Call to Order Chair Low called Regular Public Meeting # /2018 to order at 3:10 p.m. 2. Prayer / Territorial Acknowledgement Trustee Wellman led the opening prayer. Trustee Wellman read the Territorial Acknowledgement as follows: We would like to acknowledge that this meeting of the Board of Trustees of the Calgary Catholic School District is taking place on the traditional territories of the people of the Treaty 7 region in Southern Alberta. 3. Approval Of Agenda Motion # 003/18 moved by Trustee Martin: THAT the Board of Trustees amends the agenda by adding: item 9.4 ASBA Executive Endorsement and move item 5.5 Draft Combined Annual Education Results Report and Three-Year Education Plan to immediately follow item 5.1. Motion # 004/18 moved by Trustee Martin: THAT the Board of Trustees approves the agenda as amended.

Trustee Wellman read the Territorial Acknowledgement as follows: We would like to acknowledge that this meeting of the Board of Trustees of the Calgary Catholic School District is taking place on the traditional territories of the people of the Treaty 7 region in Southern Alberta. Chair Low requested that item 9.2 CUPE Memorandum of Settlement Ratification be the first order of business. There was no objection. 9. Board Decision Items Information regarding Board Policy can be accessed at: CUPE Memorandum of Settlement Ratification Chief Superintendent Strother welcomed Frank Mettimano, President of CUPE Local 520 and Mike Krupa, Director Employee and Labour Relations to the Board Meeting. Mike Krupa advised the Board of Trustees that the district has reached an agreement with CUPE Local 520 representing Caretaking and Maintenance Employees. Mr. Krupa attended meetings on September 20 & September 22, On September 22, 2017 a Memorandum of Settlement was reached. CUPE 520 took the agreement to its membership on October 14, 2017, at which time the membership ratified the agreement. A synopsis of the agreement was reviewed with the Board of Trustees. Administration answered clarifying questions from the Board of Trustees. Motion # 010/18 moved by Trustee Wellman: THAT the Board of Trustees ratify the memorandum of agreement between the Board of Trustees and the Canadian Union of Public Employees Local 520, Covering the period of September 1, 2016 to August 31, Chair Low stated that there was some business to still be covered under item 5 Advice from Officials / Confidential reports. Motion # 013/18 moved by Trustee Williams: THAT the Board of Trustees directs the Chief Superintendent to prepare administrative Perspectives on proposed ASBA Resolutions and to report to the Board no later than November 15, In relation to item 5.7 Correspondence Package, the following Motion was put forward. Motion # 014/18 moved by Trustee Wellman: That the Board of Trustees directs the Board Chair to inform the President of ACSTA, Adriana LaGrange that CCSD Board of Trustees is in favour of Option 1. Chair Low requested that item 9.1 November Parent and Trustee Forum Agenda be the next itme of business. There was no objection. 9. Board Decision Items 9.1 November Parent and Trustee Forum Agenda Information regarding School Councils and meetings with Trustees can be accessed at: Superintendent Diduch stated that based on the October 4, 2017 Board meeting and Trustee direction, the November Forums will be organized in three locations in a World Café format to provide as much opportunity as possible for parent participation, conversation, exchange of ideas and, most importantly, ensuring parent voices are heard. The organization will be around

The conversation topics and questions will include the following: Topic 1: The importance of Catholic education: Questions: Why is publicly funded Catholic Education important? By our actions, how can School Councils support in bringing Catholic Education alive in their schools and communities? Topic 2: School Councils work with the Board of Trustees Question: What do you see as the best possible way for School Councils to develop relationships with the Board to engage in conversation about matters relevant to student success? Topic 3: Open conversation about issues important to you Questions: What issues or concerns would you like to bring to the attention of the Board? To ensure parents are aware of this Forum opportunity for participation and an opportunity for providing input for the Board Trustees, the following measures are being taken to ensure a widespread dissemination of information at this Forum to ensure maximum exposure: Dates posted on district Internet site (Parents/ School Councils) Poster in all schools, on Yammer and in district worksites the week of Oct. 23. Poster printed on hard stock and ed to schools and district worksites to post on Parent Information Bulletin Boards Principals share information with all parents via each school s communication process Promotion to begin in earnest toward the end of October to keep information as fresh as possible to create a buzz and excitement for the sessions Dates and information posted on social media sites Information posted in a spotlight banner on district Internet site that will be pushed out to school websites Include article in the November Connections newsletter Chief Superintendent will address with District Leadership Council on Oct. 25 sent to all SC Chairs and Principals including an attachment of the poster with a request to disseminate Forum information as widely as possible and encourage parents to attend Speak to parent participation at school council meetings Due to an evening conflict on November 30, 2017 with Parent / Teacher conferences, administration requested that Parent and Trustee Forum 3 requested a date change. Motion # 015/18 moved by Trustee Wellman: That the Board of Trustees approves the agenda and world café discussion topics for the Parent and Trustee Forums of November 27, November 28 and December 5, Appointments and Delegations No report for October 25, 2017.

