3 B. NEW BUSINESS Trades & Technical Career Fair (8.01) Verbal report by the Director of Parks, Recreation and Culture regarding Delta Trades and Technical Career Fair. Ken Kuntz, Director of Parks, Recreation & Culture, distributed a floor plan (on file) for the second annual Delta Trades and Technical Career Fair to be held from 9:00 am to 8:00 pm on April 24, 2014 at Sungod Recreation Centre, noting over 70 hands-on exhibits representing 40 organizations would be on site. The Show Stage will accommodate various presentations throughout the day. Mr. Kuntz estimated that between 2,500 and 4,000 students would attend, and that adults and parents are welcome. It was noted that the School District is looking after the logistics of transporting students by bus. Mr. Kuntz acknowledged the strong cooperation between the various parties including the Corporation, the School District, and post-secondary institutions. It was noted that at the Union of BC Municipalities last September, Minister Bond was supportive of this initiative. In response to a Committee query Mr. Kuntz noted that while. the Ministry of Education has been helpful, it has not provided financial assistance. The Chief Administrative Officer suggested that this matter be discussed again with the Minister at this year's Union of BC Municipalities meeting. - Verbal Report MOVED By Cllr. Bishop, SECONDED By Trustee Dixon, THAT the correspondence be received for information. Electronic Cigarettes (8.02), Verbal report by the Chair regarding Ban on Cigarettes. Electronic The Chair advised that pure nicotine can be purchased by the gallon or barrel and used in electronic cigarettes.! Trustee Dixon advised that this topic, as well as flavoured tobacco, was raised at a recent Child Youth Committee meeting she and the Chair had attended. The School District does not permit smoking of any kind but is aware that students are experimenting with both these products. Trustee Dixon advised that flavoured tobacco is packaged to mimic cosmetics or candy and parents or teachers may not distinguish that it is actually a cigarette... 4 It was noted that electronic cigarettes are not subject to the same restrictions for sale and use as conventional cigarettes, and are being sold to minors. It has been suggested that if they are used for smoking cessation they should be sold from behind the counter. Concerns have been expressed by several public, health officers, and it was noted that the ability to control retail sale is in the jurisdiction of Health Canada. Trustee Saip proposed that Council and the Board of Education jointly submit a letter to Health Cahada expressing concerns regarding this topic. The School District undertook to forward its concerns to the Corporation, which in turn would conduct further research into these products. Motion Endorsed MOVED By Cllr. Bishop, SECONDED By Trustee Dixon, THAT the Delta Council/Delta Board of Education Liaison Committee report to Council regarding the School District's concerns and the Corporation's research on the topic of electronic cigarettes and flavoured tobacco, with a proposed joint letter to Health Canada. Rainbow Crosswalk Seaquam (B.03) Verbal report by the Deputy Superintendent regarding Rainbow Crosswalk - Seaquam Secondary School. Garnet Ayres, Deputy Superintendent, advised that a group of Seaquam students have proposed converting one of the existing crosswalks at Seaquam Secondary School to a rainbow crosswalk, similar to the one at the intersection of Davie and Bute Streets in Vancouver. - Verbal Report Action George Harvie, Chief Administrative Officer, requested that the proposal be submitted from the students in writing to his attention, with information regarding the specific location; timeline, schematic, and how the installation and maintenance of the crosswalk would be funded. Bishop, SECONDED By Trustee Dixon, THAT the verbal' report be received Heritage Banner Design Contest (B.04) Verbal report by Councillor Bishop regarding the 2014 Heritage Banner Design Contest. 5 Action Councillor Bishop advised that as part of the Heritage Advisory Commission's plans to raise awareness of Heritage Week, a banner design contest is being held to select three winning banner designs which will be used on street banners throughout the municipality. Of particular interest to the District, one of the winning designs will be from a child or youth up to the age of 18. Councillor Bishop requested the District, representatives to convey this information to art teachers and other school staff to encourage participation in the contest. The Deputy Municipal Clerk was requested to forward an electronic version of the on table document to the Deputy Superintendent. - Verbal Report MOVED BY Cllr. CORRESPONDENCE Correspondence from Mayor Lois E. Jackson to Kirk and Leah McCullough dated March 14, 2014 regarding Student Drop-Off Points for Sea'quam School.. Correspondence MOVED BY Cllr. Bishop, SECONDED By Trustee, Saip, THAT the correspondence be received. The Deputy Superintendent advised that a grade 3 student was struck by a vehicle while jaywalking across Lyon Road. BUSINESS ARISING FROM MINUTES Active Transportation Sub-Committee Update (B.01) -- Verbal Update Verbal Update from the Deputy Director of Community Planning and Development regarding the Active Transportation Sub Committee. Marcy Sangret, Deputy Director of Planning, advised that the a memorandum was provided to Council regarding the bike parking facilities during Delta events and staff were moving forward with implementation. Ms. Sang ret noted that this will allow four sets of racks that each hold ten bikes that are easily transportable to move from event to event to provide bike parking. There is also a banner on a pole that will be raised at events so that residents are able to see where the racks are located from a distance. Use of the rack will be informally monito red.. Comments on the Delta Routes Map may still be provided to inform the updating of this map by Delta Engineering. MOVED By Frank Van Manen, SECONDED By Terry Molstad, THAT the Verbal Update be received for information. Member arrives Integrated Environmental Strategy (C.01 ) Gurleen Sahota joined the meeting at 7: 11 p.m. C. NEW BUSINESS Memorandum dated March 31, 2014 from Mike Brotherston, Manager of Climate Action and Environment, regarding Integrated Environmental Strategy. Ms.Sangret noted that at the previous meeting, the Committee suggested testing the Integrated Environmental Strategy on a completed or nearly completed project to evaluate the usefulness of it. Ms. Sangret suggested that it may be difficult togo back and apply the Strategy framework to previouslyapproved projects. A suggestion from staff was to potentially test the Strategy on an upcoming project, such as the DeltaPort Terminal 2. This would be consistent with the original intent of the Committee's work to devise a framework for providing input to Council when projects are referred to the Committee for comment. Environment Advisory Committee May 8,2014 Page 2

9 Mike Brotherston, Manager of Climate Action and Environment, advised that the Terminal 2 project will undergo a Federal Panel Review. The review is currently on hold until Port Metro Vancouver completes their environmental assessment. It is anticipated that the studies will be available by late 2014 or early 2015 at which point the 24 month Federal Panel review process will commence. During discussion, Committee members noted: The purpose of the using the strategy on a completed or nearly completed project is not to criticize previous projects, but to tweak the functionality of the strategy. It is important to ensure that the strategy becomes a useful documentthat informs decisions. The strategy was not developed as a project assessment tool; but rather as a framework so Committee comments to Council are focused on municipal goals. The Jerminal 2 project is a good project to test the strategy on as it impacts many of the measurable outcomes it discusses. ;1 Ms. Sangret advised that next steps could involve staff providing further information on the Terminal 2 project to Committee members at a future meeting, taking Committee comments to the Chief Administrative Officer, and then drafting a Council report to illustrate the work that has been done and the Committee's suggestion to test the strategy. Motion Endorsed ACTION Staff to iilclude an annual review of the Integrated Environmental Strategy in the next Committee Work Program. MOVED By Brian Kirkbride, SECONDED By Wayne Yoshizawa, THAT staff report back with further details on how future projects referred to the Committee could be used to evaluate the Integrated Environmental Strategy.
