1 A Regular Meeting of the Board of School Trustees, School District No. 8 (Kootenay Lake) was held in the theatre of L.V. ADOPTION OF AGENDA Moved by Trustee Hambler, seconded by Trustee Trenaman that the Agenda, as amended, be adopted by the Board. The following additions were made: Add 9.A.(c) Trafalgar Calendar Add 9.B.(c) Accounting Framework Review Add 11.A.(b) Capital Project Bylaw No Add 12.(c) Kootenay Boundary Branch AGM Chair Ewashen advised that Assistant Secretary-Treasurer McClure was in attendance at the Board Meeting as Acting Secretary-Treasurer. RECEIVING PRESENTATIONS/DELEGATIONS 2005/2006 Financial Statements Jon McMillan, Berg Naqvi Lehmann Acting Secretary-Treasurer McClure reported that the district was successful in meeting the second year deficit repayment as well as achieving an additional surplus of $658,608.

2 Jon McMillan, Auditor, Berg Naqvi and Lehmann, outlined the responsibilities of the auditor and commented on the importance of various components of the statements. Mr. McMillan expressed appreciation for the work of Secretary-Treasurer Buchannon who was instrumental in shaping where School District No. 8 is financially today. He also thanked Assistant Secretary-Treasurer McClure and the Finance Department for the co-operation received during the audit Moved by Trustee Maslechko, seconded by Trustee Hambler that the Board accept the report of the Auditor. OPPORTUNITY FOR COMMENTS BY THE PUBLIC REGARDING ITEMS ON THE AGENDA Nil ADOPTION OF PREVIOUS BOARD MINUTES Moved by Trustee Tees, seconded by Trustee Wright that the minutes of the Closed and Regular Meetings of August 29, 2006 be adopted, as circulated. RECEIPT OF RECORD OF PREVIOUS CLOSED MEETINGS The Board received the record of a Closed Meeting held August 29, REVIEW OF ACTION FROM PREVIOUS MEETINGS The Board reviewed action taken from previous meetings that was included with the agenda package. VIDEO CONFERENCING The video conferencing component of the Board meetings is limited to the Board Office where the video conferencing equipment is situated. Due to the fact that the Board Office is undergoing renovations, Board meeting locations have been in buildings that do not offer video conferencing. Video conferencing will be available once the renovations have been completed. The Board appreciates the patience of staff and public. CORRESPONDENCE Letter from DPAC Non-Payment of Course Fees DPAC will be meeting with the Principals/Vice-Principals and the concern regarding non-payment of course fees can be voiced directly at the meeting. A letter of response will be sent referring the implementation of Board policy to the Superintendent and advising that reminders have gone out and expectations are high and the expectation is that staff uphold the policy in the district. Letter from Bruce Davis Excise Tax Act The letter was received as information.

3 Letter from the Kootenay Lake Retired Teachers Association Taxable Benefits Superintendent Reid reported that the district is in compliance with the current tax laws concerning honorariums and gifts. A letter will be sent advising of same. EDUCATION ISSUES Action Items Safe Schools Report Moved by Trustee Wright, seconded by Trustee Joy that the Board direct Superintendent Reid to complete the school district report on safe schools for the Board s review and approval. The Ministry deadline is December 10, The website to view Safe, Caring and Orderly Schools: A Guide is Grad Portfolio Recommendation Director of Instruction Achievement Dooley and Andy Leathwood, President, KLPVPA, provided a history of the grad portfolio in our school district. Mr. Leathwood, on behalf of KLPVPA, expressed dismay at the recent decision by the Minister of Education to make completion of the grad portfolio optional for this year s graduating students. He further stated that staff are in place and students will be able to complete the requirement. Discussion took place regarding workload for staff, standing granted credit, our district leading in the area of portfolio involvement in the province and broadening of experiences for students Moved by Trustee Joy, seconded by Trustee Wright that the Board write a letter to the Minister of Education supporting the grad portfolios. Trustee Joy indicated that she also had a follow up motion about supporting district Principals Moved by Trustee Trenaman, seconded by Trustee Hambler AND DEFEATED that the Board consider Trustee Joy s proposed second motion first. IN FAVOUR: Trustees: Hambler, Trenaman OPPOSED: Trustees: Cattermole, Ewashen, Field, Joy, Maslechko, Tees, Wright Moved by Trustee Joy, seconded by Trustee Wright that the Board write a letter to the Minister of Education supporting the grad portfolios.

4 Moved by Trustee Joy, seconded by Trustee Wright that the Board expresses support for the district Principals/Vice-Principals position to encourage students to complete the grad portfolios recognizing that standing granted is an option. Trustee Tees proposed a friendly amendment to remove the word position and change encourage to encouraging which was accepted by consensus Moved by Trustee Joy, seconded by Trustee Wright that the Board expresses support for the district Principals/Vice-Principals encouraging students to complete the grad portfolios recognizing that standing granted is an option. IN FAVOUR: Trustees: Cattermole, Joy, Maslechko, Tees, Wright OPPOSED: Trustees: Field, Hambler, Trenaman ABSTAINED: Trustee: Ewashen Trafalgar Calendar Moved by Trustee Maslechko, seconded by Trustee Joy that the Board approve Trafalgar Junior Secondary School s request for a calendar change. OPPOSED: ABSTAINED: Trustee Wright Trustee Trenaman In future all calendar changes will be requested for approval prior to finalizing the district calendar. EDUCATION ISSUES Information Items Literacy Innovation Project Director of Instruction Achievement Dooley advised that the district would be launching a Literacy Innovation Project on October 23 rd focusing on grey area students. Preliminary Enrolment Report Superintendent Reid advised that preliminary enrollments show 80 students above September 2005 projections but the district still has a reduction of 200 students from September DESK enrolments are being tabulated. Accounting Framework Survey The Accountability Framework survey was circulated to Trustees with the request that any feedback be provided to Chair Ewashen prior to the extended deadline of September 29th.

