Representatives from the Office of Vital Records will provide information about factors that are influencing operations, discuss workforce considerations, and engage participants in creating a shared vision for the future. This session will incorporate presentations with small group interactive exercises, and discussion. Customers look for consistency as they interact and purchase either products or services. In this session we ll discuss the meaning of consistency in preparation for the week s sessions. 1:30 pm to 2:00 pm District Chairs (report on goals/consistencies) 2:00 pm to 2:30 pm Vendor Break This session will build upon the previous Building Consistency session. Each District Chair or their representative will give an update on what their district goals are for Districts should plan a project or projects designed to encourage consistency within their district/offices. At the 2019 conference, each district will report back on their progress over the year. 2:30 pm to 4:00 pm Torrens Panel Wayne Anderson, Kimberly Brzezinski, Kathy Conlon, Doug Hansen, David Meyers, and Robert Russell A panel of five Examiners of Title and Registrars will suggest solutions to everyday problems Registrars encounter in administering Certificates of

Bring your toughest questions to stump the panel! 7:00 am to 8:30 am Breakfast 8:00 am to 3:00 pm Registration Wednesday - June 13 8:30 am to 9:30 am Torrens Update on Modernizing Land Records Susan Ledray 9:30 am to 10:00 am Vendor Break Over the past year, the Legislative Committee of the MSBA Real Property Section has gathered information about use of land records from a diverse group of stakeholders, and learned more about land records in other countries. A summary of findings, trends, challenges and opportunities will be presented. 10:00 am to 11:00 am Hennepin County Recording Manual, Demo, and Discussion - Charlene Friedlein and David Harvey Hennepin County s recording manual includes general policies, a glossary, recording software tips, and an A-Z list of recordable documents. Over the years, it has evolved from a series of paper printouts in binders to a knowledge based intranet site using SharePoint. This session will demonstrate how staff use the recording manual on a daily basis and how resources are organized 11:00 am to 12:00 pm Records Begin With Recorders Scott Moore We all understand the function of the Recorder s Office. Sometimes what s missing is the Why? This session will discuss why the functions of the Recorder s Office are important and what would happen in a world without document recordation. 12:00 pm to 1:00 pm Lunch with Vendors Organized by Rick Kvien 1:00 pm to 2:30 pm The Future of the Public Land Survey System in Minnesota - Pat Veraguth How many Public Land Survey System (PLSS) corners are in your county? How many PLSS corners are certified in your county? The Minnesota Association of County Surveyors (MACS) has taken the first step toward remonumenting all the PLSS corners in the state; all the corners, and all the certified corners, have been counted. The next step is to find a way to remonument the remaining corners. MACS has formed a committee to find 2

Goal: to provide more consistency for our customers. This will help our customers by not having different procedures in each county. This exercise will be done by district. Please encourage every person in your district to participate. Points will be awarded for consistency and team work. Thursday - June 14 Retiree Day 7:00 am to 9:00 am District Breakfast Roundtable Discussions 9:00 am to 10:30 am Simplifile Behind erecording - Karl Trottnow 10:30 am to 11:00 am Break An in-depth demonstration of what your submitters see when E-recording. This will include how a submitter gets enabled to submit to individual counties, what it looks like when preparing a package to be submitted and what they see when a package is recorded as well as rejected. 11:00 am to 12:00 pm Legislative Update - Amber Bougie, Betti Kamolz & Troy Olsen 12:00 pm to 1:00 pm Lunch with Retirees Betti and Amber, the Co-Chairs of the MCRA Legislative Committee, along with Troy, MACO/MCRA/MACATFO Legislative lobbyist, will provide an update on the bills signed into law in this past session which impact the work of the Recorder/Registrar. They will also share our legislative plans and what we might expect in the 2019 session. Questions and suggestions will be welcomed and encouraged. 1:00 pm to 2:30pm Understanding Inconsistency - Becky McCann 2:30 pm to 3:00 pm Break 3:00 pm to 5:00 pm Business Meeting 5:00 pm to 6:00 pm Dinner 6:00 pm to 9:00 pm Casino Night In this session participants will get a better understanding of the different worlds we each live in and the consistencies and inconsistencies our industry works with. 3

