(Albert Einstein) One of my first college professors said this many years ago and I have often reminded myself of this and found myself quoting this to my own kids. This is true of our efforts to provide continuing education as well such as our upcoming Fall Professional Development Conference on October 16-18, For those of us who have attended trainings and conferences many times you most likely have attended looking for answers or help in issues that you are currently dealing with in your office regardless of the amount of information shared. You plan to bounce ideas off the group in order to go back home and put into practice some of those things you learned. If I end up with 3-4 things like this, then I consider this time well spent. I hope that through this year s conference you find answers to those questions you are looking for. We believe we have put together topics that are thought-provoking with well-informed speakers coupled with some refreshing new formats. Again this year we join with our sister state organization, TAPP. TAPP is sponsoring the NIGP class to be held on Wednesday called Effective Management & Construction Contracts. The first session on Thursday is a new format where we have invited contractors from various industries and sizes to get a first-hand response on why contractors chose to Bid on RFP s. This will be followed by healthy discussion between those of us who write RFP s and those who bid. We will again discuss some of the hotter legislative topics and will present a live webinar on Evaluating Costs. We look forward to a presentation on technology to include some information about websites. At the end of the day Thursday, we will have our 4 th Quarter ETPA Membership meeting where we will be voting on a slate of 2014 Officers. Friday s sessions will be presented by the State of Tennessee and cover their new Smart Shop program and talk about some significant changes to some specific state contracts. We should have registration set up on-line by the time this newsletter comes out. Registration options include you participating in our entertainment for the conference by attending a Dinner/Show next door at the Smith Family Theatre Wednesday evening. ETPA and TAPP members must register, but their price of admission is free. We must have an attendance number to them before the end of September. 2 2 The Buyer s Flyer 2013 ETPA Officers President: David Griffin Contracts and Procurement Manager Public Building Authority of Knox County & City of Knoxville dgriffin@ktnpba.org David Griffin has been married to his wife Lisa for 22 years. They have 3 children all of which are in high school in Blount County where they live. He has worked for the Public Building Authority of Knox County and the City of Knoxville, Tennessee for 12 years. David s duties include managing all Property Management procurement and contracts. David received his Bachelor of Arts degree in Anthropology from the University of Tennessee, Knoxville in (While taking Forensic Anthropology classes from the internationally renowned Dr. Bass David wanted to pursue a career in Forensics but decided Public Procurement was more interesting.) After graduation David worked for a private sector facility-support company bidding and negotiating contacts for 10 years until he swapped sides. David s role at PBA began as a manager of contracts and quality control but his duties have also included roles in parking management, project management and facility management. He has been a member of the National Parking Institute (NPI), is also currently a member of the Building, Owners and Managers Association (BOMA) having served in most all leadership positions including as a Board Member, Vice President in 2005 and President in David and his family are active in church where he attends at Mt. Lebanon Baptist Church in Maryville. He has served in various capacities but currently serves as Deacon, Finance Committee Chairman and Middle School Boys Sunday School Teacher. He enjoys staying active in his children s activities and has served as Treasurer and President of several school athletic booster clubs. He is an avid University of Tennessee sports fan and consistently fields a championship caliber Fantasy Football team. Vice President: Mike Reeves, CPPO, CPPB Purchasing Coordinator Knox County mike.reeves@knoxcounty.org Mike has been with Knox County since 1998 in the Purchasing Division. He has held positions of Purchasing Agent and most recently Purchasing Coordinator. Prior to Knox County, Mike spent thirtytwo (32) years in the retail business holding several management positions. J.C. Penney (16) years as a General Merchandising Manager, Store Manager and Buyer, Goody s Family Clothing (1) year as a Buyer for all Denim for the chain and Ira A. Watson Company (15) years as both a Store Manager and Buyer. Mike has been married to Nancy Hegidio Reeves for forty-three (43) years with two married children and five (5) grandchildren. Mike enjoys time with his wife, grandchildren and