6 October 25, 2017 Regular Board Meeting Page 6 of Presentation and Review of Accountability Report Accountability Reports can be viewed at: Accountability Report Student Learning Chair Low stated that the Board has established a process for receiving the Accountability Reports, which is part of the important work that we do. The direction that we provide to the Chief Superintendent through Policies is provided through Quality Indicators (QI s) and these indicators are to be brought to the Board in Accountability Reports. These reports come to the Board throughout the year. These reports are the opportunity for the Chief Superintendent to provide evidence to the direction that the Board has set. Accountability Reports are brought to the Board in three steps. The first step, is when the report is provided to the Board for information and the Board has the opportunity to ask for clarification. The second step is that the Chief Superintendent then takes this information for consideration and brings the final report back at the next board meeting. At that time, the Board makes the decision to approve the report or send back for further clarification. The last step, once approved by the Board is that the report is taken to a special meeting of the Board and a debrief of the report is done. This debrief is to provide the Board with an opportunity to see if any adjustments are needed to the QI s for the next year and for the Chief Superintendent s evaluation which is done in June of each year. Chief Superintendent Strother provided the Board of Trustees with the Accountability Report on Student Learning for information. This report provides evidence for consideration of fulfillment the fourquality Indictors related to Student Learning. This report also demonstrates both accountability and improvement, and affirms specific accomplishments and identifies future growth areas in the form of administrative issues. Strategies currently being employed to support specific areas of growth, as well as generative governance considerations were highlighted. Chief Superintendent Strother spoke to the evidence, strengths, administrative issues, strategies to address administrative issues and generative governance considerations of the report. Administration answered clarifying questions from the Board of Trustees. The Accountability Report Student Learning will be brought to the Board of Trustees for approval at the November 15, 2017 Board Meeting. 9. Board Decision Items 9.3 ASBA Supplemental Integrated Pension Plan (SiPP) Consent Chair Low stated that the Alberta School Boards Association has requested that Boards review and provide input for the Supplemental Integrated Pension Plan (SiPP) by October 27, Motion # 016/18 moved by Trustee Wellman: That the Board of Trustees directs the Chair to complete the SiPP consent form on Definition of Final Average Earnings with an indication of approval and submit to Heather Rogers of the ASBA by October 27, 2017.

7 October 25, 2017 Regular Board Meeting Page 7 of ASBA Executive Endorsement Trustee Martin stated that during the ASBA FGM in November 2017, elections will take place for the positions of President and Vice-President, which are both two-year terms. Trustee Martin has been the Acting President since Helen Clease stepped away and then resigned. Extensive changes have taken place in the last 3.5 years at ASBA, and Trustee Martin stated that to bring continuity to the ASBA Table she would like to have her name stand for the position of ASBA President with the Board of Trustees Support. Motion # 017/18 moved by Trustee Williams: That the Board of Trustees directs the Chair to write a letter of endorsement and Distribute to all member Boards that Trustee Martin stand for the position of ASBA President for the term of November 2017 to November 2019, no later than November 6, Chair Report The entire Board Chair Report can be viewed at: Chair Low welcomed and congratulated the returning Trustees who were acclaimed and re-elected as well as the new Board Members to Trusteeship at Calgary Catholic. Trustee Linda Wellman and Cathie Williams were acclaimed and Trustees Mary Martin and herself were re-elected. New Board Members are Myra D Souza, Lory Iovinelli and Pamela Rath. Information on the Board of Trustees can be viewed at: Chair Low stated that it will be an exciting term for the Board as they work together to represent the students and families in the district. 11. Trustee Engagement and Representation Reports 11.1 Reports from Trustees as Delegates Trustee Iovinelli Alberta Catholic School Trustees Association (ACSTA) Information regarding ACSTA can be viewed at: This is a new appointment for Trustee Iovinelli, the following information is being provided as information for the minutes by the Board office. The next Board of Directors Meeting is being held during the Fall General Meeting (FGM) which runs from November 16-19, The New Trustee Orientation session put on by ACSTA will be held on November 17, 2017 during the Fall General Meeting.