4 9:00 pm to 10:00 pm Auction Friday June 15 8:00 am to 9:00 am Breakfast 9:00 am to 10:00 am Sovereign Citizens Mary Ann De Groot, Bev Bauer & Rick Kvien 10:00 am to 11:00 am MACO Forum - Kris Basillci 11:00 am Box Lunch to Go This session will detail public officials first hand encounters with sovereign citizens. Panel members will explain how each one was handled. Also tips on how to interact with sovereign citizens will be provided. Questions and feedback from the audience is welcomed. As part of the MACO Web Committee s mission to improve and modernize the MACO website, the committee works continuously throughout the year to achieve those goals. A quick review of various updates and changes will be given during this session. This is also the time for asking questions or expressing concerns about the site. 4

5 Selected Session Biographies Kari Aanenson is a lifelong resident of Norman County. She has worked in the Recorder's office since July 1980 and has served as County Recorder since Kari has been on MCRA Education Committee for over 8 years and has been the MCRA Historian since Wayne D. Anderson has been the Examiner of Titles for Ramsey County since being appointed by the Judges of the Second Judicial District in December Wayne is a 1990 graduate of the University of Minnesota Law School and was engaged in the private practice of law in Stillwater, Minnesota until accepting the position of Acting Examiner of Titles in February Wayne had been serving as a part-time Deputy Examiner of Titles since his appointment in August He is a Board Certified Real Property Specialist, a member of the Real Property Council, a member and past chair of the Minnesota Examiner of Titles Association, a member of the 2nd District Ethics Committee, past president of the Washington County and 19th District Bar Associations, and has lectured throughout the state on real estate title and conveyancing matters. Kristine Basilici was appointed Recorder/Registrar of Titles for Carlton County on January 1, Kris began her career with Carlton County, in the Auditor s Office, on March 18, She has served on the MACO Board and as the 2008 President of MCRA. Currently, Kris chairs the MACO Web Site Committee, serves on the MCRA Legislative & Torrens Committees, and is currently serving as Chair for MCRA District 2. Kris received her degree in Philosophy & Ethics, and a degree in English from St. Catherine s University and is a member of the Phi Betta Kappa Society. Bev Bauer has worked for Houston County for 40 years as of December 31, I was elected to my first term as County Recorder, January 1, 1999 and have been the Recorder ever since. Several times in the years that I have worked in the County Recorder s Office, we have encountered Sovereign Citizens from different groups. The last one, however, was so persistent that we filed charges, and he pled guilty. Fillmore County had issues with the same individual, also filed charges and he also received a guilty plea there. 5

6 Amber Bougie is the Chief Deputy Recorder for Hennepin County and has held that role since She has been an active member of the Minnesota County Recorder s Association and currently serves as a Co-Chair of its Legislative Committee. Amber is a licensed Minnesota attorney and a graduate of the William S. Richardson School of Law at the University of Hawaii. Much of her legal practice in Hawaii included representing and advising clients on real property and probate matters. Kimberly Brzezinski serves as the Examiner of Title for St. Louis County. She is a Real Property Specialist certified by the Minnesota State Bar Association and chairs the Real Property Section of the 11th District Bar Association. She is also a member of the Northeast Chapter of Minnesota Women Lawyers. Kimberly formerly served on the Board of Directors for the 11th District Bar Association, as treasurer of the Northeast Chapter of Minnesota Women Lawyers, and as chair of the Board of Directors for REA3D (Rails Endowment for Academic, Art and Athletic Development). Additionally, she has taught real property law at the University of Wisconsin-Superior and is a lecturer for Minnesota Continuing Legal Education. Kathy Conlon was appointed the Nicollet County Recorder in 1984 to fill out the unexpired term of Lorana Holmquist. After a successful campaign Ms. Conlon was elected to the position effective January 1, Kathy is a past MCRA President and MACO Board member. She has participated in the following MCRA committees: Conference Planning, Legislative, Torrens, PREP, Future, E-counties; and was a District 8 chairperson. Kathy has been honored with the Recorder of the Year Award and the MACO Honor Roll. Molly Mulcahy Crawford (MBA) is the State Registrar for the Minnesota Department of Health, Office of Vital Records. She oversees the statewide system, MR&C, to register, certify, and report vital events, which include births, fetal deaths, and deaths and the legal certificates issued to families. She and her team work to inform public health and improve lives one record at a time. Molly also serves as a board member on the National Association of Public Health Statistics and Information Systems and various workgroups with the CDC s National Center for Health Statistics. Charlene Friedlein is the Training and Employee Development Coordinator for the Hennepin County Recorder/Registrar of Titles Office. She is responsible for managing and maintaining all policies and procedure documentation including the Hennepin County Recorder/Registrar of Titles Policy Manual. She is also the lead for training, employee development, workforce planning, and project management. In addition to her current role, Charlene has been an Administrative Supervisor with Hennepin County Recorder/Registrar of Titles office overseeing document recording and customer service and the Hennepin County Auditor s Office managing property 6