all UT Sports. He is a deacon at Central Baptist Church. He has held all positions with ETPA as President, Vice-President, Secretary, Membership, minating and Program Chair. He was served as the Chair of the NIGP National Marketing Committee and a previous member of the NIGP Chapter Development. Secretary: Steve Hillis City of Alcoa SHillis@cityofalcoa-tn.gov Steve Hillis is married with two grown children and 3 grandchildren. He is currently Support Services Manager for the City of Alcoa Tennessee. For the last 12 years his responsibilities for the city have included Fleet Management, Purchasing & Warehousing, and Buildings & Grounds. Mr. Hillis received his BS in Education in 1969 and Master's of Public Administration in 1986, both from The University of Tennessee, Knoxville. He has been a longstanding member of both the National Association of Fleet Administrators (NAFA) and National Institute of Governmental Purchasing (NIGP) and he is the only administrator nationally to carry both their top professional certifications. He served as Purchasing Agent for the City of Alcoa for 12 years and served as fleet manager to two cities, Knoxville & Alcoa. He also served as a municipal fleet consultant with the University of Tennessee for 10 years, where he split time as an Assistant Director University of Tennessee Transportation Center (UTTC) and Director of the Institute of Technology Management where he oversaw $20 million research initiatives for the DOD and DOE. With UTTC, he managed several transportation related research projects while on loan to the Oak Ridge National Laboratory. At ORNL his primary responsibility was operational management of three alternatively fueled national research fleets for the Congressionally mandated Federal Methanol Fleet Project. This 1980 s based 1.5 million-mile initiative served as a test bed for many alternative fuel related OEM and retrofit technologies used today. He was recently appointed by Governor Haslam to a 4 year term to his Advisory Council for State Procurement. As the leader of a volunteer project associated with the Blount County Sister City Organization, he is known for sending 2 large nonprofit private libraries to both Penza Russia in 2005 and Tbilisi Georgia in 2012 as people to people humanitarian projects.
3 3 The Buyer s Flyer Treasurer: Lynn Farnham, Roane County Purchasing Agent Roane County lfarnham@roanegov.org Lynn has been the Purchasing Agent for Roane County for eighteen years. Prior to going to work for Roane County, Lynn was the Assistant to the Materials Manager at Baptist Hospital of Roane County (formerly Chamberlain Memorial) where she began her Purchasing Career. Lynn was in hospital procurement for twelve years. Lynn is active in church and community activities in Roane County. She attends Saint Andrews Episcopal Church, she sits on the Board of the Roane County Chamber of Commerce and works with the Roane County Industrial Development Board as a Core Team Member. One of her favorite committee activities is serving on the Roane Alliance Gala Committee which plans the annual fund raiser for the Alliance. Lynn resides in Harriman with her husband Bill and their daughter Katy, a student at Tennessee Tech University. Other members of the family include Lynn s dog, George (a Shih Tzu) and the newest member of the family, the grand-dog Tipsy (a Maltese). Congratulations go to Lynn Majeski, with the City of Oak Ridge! Lynn is the winner of the ETPA Fall Professional Development Conference Scholarship. The scholarship will allow Lynn to attend the NIGP class Effective Management & Construction Contracts at no cost during our Fall Conference next month. In the Spotlight: Knox County The following article appeared in American City and County on August 16, A New Way to Deliver: Knox County Tenn., Utilized Innovative Construction Delivery Tactics to Build a New Elementary School: In the fall of 2010, after meetings with community leaders, newlyelected Knox County Mayor Tim Burchett introduced his plan to build a new elementary school instead of renovating an existing facility. By using non-traditional methods of construction delivery and project financing, Burchett determined the school could be constructed in a timely, cost effective manner. In December 2010, the County was authorized by the Board of Education to release a request for proposal to hire a Developer/Construction Manager at Risk (CMR). The CMR would design, construct and possibly lease back a new elementary school that would initially serve up to 650 students, but could expand to accommodate 850. Due to state legislation, school boards cannot utilize a CMR construction delivery method. Therefore Knox County s Industrial Development Board (IDB), which is authorized to acquire, improve and convey projects that would promote industry and trade within the county, was contracted for these services. As part of the agreement between the Board of Education, the county commission and the IDB, Knox County provided its chief contracting officer