8 October 25, 2017 Regular Board Meeting Page 8 of 10 Myra D Souza - Zone 5 Information regarding Zone 5 can be viewed at: This is a new appointment for Trustee D Souza, the following information is being provided as information for the minutes by the Board office. The next Zone 5 Meeting is on Friday, October 27, Trustee Williams Alberta School Boards Association (ASBA) Information regarding ASBA can be viewed at: The ASBA Fall General Meeting is being held November 19 21, The New Trustee Orientation will be held on November 22, 2017 the day after the Fall General Meeting ends. The package for the FGM has been provided to the Board of Trustees. Trustee Williams stated that she was appointed to the Policy Development Advisory Committee (PDAC). Information regarding the Rural Symposium will take place this year March 4-6, 2018 and more information will be forthcoming. 12. Chief Superintendent Report The entire Chief Superintendent Report can be viewed at: Chief Superintendent Strother provided a report on the following: The grade 5 students of Our Lady Queen of Peace school participated in the LINKages program which provides the students the opportunity to visit with senior mentors at the seniors residence throughout the school year. On October 5, 2017 Father Whelihan school staff, students and community celebrated the Thanksgiving Liturgy of the Word. In the afternoon, students participated in the annual Turkey Trot and the grade 9 students participated in the Dare to Care Program where they learned skills to identify and take action against bullying and cyber-bullying. St. Benedict students recognized and celebrated Terry Fox s legacy by hosting an information session and run on September 29, On September 28, 2017, Catholic Family Services (CFS) celebrated their 60 years of providing counselling and support services through Calgary, and several district staff were present for the event. On October 6, 2017 St. Stephen and St. Damien schools staff came together on a professional development day to focus on deepening their faith. Father Dan of Mount St. Francis Retreat Center presented to staff on being an effective Catholic educator and how it connects to our faith theme: Ask and it will be Given you. On September 30, 2017, the Calgary Immigrant Women s Association (CIWA) hosted a Reunification Workshop to support Filipino families and there were 25 families who participated in the full day event. Many district schools celebrated Orange Shirt Day. The purpose of the day is to educate and recognize the lasting impact of residential schools and to emphasize that every child has value and every child matters. On October 6, 2017 all Calgary Catholic high school teachers spent their professional development day in a district based data analysis sharing session.

9 October 25, 2017 Regular Board Meeting Page 9 of 10 Thanksgiving weekend celebrated the 10 th Annual Bishop s Breakfast surrounded by Colors from the Light Art Auction and Exhibition. Mayor Nenshi, Paul van Ginkel, Calgary Catholic School trustees, elders and Indigenous artists were in attendance. Beakerhead is an annual program that brings together the arts, sciences and engineering sectors to build, engage, compete and exhibit interactive works of art. Calgary Catholic participated in 4000 Beakerhead programs. Father Lacombe high school in collaboration with In-School Settlement (Calgary Bridge Foundation for Youth) and the Intercultural Wellness team from St. John Reception Centre, held a series of sessions initiated for ELL students who are new to Canada, 65 students participated. During a Career Technology Foundation class, students at St. Damien school were instructed by the First Nations Métis and Inuit consultant on the history of moccasins. The Champion Project at Msgr. A.J. Hetherington entitled Guess Who? involved pictures of the staff in disguises. On October 13, 2017 students were encouraged to learn the names of staff members and to find out a little bit about each person, and to choose who they would like as part of their Champion family group. Prince of Peace School celebrated its 1-year anniversary on October 11, 2017, with a story book sharing pictures of their first day in their new school. 13. Information 13.1 Budget Update Superintendent Deausy stated that the Budget Update is a standing item on each Regular Board Meeting. In the Budget Update, administration brings forward information related to the district finances (Actuals) and the plan for the following school year (Budget). The district s Operating Budget is not an event, but rather a process that takes place throughout the year culminating in a District Operating Budget being presented to the Board for approval in May or June. The district s financial year is the same as the school year (September to August) and the Ministry of Education determines the deadline for the annual District Operating Budget and the district s Audited Financial Statements. Since our last Board meeting, the Ministry has approved our revised Administrative Procedures (AP) 505 School Fees. The district has now received Ministerial approval for all elements of Bill 1 An Act to Reduce School Fees Infrastructure, Land and Planning Information regarding future schools is posted on the district website and can be viewed at: Superintendent Rawlek provided a summary page regarding Infrastructure, Land and Planning in the district to the Board of Trustees (attached) and stated that chart colors have been adjusted to reflect funding. Administration answered clarifying questions from the Board of Trustees.

10 October 25, 2017 Regular Board Meeting Page 10 of September 30, 2017 Enrolment Report Superintendent Deausy stated that the district s September 30, 2017 enrolment was 55,327 students, based on head count. This is a 265 student (0.48%) increase over the September 30, 2016 enrolment of 55,062. The actual September 30, 2017 enrolment was lower than the district s budgeted enrolment of 56,082 by 745 students. The district s enrolment history over the past five years has been: Enrolment (head count) 49,000 51,047 52,380 53,743 55,062 55,327 Annual Growth % 2.61% 2.60% 2.45% 0.48% The reduced growth in the school year is due to an unprecedented number of new school openings in Calgary and Rocky View areas and continued economic challenges in the City of Calgary. Student enrolment at our district Reception Centre was the lowest in the past five years. Administration answered clarifying questions from the Board of Trustees Staffing Report Superintendent Svoboda stated that the staffing report for district employees and allocation report for certificated staff, as of September 30, 2017 was provided to the Board of Trustees. The staffing report includes all 10 month and 12 month staff hired as of September 30, It does not include casual employees. Total number of staff and the full time equivalent (FTE) are provided, but this does not always reflect the number of positions in the district. Administration answered clarifying questions from the Board of Trustees. 14. Closing Prayer Trustee Wellman led the closing prayer. 15.
