1 David L. Norquist is a Partner with Kearney and Company, a CPA firm that provides audit, accounting and consulting services to the Federal government. Kearney and Company is one of the 40 largest accounting firms in the country and is consistently rated as one of the best accounting firms to work for by Accounting Today. David has over 20 years of experience in Federal Financial Management. His career as a federal employee included providing financial management leadership at virtually every level at which the Federal government spends or oversees the expenditure of money. This includes eight years with the Department of the Army working at Army Headquarters, at a Major Command and at a field site; five years as professional staff on the House Appropriations Committee, Subcommittee on Defense; and four years as Deputy Under Secretary of Defense in the office of the Comptroller. Most recently, he served as the first Senate confirmed Chief Financial Officer for the Department of Homeland Security. Mr. Norquist s presentation is From Quills to Queries: the History of Federal Financial Management. Judy Lee, CPA, CGFM is a Senior Auditor for the Financial Management and Assurance team at the Government Accountability Office (GAO). Her areas of responsibility have included financial statement and performance audits of government entities, and most recently standards of internal control for the federal government. Ms. Lee graduated from DePaul University (Chicago, Illinois) and joined GAO in Ms. Lee s presentation is Revision of the Standards for Internal Control in the Federal Government. Patrick P. O'Carroll, Jr. currently serves as the third Inspector General for the Social Security Administration (SSA), having been appointed to that position on November 24, Under his direction, the SSA Office of the Inspector General (OIG) inspires public confidence in the integrity and security of SSA's programs by conducting independent and objective audits, evaluations, and investigations. Mr. O Carroll directs an OIG workforce of 550 auditors, attorneys, investigators, and support personnel nationwide. The results of their efforts can be seen in the OIG's most recent achievements. In Fiscal Year 2013, the OIG s investigators reported over $511 million in investigative accomplishments through SSA recoveries, restitution, fines, settlements, judgments, and projected savings. In addition, the OIG s auditors issued 94 reports with Living In A Digital World Speaker Bios Page 1
2 recommendations identifying more than $658 million in Federal funds that could be put to better use, and over $886 million in questioned costs. And the OIG's attorneys reported over $15.3 million in civil monetary penalties and assessments. Since assuming his position, Mr. O'Carroll has intensified the OIG's efforts to identify and prevent fraud, waste, and abuse in SSA programs through innovative and collaborative approaches to the office's core functions, as well as the management and development of human and technological resources. He is a widely recognized expert on social insurance programs, Social Security number integrity, and critical infrastructure protection, among other issue areas. Prior to his appointment as Inspector General, Mr. O'Carroll held a number of increasingly responsible positions in the SSA OIG organization, including Assistant Inspector General for Investigations and Assistant Inspector General for External Affairs. Mr. O'Carroll also brought to the OIG the benefits of 26 years of experience with the United States Secret Service. Mr. O'Carroll received a Bachelor of Science from Mount Saint Mary's College in Emmitsburg, Maryland, and a Master of Forensic Sciences from the George Washington University in Washington, D.C. He also attended the National Cryptologic School and the Kennedy School at Harvard University. Mr. O'Carroll is a member of the International Association of Chiefs of Police and the Association of Government Accountants. Mr. O Carroll s presentation is Thinking Big: Using Data Analytics to Stop Social Security Fraud and Waste. Robert Rubel, MBA, CPA, CIA, CISA worked five years in the Oil & Gas Industry in Dallas after graduating from UT Arlington in He moved to Austin and worked his way up to a Supervisor in the Texas State Auditor s Office performing A-133 Federal Compliance and the Financial Statement Audits for the State of Texas. In 1992, he moved back to Dallas to join the internal audit department at UT Southwestern Medical Center as Assistant Director, he was promoted to Chief Audit Executive in 1997, and retired from that position in Currently he works in the Office of the City Auditor, City of Dallas. He is a frequent speaker over the last 20 years on numerous healthcare topics, including auditing, operations, and fraud issues. 