informa on of the Arc.* Enter 5 at E57 and E59. Leave E60 blank. Click on Validate to save the informa on. If in POINT OF COMMUNICATION, instead of PERMITTED LIST, a satellite is selected then Azimuth and Eleva on should be calculated for that par cular satellite from a different source. There are numerous online calculators that will calculate this, such as Intelsat does not recommend a par cular tool. * If you need assistance with these calcula ons (the arc, azimuth, etc.), contact ROReg@Intelsat.com 22

23 Filing the 312 and Schedule B Step 1: Click menu at the bo om of the Frequency Coordina on page. This will take you to a list of your dra applica ons in IBFS. Step 2: Click/select applica on to file. Then at top of page click File a Form. EARTH STATION AUTHORIZATIONS MAIN FORM Prepopulated text from the text you entered on page 6 of this guide. Step 3: Click Ok to file. You will then receive a confirma on page containing the Applica on Submission ID number. Save this for reference and to iden fy applica on for payment. 23

24 Congratula ons! You have filed the Form 312 and Schedule B. In addi on to these forms, if applicable, you will need to pay a filing fee. 24

25 Payment of the Application Fee - Form 159 Close out the confirma on page by clicking on the Return to Main Menu bu on. A er you have completed the Form 312 and Schedule B you will need to pay the associated fee in order to complete the applica on. Select the applica on you just filed and click on the Form 159 Menu and then select the applica on you wish to pay for. Click on Con nue with Form 159 and follow the payment instruc ons. You will be prompted to log in with your FRN. Fees can be remi ed to the FCC in numerous ways, including credit card. 25
