1 Session Speaker Bios MISSION ANALYSIS Douglas Deihl Vice President, Business Development, Analogic Corporation Doug is responsible for managing Analogic s commercial efforts, including customer relationships, strategic marketing initiatives and commercialization of new products. Prior to joining Analogic, Doug worked at General Electric and graduated from the company's post-mba sales and marketing leadership development rotational program sponsored by Jeff Immelt. Before joining GE, Doug was an investment banking associate at Needham & Company in Boston, where he worked with technology and healthcare companies to raise more than $2B in capital. Doug holds a BA in Psychology and Economics from Connecticut College, and a MBA in Marketing and Entrepreneurship from the University of North Carolina at Chapel Hill. Doug lives in Portsmouth, NH with his wife, Stephanie, daughter, Addie, and son, Jack. Keith Goll Acting Director, OSC Business Operations Divison, TSA Mr. Goll has been with TSA from its inception. He s had various leadership roles within the Office of Security Capabilities, including responsibility for equipment deployment, test and evaluation, and life cycle support. Upon his return from a recent detail in TSA s Office of Risk Based Security, he assumed the role of Acting Director of the OSC Business Operations Division. Mr. Goll will also be heavily involved in the development of OSC s Next Generation System Architecture. From his initial employment with FAA starting in 1992 until now, focus has been on the development, acquisition, deployment and operational support of Explosives Detection Systems and other security technologies (with a good bit of experience in policy and operational procedures background thrown in). Prior to his employment with FAA, Mr. Goll was a project engineer with Space and Naval Warfare Systems Command, and Marine Corps Systems Command, working primarily on command and control systems. Mr. Goll has a Bachelor of Science in Electrical Engineering from Virginia Tech. AVIATION CHECKPOINT Paul Erhard, P.E. Senior Director for Strategic Account Management, L3 Mr. Erhard has worked at L-3 for 10 years providing oversight for the development of security screening technology as well as managing TSA Contracts. His work on TSA programs includes the qualification, delivery and deployment of Passenger Screening technologies and Explosive Detection Systems for use at airports throughout the US. Previous to his position with L-3, Mr. Erhard led engineering design projects and business operations for transportation infrastructure design firms in the US and Europe. Mr. Erhard received his Master s degree in engineering from Northeastern University and is a registered Professional Engineer.

2 Stacey Fitzmaurice Division Director, OSC Checkpoint Technologies Division, TSA Prior to her current position, Ms. Fitzmaurice was the TSA Deputy Director for the Vetting Operations Division within the Office of Intelligence & Analysis where she oversaw the vetting of over 20 million people each day who work in or access the nation s transportation system, including management of three 24/7 Operations Centers. Previously, she served as the Vetting Operations Division Branch Manager for Operational Strategy & Mission Support. In that role, she served as the program director for Secure Flight, the US Government s passenger watchlist matching program, overseeing the program management, contract and budget management, business architecture, reporting, deployment support, communications, training, stakeholder coordination, and privacy functions. Ms. Fitzmaurice also served as TSA s Director for the Aviation Credentialing Program Office. Prior to joining TSA, Stacey held management positions with the Airlines Reporting Corporation, US Airways, and Trans States Airlines. Stacey has a bachelor s degree from Elon University in Political Science and also graduated from the DHS Senior Executive Service Candidate Development Program in May ADVANCE SURVEILLANCE PROGRAM & AIR CARGO RuthAnne Stoll Vice President for Aviation, Rapiscan Systems RuthAnne Stoll is currently the Vice President for Rapiscan Systems Aviation Sector for the Americas. She has many years of experience in the aviation security industry, starting with the initial deployment of security equipment in 1997 for the FAA Security Equipment Integrated Product Team (SEIPT) and prior to that working with air traffic control programs for the FAA. RuthAnne spent two years working as a Federal employee working at TSA and followed this experience working for equipment manufacturers. RuthAnne s experience spans training, operations, and equipment-related efforts. She is a graduate of Colorado State University with a Bachelor of Science in Business Administration. She is a member of various DC committees, including her current position as vice chair of the ACC Security Committee, and continues to be an active aviation security professional. Robert Pryor Division Director, OSC Intermodal Technologies Division, TSA Mr. Pryor returned to government service in 2003, after 10 years working in the private sector. During that time he held several director and program manager positions, and served in several security-related foreign assignments. A former Marine officer, Mr. Pryor s active duty experience included a variety of Fleet Marine Force command and staff assignments, and specialized research and development and counter intelligence/counter terrorism assignments. CHECKED BAGGAGE Peter Bjostad Vice President of Business Development, CAGE, Inc. Peter has 32 years of Aviation experience with the last 20 in Baggage Handling and Aircraft Support Systems. His career started as an electrical engineer for a major defense contractor responsible for design and construction of military aircraft simulators before joining the commercial aviation business sector when he joined American Airlines Corporate Real Estate department. While at AA, he managed airport facility and aircraft support systems projects as well as managing their Baggage Handling Group. Subsequent to his airline experience, Peter turned to the design consulting arena as Executive Vice President and a partner in Aviation

