Dycus, CPA, CFE, CGFM Mr. Dycus recently retired after 39 years with the Office of the Comptroller of the Treasury of the State of Tennessee as the Director of the Division of Municipal Audit where he was responsible for the audits of all municipal governments in Tennessee, as well as conducting investigations related to fraud, waste and abuse in these municipal governments. He holds a BS Degree in Accounting from Western Kentucky University and is a graduate of the Tennessee Government Executive Institute. He is a Certified Public Accountant, a Certified Fraud Examiner and a Certified Government Financial Manager. 10:15 12:00 Internal Controls for Tennessee Cities Tennessee Code Annotated requires each County, Municipal and Metropolitan government to establish and maintain a system of internal controls. This session will explore Internal Controls for Municipal Governments and give participants the best practices for developing and maintaining Internal Controls. Mr. Dennis F. Mr. Pat Hardy, Management Consultant, University of Tennessee Pat Hardy currently serves as an MTAS Municipal Management Consultant in the upper East Tennessee area. He has been with MTAS for nearly 26 years, serving in both the Nashville and Johnson City offices. Prior to this Pat served in the city management profession in the cities of Big Spring, Texas and Blue Earth, Minnesota. Pat holds a Master s Degree in City Management from East Tennessee State University. 10:00 12:00 Dealing With Aging Populations, (part 2) 12:00 Lunch (on your own) 1:00 2:45 Capital Assets and the Modified Approach for Reporting Infrastructure Assets This session will examine how Capital Assets are reported in financial statements and the Modified Approach for Reporting Infrastructure Assets in municipal finance statements. Mr. Alan Major, Municipal Finance Consultant, University of Tennessee Mr. Major started working in the private sector both with public accounting firms and individual businesses after receiving a B.S. degree in Business Administration, with an accounting major, from the University of Tennessee in While working at a CPA firm, I began auditing local governments leading to employment in 1983 with the City of Oak Ridge, Tennessee. First as contract administrator and then as cost accountant, I handled the budget preparation, financial reporting, and accounting for all their public works departments and enterprise funds. In 1986, I started working for the Municipal Technical Advisory Service (MTAS) as a state-wide consultant in utility finance. This work was based on the federal wastewater and clean water acts and involved extensive training of EPA and State officials regarding enterprise fund accounting, rate studies, and revolving funds.

In 1996, he changed responsibilities at MTAS and continues to work as the Municipal Finance & Accounting Consultant in the East Tennessee area. 3:00 4:30 The Carrot Principle, How the Best Managers Use Recognition to Engage Their People, Retain Talent, and Accelerate Performance. 4:30 Adjourn This session will examine a variety of ways to use recognition to create a culture where your employees are happy to come to work, where they strive to do their very best work for your organization and how this culture can be used to reduce turn-over and enhance employee engagement. Mr. Dana Deem, Management Consultant, University of Tennessee Dana Deem is a Management Consultant for the Municipal Technical Advisory Service, housed in the Institute for Public Service at the University of Tennessee. He has been with MTAS for seven years. Prior to coming to MTAS, Dana served the City of Clifton as City Manager, the McKenzie Special School District as Finance Director, and the City of McKenzie as City Recorder/Finance Director. Prior to his career in local government Dana served in the United States Air Force for 21 years before retiring in Dana resides in Carroll County Tennessee, he and his wife Tan-Gee have three grown children and three grandchildren.
5 Friday April 21, :00 9:45 Tennessee Consolidated Retirement System This session will inform participants how TCRS rates are calculated, GASB 68 provisions and actuarial valuations. The presentation will also cover new options that are available through TCRS. MR. Drew Freeman, Director of Outreach, Tennessee Treasury Department Drew Freeman is the Director of Outreach for the Tennessee Treasury Department. He came to the Treasury in 2013 to assist with the creation of the Outreach Division. In his current role, he oversees the Outreach team that travel to, visit with, and educate participating employers on Treasury programs. These programs include the Tennessee Consolidated Retirement System, the State of TN Deferred Compensation Program (401k/457), the TN Stars College Savings Program, and the State s Financial Literacy Program. He also oversees the Treasury s effort to provide comprehensive retirement readiness counseling to TCRS members and Deferred Compensation participants. Though Drew spent his early childhood in North Carolina, he consider himself a Tennessean after moving back to his parents hometown of Elizabethton during high school. He then went on to complete an undergraduate degree at Carson- Newman College in Jefferson City, and a master s degree at the University of Tennessee, Knoxville. Since completing his education, he has had roles in higher education, state government, and the non-profit sector. Prior to coming to the Treasury, he served on the Outreach team for the TN Student Assistant Corporation, the State s agency that administrates the lottery-funded HOPE Scholarship to eligible TN college students. Outside of his professional life, Drew serves on the Board of Directors for YOKE, a mentoring program for middle school students based in Knoxville. In his spare time, he and his wife, Elizabeth, enjoy the outdoors and seeing the country through road trips together. They have set a goal to visits all 50 States and all of America s National Parks. To date, they have visited 44 of the States and 25 of the National Parks. 9:45 10:00 Break

This allows municipalities with limited revenue sources the opportunity to enrich their community with new technologies in lighting, building automation, water management and HVAC systems. Jim Crone is the Mid-South Director of Government and Corporate Relations for the Trane Company working with Municipalities, Universities, School Districts and Hospitals throughout West TN, East AR, and North MS to develop performance based comprehensive solutions for capital improvements and operational efficiencies. Jim has been with Trane since He currently serves on the Board of Directors for the Benjamin Hooks Institute for Cultural Change (University of Memphis), the Jackson State Community College Foundation (Jackson, TN) and the Memphis Chapter of Gift of Life. Jim is an alumni of the 2015 WestStar Class (Leadership Organization comprised of the twenty-one counties of W TN) and is a current member of Delta Leadership Institute (DLI) comprising of eight (8) states throughout the Delta region. Jim received Rotary International s Paul Harris Fellow Award in Jim was born and raised in Memphis, TN; he and his wife Laura live in the small rural community of Eads, TN. They both have multi-generational roots throughout the region going back into the 1800s. Jim and Laura have four adult children and two grandchildren. He and his wife coordinate an in-home Bible fellowship which they have done for close to 20 years.
