2 DAN CHANDLER August 6, 2017 Mr Ron Holifield Via . Dear Mr. Holifield: I am writing to apply for the City Manager position with the City of Bozeman. I am currently serving as Assistant County Administrator for Clackamas County, Oregon. Because Clackamas County has a large urban unincorporated area (120,000+), we function like a full-service city, providing urban planning, wastewater treatment, a strong parks and recreation program and law enforcement along with a full complement of health, housing and human services. I work with our county administrator on all facets of managing the organization, with a focus on performance management and planning. I have a long career of progressive responsibility in both the public and private sector. I have steadily increased my responsibilities since joining Clackamas County 8 years ago. I have also managed law offices, small businesses and a national conservation organization. My wife and I have run a small business in our local community for 20 years. For the past three years, I have led Performance Clackamas, an effort to restructure our county government using a Managing for Results model, from outcome-based strategic planning to performance budgeting for 20 county departments. This has required careful attention to employee morale, our core values and change management for our 1800-plus employees. The county recently received a Certificate of Acheivement from the ICMA for our efforts. I have a solid understanding of the challenges of growth management. I have led an effort to revise the County s Zoning and Development Ordinance, making it more transparent and eliminating over 150 pages of

3 unnecessary and confusing verbiage. Through our planning process, I have worked to create a targeted investment strategy linking the County s economic development and land use planning efforts with targeted infrastructure investments. In an earlier phase of my career, I represented developers and local governments on complex land use and development issues, serving as project manager for many projects, some of which involved changes to state law I function now as the County s ombudsman on customer service issues, as well as with our fifteen cities. I work with and advise our economic development commission, and represent the County at the regional table as a member of the Metro Technical Advisory Committee. I have good relationships with the county s department directors and elected officials, and believe that almost every county commissioner I have worked with, across the political spectrum, would be willing to provide a recommendation for me. In my earlier years, I worked as a Course Director for Colorado Outward Bound School, leading corporate teambuilding and other courses on the Yampa River. A native Montanan, I have deep roots in the community. My family homesteaded near Gallatin Gateway 103 years ago, my parents are MSU grads and my daughter was born in Bozeman. I most recently lived in Bozeman in the early 1990s and regularly visit family and friends there. I moved away only to support my growing family. I believe my work ethic and passion for public service, coupled with my background and organizational skills would serve the City of Bozeman well. I am very excited about the opportunity to serve the citizens of Bozeman, and think I would be good fit with the community, staff and elected officials. I look forward to hearing from you.
