1 1. APPLICATION PROCESS 1.1 Is it possible for a candidate to apply for a Gaming Hall as an individual and at the same time as a member of a consortium? Each candidate is free to choose between an individual application or an application within a consortium. However, in the case of multiple applications by the same candidate, only one will be taken into consideration. 1.2 Can someone apply for a Gaming Hall to be operated by someone else? The application can be submitted by any individual or legal entity and will be assessed based on the applicant details. However the applicant is obliged before the assessment process to state whether he or another person will be responsible for the Gaming Hall operation. The Operator will be assessed separately and approved before contract signature. 1.3 Is the age limit of 60 years absolutely binding or there may be exceptions (e.g. 64 years)? The age limits are legally defined, therefore are binding. However this limit is binding for the Gaming Hall Operator of the store, not for the partner. If partner and Operator is the same person, the age limit should be observed. 1.4 Is it mandatory for a candidate to set up a company? It is not required to set up a company for participating in the call, nor for acquiring a Gaming Hall. 2. SELECTION PROCESS 2.1 What are the selection criteria? Partner is evaluated and selected according to commercial criteria. Gaming Hall Operator must comply with the regulation requirements e.g., age 25-60, Greek resident, secondary education certificate etc. In addition, the Operator must succeed in the qualitative assessment. 2.2 What will be the selection criteria of one interested candidate over another applying for the same location? In the selection process candidates will be ranked according to the result of the qualitative assessment. Higher-ranked candidates will have priority over lower-ranked candidates. 2.3 Which candidacy will be preferable - consortium or single applications? The selection process is based on qualitative assessment rather than the type of the entity of the applicant. Everyone is assessed based on the same criteria with no priority due to the type of application.

2 3. GAMING HALL LOCATION 3.1 Do the Gaming Halls need to be isolated from other businesses? According to the regulation, Gaming Halls must be standalone shops not connected physically to other businesses. 3.2 Can an Operator recommend a location for a Gaming Hall? Yes, an Operator can recommend a location during the qualitative assessment (interview). 3.3 What is the number of VLT machines to be installed in each Gaming Hall? According to the legislation, each Gaming Hall can have up to 25 VLT machines installed. 3.4 Can a gaming Hall owner participate in the construction of Gaming Hall if it is not yet complete? In order to ensure consistency and high quality of construction for all Gaming Halls, the stores look and feel needs to be uniform as the HGC approved one. Moreover, in order to take full advantage of negotiated preferential prices with the construction companies and material suppliers, the Gaming Hall owner cannot alter the design or participate in the construction. 3.5 Is it possible to intervene in the interior decoration of the Gaming Hall? No, the Gaming Hall s interior design has already approved by the Hellenic Gaming Commission (HGC). 3.6 What are the minimum space requirements of a Gaming Hall? The store should be legal and characterized as a space for commercial use based on the city urban planning. Minimum area 115sqm. 3.7 Is a candidate allowed to apply for a Gaming Hall in any region? General rule is that anyone can apply anywhere, however, during the qualitative assessment knowledge of the local market is considered an advantage. Local knowledge is an important factor for successful operations and high-quality customer service, once the Gaming Hall is up-and running. 3.8 Can an Operator be forced to accept a location that he does not want? No, the location has to be agreed by both parties OPAP and the GH owner. 4. GAMING HALL FINANCIALS 4.1 What is the investment needed? The investment for the construction of Gaming Hall is VAT included, depending on size of Gaming Hall. 4.2 Is the investment negotiable?

3 No the investment is non-negotiable since preferential prices are ensured across cost items, from Gaming Hall construction till equipment. 4.3 When does the GH owner need to pay the first installment? An initial installment of forty thousand Euro ( ) is required on contract signature. Payment of the remaining amount, relating to construction cost, should be completed when the construction of the Gaming Hall is finished and post OPAP s notification to the partner for the final amount to be invoiced. 5. GAMING HALL OPERATIONS 5.1 Who is responsible for technical issues in the Gaming Hall? OPAP will provide all necessary support for or any kind of technical issues related to the VLTs operations. 5.2 Who is responsible for covering potential damages from use of equipment? The owner is responsible for the proper care and maintenance of all equipment in the Gaming Hall. Any damage caused by customers improper use is the Operator s responsibility. 5.3 Who is responsible for games selection? OPAP is monitoring the performance of each game and will optimize game selection for each Gaming Hall. OPAP expects from the Gaming Hall Operators to provide feedback for the selected games (e.g., customer preference). 5.4 Are Gaming Hall Operators going to be trained? According to the OPAP policy, Gaming Hall Operator and all staff will receive appropriate training from an authorized group created exclusively for this purpose. 5.5 Can a GH owner recruit staff through OAED programs? The Game Hall owners can submit corresponding applications. 5.6 Who pays for the security of a Gaming Hall? The GH owner is solely responsible for the security of the Gaming Hall and all of its equipment. All Gaming Halls will be equipped with security cameras and alarms. It is at the discretion of the Gaming Hall owner to ensure any additional security measures. 5.7 Who will be responsible to answer clients complaints about malfunctions and handle disputes? The primary contact for customer complaints is the Gaming Hall Operator and his/her mandated employee on site. All complaints and disputes must be logged as per standard operating procedures defined by OPAP and required by law. OPAP will provide all the necessary support to address customer disputes.

4 5.8 When can the player cash out? The player can cash out at any time. According to the regulation amounts over are paid in the declared player s bank account, while for amounts up to the cash out can be made directly into the Gaming Hall 6. CONTRACT AND REGULATION 6.1 What is the duration of the contract? It is equal with the duration of the concession contract between OPAP and the Greek State that is now 10 years. 6.2 What happens if the consortium structure needs to change? Any changes in the consortium structure must be approved in writing by OPAP throughout the whole term of the Gaming Hall contract. 6.3 If a candidate GH owner decides to start a Gaming Hall by himself is it possible to turn the business into consortium later? Any changes in the ownership structure must be approved in writing by OPAP throughout the whole term of the Gaming Hall contract. 6.4 May the operating hours of Gaming Halls be flexible? According to the HGC regulation, the operating hours of Gaming Hall are within the limits from 10:00 to 2:00 of the next day, or, on Fridays, Saturdays and national holiday eves, from 10:00 to 4:00 of the next day. A Gaming Hall shall be allowed to operate, due to local festivities, seasonality and national holidays, on a 24-hour basis for a maximum time period of fifteen (15) days annually, following the Communication/Approval from OPAP and Notification of the HGC. 6.5 What are the restrictions in terms of drinks / snacks / refreshments? According to the HGC regulation (article 41, par. 8) Within the Certified Venues, the distribution, selling and/or consumption of alcoholic beverages having an alcoholic strength by volume of less than or equal to 15% vol. shall be permitted. Snacks will be provided through vending machines 6.6 Do people working in Gaming Halls require the same level of certification as the Gaming Hall Operator? The Operator is certified together with the Gaming Hall and bears the full responsibility for complying with the law towards the Authorities and towards OPAP. Other employees do not need to be certified. 6.7 What information is required for the Player Card? According to the VLT regulation, the Player Card must include as minimum name, ID number or valid passport, date of birth and home address.

5 7. Games 7.1 Which are the manufacturing companies of the Slot Machines found at the PLAY stores?