3 Toni Stephens, CPA, CIA, CRMA is the Executive Director of Audit and Compliance at The University of Texas at Dallas (UTD). She received her bachelor of business administration degree in accounting from Texas A&M University. Toni has more than 20 years in internal auditing experience at UTD. Prior to joining the university, she worked for the Texas State Auditor s Office as an auditor. Professionally active, Toni has served locally and nationally within several organizations. She served as President of the Association of College and University Auditors (ACUA) and has also served on their board, as their professional education committee chair, and as their annual conference director. Toni is a former board member of the Dallas Chapter of the Institute of Internal Auditors, chaired the Certified Internal Auditor program, and has held several key committee leadership positions. She is an advisory board member for the UTD Center for Internal Auditing Excellence and also was on the board of directors for the Texas Association of College and University Auditors. During the academic year, Toni conducts presentations on risk assessment and audit planning to Internal Auditing Education Partnership Program graduate students at UT Dallas. She also works with and mentors internal audit students on audits to provide them with actual audit experience. Honors include: ACUA Excellence in Service Award and Aaron Saylors Memorial Award for Outstanding Contribution to the Dallas IIA Chapter. Ms. Stephen s presentation is Follow the Yellow Brick Road not the Rabbit Hole to an Effective Risk Assessment. Pete Haskel, Executive Assistant City Attorney, Dallas City Attorney s Office heads the General Litigation Section. He is an active member of the Sedona Conference s Working Group on Electronic Document Retention and Production and chairs both the e-discovery/legal Hold Working Group and the Technology Law Section of the International Municipal Lawyers Association. He speaks frequently on technology and litigation issues in Texas and around the country. Pete s career has included stints with the Navy JAG Corps, the New York County District Attorney s Office, the Texas Attorney General s Office, and with law firms. Mr. Haskel s presentation is BYOD Legal Issues. C.C. Gonzalez- Kurz has more than 13 years of experience managing, developing and implementing strategic communications, public relations, branding, marketing, and social media initiatives. In her current role as Public Information Officer with the City of Dallas, C.C. is responsible for leading and implementing the City s social media strategy and training all Social Media Coordinators within each City Department. She anchors and produces videos that are featured on the City s e-newsletters websites and social media. Prior to working at the City of Dallas, C.C. served as Community Relations Manager for Downtown Dallas, Inc., where she was responsible for identifying and developing a comprehensive strategy to increase the public awareness of Downtown Dallas and building strategic partnerships with Downtown stakeholders. C.C. served as the primary contact for all member recruitment initiatives and served as the liaison with the Downtown Residents Council. She supported all social media initiatives and oversaw all website content. Prior to working at the Downtown Dallas, Inc., C.C. developed a comprehensive public relations and marketing strategy for the St. Vincent de Paul Thrift Store of Dallas. She also oversaw all Volunteer and Development Programs. Prior to that, C.C. spent nearly 7 years working as a broadcast journalist. She wrote, edited, and anchored newscasts at KRLD News Radio She also developed segments, coordinated guests, wrote copy, and edited video as a television producer at TXCN. C.C. is a graduate of the University of North Texas. She lives in Dallas with her husband, Jake, 3-year-old daughter, Ava and her Yorkie, Scooter. Shawn Williams has been the manager of Media Relations and Community Affairs for the Dallas Police Department since June of His units are part of the department s Office of the Chief of Staff. In June 2012, Williams was appointed Deputy Chief of Staff by Dallas Mayor Mike Rawlings. In that role, he was the project manager for Rawlings Grow South initiative as well as the Men Against Abuse Rally which highlighted the issue of domestic violence. 5 Prior to joining the City of Dallas, Williams launched the nationally acclaimed DallasSouthBlog.com in June of 2006 where he served as publisher and editor. Dallas South has been featured in numerous outlets like The Chicago Tribune, Toronto Star, NPR, BBC, and NBC Nightly News. Shawn was also the founding publisher and editor of the nonprofit news website DallasSouthNews.org (2009). He is a former columnist for the Dallas Morning News and also wrote for the North Dallas Gazette, Paris News, and D Magazine. Shawn appeared monthly as a guest commentator on WFAA Channel 8 s Inside Texas Politics in 2010 and In March of 2010 Shawn was awarded the Texas Social Media Award by the Austin American- Statesman. The award recognized the Top 25 social media users in the state.