7 tax collection. She has over 30 years of land use experience in both public and private sector. She is certified in Franklin Covey Project Management and active in the Hennepin County Facilitation Network. Doug Hansen is the Recording Supervisor within the Customer Services area in Land Services. He was promoted to the position in 2013, and is responsible for managing the county recording program which includes the maintenance of over 20,000 Certificates of Title. More recently he also has taken on management of the 911 County Addressing program and GIS activities within Land Services. Doug has worked with Crow Wing County for over 16 years beginning in the County Auditor s office as a GIS Specialist, where he was responsible for the maintenance of the GIS parcel mapping and tax roll records. Prior to starting in the Recorder s office in 2013, Doug was the GIS Coordinator at the county. Doug Hansen received his BS degree in 1999 from University Wisconsin Stevens-Point. He has participated in the Brainerd Lakes Chamber Leadership, the Lakes Area in Doug also served on the Minnesota Statewide Geospatial Advisory Council in 2012 and Doug is actively involved as a committee member of MACO website committee and MCRA s Torrens and Communications and Technology committee. Doug lives in Nisswa, Minnesota with his wife and two children. David Harvey has worked in the Hennepin County Recorder s Office since 2006 in various positions, currently as an Administrative Assistant. He has been a member of the Recorder/Registrar of Titles Policy Manual Team for over 7 years and is a SharePoint Site Owner for the manual. Previously, David was the Deputy Auditor for Real Estate in the Story County, Iowa Auditor s Office and a caseworker in the office of U.S. Senator Tom Harkin before he moved to Minnesota. David has a BS in Political Science and History and Master s in Public Administration from Iowa State University. Betti Kamolz has worked in the Brown County Recorder s office since 1980, and was appointed Chief Deputy/Registrar of Titles in Upon the retirement of Tom Weilage in April of 2006, she was appointed Recorder/Registrar of Titles. She ran for office and was elected for the position in November of 2006, 2010 and The Brown County Recorder s office also manages vital records, marriages and passports. She has been a past MCRA President and MACO Board member, and is currently on the MACO Web committee, MCRA Communications and Technology committee and Co-Chair of the Legislative Committee. 7

8 Rick G. Kvien was Roseau County Recorder from From he was a contracted employee at the Boeing Apache Helicopter Factory in Mesa Arizona doing an internal audit. After that contract was completed Rick was one of the managers at Lowes in Apache Junction Arizona. From 2009 to the present he has served as Steele County Recorder in Owatonna Minnesota. He graduated from Thief River Falls Minnesota Technical College in Sales and Marketing. Susan Ledray was appointed Examiner of Titles for Hennepin County June 1, She was a deputy examiner of titles from Susan worked for the MN Courts 15 years as the Sr. Manager of Self Help Services, with additional assignments in Family Court, DASC and as a Housing Court Referee. Currently on the MSBA Real Property Section Legislative Committee, she is a past chair of the HCBA Real Property Section and Hennepin County Title Standards Committee. Susan has a law degree from the University of Minnesota and a Master s degree in Business Administration from St. Thomas University. Becky McCann was Deputy Recorder of Jackson County from 1995 to Since 2003, she has been the County Recorder of Jackson County. She is currently the MCRA President and MACO 1st Vice President. Mark McCann has worked for nearly 38 years with DuPont Pioneer as Assistant Plant Manager and a Business Consultant. He is certificated as a 6 Sigma Green Belt and Lean Practitioner and as a Continuous Improvement Manager. 8