5 EDUCATIONAL HIGHLIGHTS Superintendent of Schools - attended the Student Services Kick-Off Day and brought words of welcome; - attended new teacher orientation in Creston on September 18 th ; - new teacher orientation will be held in Nelson on September 20 th followed by the induction of new teachers into the union; - Crawford Bay project is waiting approval from the Ministry of Education; and, - pleased with the turnout for the stakeholders meeting regarding school configuration. Director of Instruction Achievement Dooley - September 27 th Tamara Martin, teacher at L.V. Rogers, will be video conferencing with a school in Victoria as part of the Capital Public Commission; - September 29 th is the district-wide professional development day; - October 16 th will be a celebration of schools successes conference with Judy Arnold; - November 8/9 will be a regional session at Fairmont to review the grad portfolios; - involved with BC Education Leadership Council; - on provincial advisory committee for Interaction Innovations March 1/2, 2007 with five B.C. sites as well as sites in Thailand and Alberta; and, - Prince Charles, L.V. Rogers, Mt. Sentinel and Adam Robertson schools have been short listed for an excellence in education award. Director of Instruction Student Services Johnston - excellent student services Kick-Off Day with thanks to Janice Chernenoff and Pat Dooley. Director of Human Resources Wanless - centralized call out has been implemented with thanks to Theresa Montpellier; - attended new teacher orientation in Creston; - will be attending new teacher orientation in Nelson; and, - verifying teaching FTE s. REPORT FROM POLICY COMMITTEE Action Items Nil Information Items Report from the Policy Committee The date of the meeting is Tuesday, September 26 th at 3:00 P.M. at the Board Office. FINANCE AND OPERATIONS Action Items 2005/06 Financial Statements Acting Secretary-Treasurer McClure reviewed the three options as outlined in Secretary- Treasurer Buchannon s memo dated July 31, He advised that the reason for the surplus is a result of monies due back to schools, under expensed utilities, interest expenses and additional money from the Ministry for operating grant allocations.

6 Moved by Trustee Tees, seconded by Trustee Hambler that the Board seek Ministry approval to spread the surplus over the next three year s repayment by reducing each year s amount by approximately $200,000. Chair Ewashen extended thanks to Acting Secretary-Treasurer McClure for his work in presenting the financial statements. Capital Project Bylaw No A bylaw by the Board of School Trustees of School District No. 8 (Kootenay Lake) to adopt Capital Project Bylaw No for 2006/2007 in the amount of $443, for Project No (Replace Bus # s , 3107, 3173) Moved by Trustee Hambler, seconded by Trustee Trenaman that the Board approve Capital Project Bylaw No in the amount of $443,500 as read a first time Moved by Trustee Maslechko, seconded by Trustee Joy that the Board approve Capital Project Bylaw No in the amount of $443,500 as read a second time Moved by Trustee Hambler, seconded by Trustee Maslechko UNANIMOUSLY that the Board proceed to third reading of Capital Project Bylaw No Moved by Trustee Hambler, seconded by Trustee Trenaman UNANIMOUSLY that the Board approve Capital Project Bylaw No in the amount of $443,500 as read a third and final time and that the Chair of the Board and the Acting Secretary- Treasurer be authorized to affix the seal of the Board and their signatures to the said Bylaw. FINANCE AND OPERATIONS INFORMATION ITEMS Nil FINANCE AND OPERATION HIGHLIGHTS Acting Secretary-Treasurer McClure - reported that the bonus payouts for teachers will be in the September 30 th pay. MISCELLANEOUS Wellness Report Time Lines This item was deferred to the next Board meeting. Trustee Hambler volunteered to be on the committee.

7 Moved by Trustee Trenaman, seconded by Trustee Hambler that the meeting be extended for fifteen minutes. Pre-Meeting Presentations The pros and cons of pre-meeting presentations were discussed. Kootenay Boundary Branch AGM Trustees were reminded of the Branch AGM being held in Castlegar September 22-24, TRUSTEE REPORTS Trustee Trenaman - attended Trafalgar calendar information session; - attended A.I. Collinson, Crawford Bay and Redfish PAC meetings; and, - attended Trafalgar PAC meeting and information session on school configuration. Trustee Maslechko - will be attending the Provincial Council meeting October 19-21, Trustee Tees - Education Committee meeting scheduled for September 21 st at 9:00 A.M. at the Board Office. Trustee Wright - requested permission to attend the BCPSEA Labour Relations Symposium being held in Vancouver October 19/20, Moved by Trustee Tees, seconded by Trustee Trenaman that the Board approve Trustee Wright, BCPSEA Alternate, attending the Labour Relations Symposium October 19/20, Trustee Hambler - attended new teacher induction in Creston. Trustee Cattermole - visited J.V. Humphries Elementary Secondary School. Chair Ewashen - attended the new teacher induction in Creston; and, - attended the Student Services Kick-Off Day. QUESTION PERIOD Questions were asked about the following issues: Wellness Committee; grad portfolio motion; standing granted; clarification of surplus coming from allocation to schools; and,

8 Board Office renovations. The meeting adjourned at 7:18 P.M.