as project manager for the IDB, and the county s purchasing division handled administrative tasks. The board of education represented the interests of the school system. In February 2011, The IDB formed a committee to review the six presented proposals for construction. After much deliberation, the city contracted Partners Development to deliver a 90,000 square foot elementary school for a Guaranteed Maximum Price (GMP) of $13.8 million. Construction began in the spring of The CMR approach to construction delivery allows owners to pass construction risk to the developer, as well as any negative carrying costs. The developer is not paid until the project is complete. There are no progress payments, only a lump sum payment of the GMP. This was the first time that a school was delivered using this method in Tennessee. The Carter Elementary school was completed in May, 2013 at which point the IDB issued Partners Development a check for the GMP. The new school was delivered on time and on budget. 5 5 The Buyer s Flyer ETPA S ANNUAL BUSINESS MATCHMAKING & TRADESHOW EVENT RECAP ETPA held another successful Business Matchmaking and Tradeshow Event this year on July 18th at Rothchild s Catering and Conference Center in Knoxville. This year, we changed the pay structure of the event, working to have more paying vendors attend the Tradeshow. This resulted in a GREAT event, with 26 government-related Matchmakers (who attended for free) and 64 registered vendors! We sold premium location tables for the vendor show at a slightly higher cost which generated an impressive response and those spots sold out very quickly. The day of the event was very busy with meetings, networking and good foot traffic coming through the Tradeshow. Following the event we heard from many of the attendees, vendors and matchmakers, all VERY pleased with the event and with the hopes it will continue to happen and grow even bigger. Thanks to our new StarChapter website management, we were able to register everyone and collect all the funds for the event up front, putting the event in the black almost two months before the event. Overall, ETPA raised around $3,000 on the event this year funds that we will now put toward the Fall Professional Development Conference to offer as much education as possible for our members free of charge. 7 7 The Buyer s Flyer 2013 NIGP FORUM RECAP Provided by Terry McKee I, along with about 14 others from Tennessee, attended NIGP s Forum this year in Orlando. There were a total of about 925 delegates this year. NIGP had top-notch keynote and plenary session speakers and the workshops were excellent this year. Some major notes about this year s conference include: Awards bestowed at the NIGP Forum TAPP was recognized for the 25 years that it has been a NIGP Chapter. Certified Public Procurement Officer (CPPO) status was announced for Charles D. Honeycutt, Director of General Services for the Town of Collierville. Spirit of NIGP s Awards were presented to David Nash (Retired in Florida) and Terry McKee (KCDC). Outstanding Agency Accreditation Achievement Awards were given to 21 agencies including these in Tennessee: Hamilton County and Knoxville s Community Development Corporation. UPPCC Agency Certification Awards for having all procurement staff certified were given to 55 agencies including the Nashville Electric Service. The Albert H. Hall award was presented to Louie Moore (City of St. Petersburg, Florida). Distinguished Service Awards were presented to Ken Koester (Unified Purchasing Cooperative of the Ohio River Valley) and Wendy Geltch (Polk State Community College). Pareto Award of Excellence in Public Procurement went to St. Petersburg, Florida. NIGP s Manager of the Year award presented to Brian Smith (Multnomah County, Oregon). NIGP s Buyer of the Year award presented to Theresa Jordan Webb (Hillsborough County Aviation Authority). Small Chapter of the Year is the Copper Chapter. Medium Chapter of the Year is the Tampa Bay Chapter. Maricopa County, Arizona received NIGP s Innovation Award for its reverse auction of services including Dental, Health and Life Insurances. The Measure Up Award went to the Washington State Department of Transportation for its usage of NIGP s free resource (Measure) for tracking savings and efficiency gains. Announcements/News from NIGP Expanded On-Line Course Offerings. NIGP added Contracting for Public Sector Services and Strategic Procurement Planning to its on-line course offerings. Webinar Price Change. NIGP recently changed its price structure for members. w webinars are free to members. Detailed information is available on NIGP s webpage. NSite. NIGP launched NSite to replace its existing discussion lists. Nsite enables participants to exchange files and information in a much more effective manner than with the older version. Lists are in place for various topical areas including chapter leadership, K-12, higher education, technology, procurement issues, diversity, environmental, emergencies and ad hoc discussion groups.