9 David Meyers is an attorney with Rinke Noonan in St. Cloud. He is the Examiner of Titles for Sherburne, Mille Lacs, Roseau, Kittson, Marshall and Wilken Counties and the Deputy Examiner of Titles for Stearns, Benton and Koochiching Counties. David has been appointed to the Title Standards Committee of the Minnesota State Bar Association. His article entitled Parsing Minnesota: A History of the Original United States Public Land Survey System in Minnesota in the April 2017 issue of Bench & Bar has received critical acclaim. Scott Moore is vice president of sales for Fidlar Technologies and has been with the company just over 14 years. From March 2004 to July of 2005, Moore served as Director of Business Development leading the marketing and planning of Fidlar's private sector products; Laredo, Tapestry and AVA. From that position, he was promoted to Vice President of Sales. Moore served on the Board of Directors of the Property Records Industry Association (PRIA) from and remains a member to this day. He is also a member of International Association of Government Officers, the American Land Title Association (ALTA) and the Association of Title Information Management (ATIM). Prior to joining Fidlar, Moore spent 11 years in management positions for an Iowa based computer hardware manufacturer where he established reseller channels in 37 countries. He attended Illinois State University and holds a degree in computer programming. Troy Olsen joined Ewald Consulting in March 2015 as government relations consultant. Previously, he worked for Public Affairs Company, where in addition to other accounts, he was primarily a state coordinator for Hunting Works For America program promoting the economic benefits of hunting and recreational shooting in Arizona, Utah, Oregon and Colorado. Troy also has 20 years of staff experience at the Minnesota House of Representatives. He graduated from the University of Minnesota, Morris with a B.A. in Political Science and a B.A. in Social Science. Robert L Russell graduated from the University of Minnesota Law School cum laude in 1979 (Gustavus Adolphus College undergraduate degree summa cum laude 1976). He has been practicing in Fergus Falls since Certified as a Real Property Law Specialist by the Real Property Section of the Minnesota Bar Association 1991 to present, Robert has been the Examiner of Titles for Otter Tail County 1994 to present, a member of the Minnesota State Bar Association s Title Standard Committee 1998 to present, and a co-chair of it 2016 to present. As co-chair he has also been on the Real Property Law Section Council of the Minnesota State Bar Association, 2016 to present. 9

10 Karl Trottnow joined Simplifile in 2017 as County Account Manager. In this role, Karl s main objective is consistent improvement of a recording jurisdiction s e- recording experience. Prior to joining Simplifile, Karl work for more than 25 years in the title industry where he was responsible for the expansion of e-recording capabilities, oversight of the corporate recording fee calculator as well as the billing and audit functions of the national recording department. Karl has been a member of the Property Records Industry Association (PRIA) since 2008 where he has co-chaired the erecording Business Requirements work group and contributed to numerous PRIA committees. He has been a presenter at PRIA, American Land Title Association, Mortgage Banker Association, Michigan Land Title Association, Arkansas erecording Commission and Ohio Recorders Association. Patrick D. Veraguth has been in the Surveying industry for 25 years, 20 years for Winona County and 5 years currently with Douglas County. Pat is very passionate about Remonumentation. Pat has certified hundreds of corners in his career. As current Minnesota Association of County Assessors past-president, he is working towards establishing a County Surveyors in every county in Minnesota and remonumenting all the Section corners in the state. 10
