Traktorowa Łódź VAT: Regon: Contract granting procedure Pursuant to art. 3 sect. 1 items 1-5, 7 of the act of 29th January 2004 The Public Procurement Law (Off. J. of 2010, no. 113, item 759 uniform text, as amended). 3. Title of the project within III Priority Axis of the Regional Operating Programme of the Łódź Province Increasing competitiveness of ORBUD TRADE by investing in innovative solutions in hosiery techniques. 4. 2 5. Description of the subject of the procurement The subject matter of the order is purchase of 6 flat knitting machines: 1. A flat knitting machine 7gg with Ascon or equivalent technology, computer controlled 2 pieces Machine main parameters: - needles 7gg - number of working systems between 2 and 6-2 working beds - manufacturing options: jacquard, intarsia, fully fashion A detailed description of the required Ascon or equivalent technology has been included in schedule no Method for calculating the price a) The ordering party shall accept gross price in PLN as provided by Contractors. b) The Ordering Party shall round the results to two decimals. c) The offer which scores the higher number of points granted according to the criteria provided shall be deemed most advantageous. 7. Description of criteria the Beneficiary shall use when choosing the best offer together with importance of particular criteria and offering method. Compliance with to all below mentioned criteria in respect of access and choice shall be assessed on the basis of the information provided in the submitted bid and other bidder's documents accompanying the offer. During examination and assessment, the Ordering Party may request from bidders explanations regarding the offer and documents submitted and may request any bidder to supplement the documentation. The Ordering Party has established the following criteria and their importance that shall be considered at bid assessment: 1. Assessment according to the access criterion. The Ordering Party shall assess if the offered machines have equipment and parameters described under item 5 of the Procurement, and in particular if the meet the requirements regarding the manufacturing technology (a description in schedule no. 1). 3

4 The criterion shall be assessed on the basis of the information included in the submitted offer and accompanying documents on the basis of the "meets does not meet" formula. Scoring: Maximum number of points to be scored: 1 assessment "meets" = 1 point, assessment "does not meet" = 0 points Bids which score 1 point according to the access criterion shall be assessed according to the selection criterion. 2. Assessment according to the selection criterion: Bid price: criterion rank 100% Maximum number of points to be scored : 10 Scoring within the criterion: The bid price criterion (C) the offer shall be valuated using the following formula: C = ( Cmin / Cb) x 100% x 10 where: C - bid price, Cmin the lowest bid price among the offers considered, Cb price of the assessed bid The ordering party shall accept gross price in PLN as provided by Contractors. The bid offer shall be a value expressed in monetary units which the Ordering Party shall be obliged to pay the Contractor for the subject matter of the procurement. Should the bid price be provided in EURO, the average exchange rate of PLN to EUR for converting the procurement value into PLN shall be 4,0196. The average exchange rate has been defined pursuant to art. 35 sect. 3 of the Public Procurement Law. The ordering party shall accept for assessment the total bid price as provided by the Contractor. 4

Deadline for procurement completion The required deadline for order completion shall be 31 st December Any offers whose performance date exceeds the aforementioned date shall not be considered. 9. Description of the method for preparing bids, place and date of submitting and opening the bids. 1. Submitting a bid as a response to this procurement notice shall be identical to submitting a declaration that the bidder complies with the abovementioned criteria. 5

7 SCHEDULE NO Devore or equivalent technology The Devore or equivalent technology involves manufacturing hosiery from two yarns: the binding one and the motif one. The binding yarn is present in all loops. The motif yarn is thicker and clearly distinguishes itself against the binding yarn and is only present in selected loops of a pattern. This results in knit comprising single loops and double loops made from two yarns. A pattern appears on the knit surface which imitates lace or openwork. Making knit in this technology using a flatbed knitting machine requires a replacement of standard cams in the knitting machine lock with special cams. The cams are replaced only in two binding systems. Knit is made using the technology of pulling by incomplete push (pulling with locked needle). 2. Ascon or equivalent technology Special measuring equipment of Ascon or equivalent type measures the length of the yarn incorporated in the knit and should compare it to the setpoint and introduce appropriate correction in the knitting machine setting parameters. This operation should be executed automatically during the knitting machine work. In a machine equipped with such a device an accidental change of work pattern is minimal. This is of special importance in case of smooth knit in order to reduce and eliminate horizontal stripping. Horizontal stripping appears on smooth knit, when the yarn length difference in loops between subsequent rows is ca. 5%. Active measuring equipment allows to obtain uniform structure of knit, reduces horizontal stripping and allows calibration of adjusting gear, which is subject to wear and tear, in the knitting machine. 7

8 3. Positive feeding gear Specialist feeding equipment is used to feed yarn to the knitting area in the machine. This gear: unwinds the yarn feeds a prepared section of yarn to the knitting area under fixed, continuously adjusted tension. 8