3 Systems, Inc. (ASI) headquartered in Atlanta, GA which provided Engineering and Professional Services involving aircraft gate support systems for airport and airline clients. Additionally, Peter joined Ernst and Young to manage multiple Aviation and Corporate Real Estate projects. For the last 14 years, Peter has been with CAGE managing multiple in-line baggage and aircraft systems projects. His tenure at CAGE has included participation in development and management of multiple TSA baggage screening projects at many US airports. Rick Phillips Acting Director, OSC Checked Baggage Technology Division, TSA Mr. Phillips was selected for his position in May He has over 10 years of experience as a federal civilian employee having served in a myriad of positions related to aviation security and the security industry. Including his military time, he has a combined 38 years of government service. He is a very versatile and highly analytical leader in the security technology environment, and comes to OSC from his role as a Senior Program Manager/Outreach Officer in the Management Outreach Division (AMOD), Acquisition Services and Analysis (ASA) within the Office of Acquisitions. There, he provides acquisition guidance and oversight to ensure compliance with TSA and DHS acquisition processes, procedures and policies, and reports to the Component Acquisition Executive (CAE) on the status of OSC acquisition Programs of Record (POR). Mr. Phillips has a comprehensive knowledge of TSA and DHS acquisition in policy/regulation, process/procedure, contracting, and acquisition program management. He performed intimate integration with three Program management offices and project directors, and provided guidance, advice and direction while monitoring the progress of capability development, delivery and sustainment, and all administrative activities that support and document the program. As an Outreach Officer, he performed managerial, supervisory and liaison responsibilities, coordinated project, administrative and personnel matters, and led Integrated Project Teams (IPT). He possesses both DAIWA and DHS acquisition Level III certifications in Program Management and Life Cycle Logistics. TEST & EVALUATION Kevin Heffernan General Manager, Americas Aviation, Morpho Detection, LLC Kevin Heffernan is the General Manager for Aviation Security at Morpho Detection. Mr. Heffernan has worked at Morpho Detection for 4 years and oversees all commercial activities with TSA, CATSA and the Air Cargo Industry, to include testing and evaluation of Morpho Detection s aviation products. Prior to joining Morpho Detection, Kevin was the Global Sales Leader for GE Power Sensing. Kevin began his career with GE in 2005, and has served in a variety of sales, marketing and operations roles. Kevin attended The United States Military Academy at West Point and graduated in 1998 with B.S. Degree in Systems Engineering. Following graduation, he was commissioned as a Military Intelligence Second Lieutenant and served seven years on active duty in a variety of leadership positions as a Platoon Leader and Company Commander in support of military operations in Bosnia, Republic of Korea, Panama and Kuwait. Kevin holds a MBA from University of Richmond. Andy Lee Acting Division Director, OSC Operations Support Division, TSA Andy Lee has been recently selected to serve as the Acting Division Director for the Operations Support Division. Prior to this position, he served as the manager for Test and Evaluation, providing direct leadership to a one of a kind world class test and evaluation organization for

4 security screening technologies. He has extensive experience in providing nationwide support to the U.S. airports on the latest technology advancements and management of the test and evaluation process designed exclusively to identify and promote the next generation of counterterrorism technology and security initiatives. As Acting Division Director for Operations Support, Andy will serve on the OSC senior leadership team as a key decision maker to provide technical, strategic and organizational guidance to the Assistant Administrator. He has a Bachelor of Science degree in Aviation Engineering from Ohio State University and a Master s of Science degree in Aeronautical Science from Embry-Riddle Aeronautical University. ACQUISITIONS Mr. Lawrence (Larry) Studdiford, PMP National Aviation Systems Practice Leader, URS Corporation Larry has nearly 20 years of experience in the aviation industry, primarily in the planning, design, commissioning, integration, and program management of baggage handling and security screening systems at airports worldwide. He has worked with the Transportation Security Administration since its inception, helping to secure our nation s airports. In addition to his aviation endeavors, Larry is responsible for program development for various federal programs for URS. Larry currently serves as the chair of the ACC Security Committee, and is a member of numerous industry association groups including ACI-NA s Public Safety & Security committee, AAAE s Corporate Committee, and the TSA Planning Guidelines & Design Standards (PGDS) Working Group. He earned a Bachelor of Science degree in Mechanical Engineering from the University of New Haven and a Master of Science degree in Engineering Management from Ohio University, and is a certified Project Management Professional (PMP). Holly Hamilton Bolger Acting Divison Director, OSC Security Technology Acquisition Division, TSA Holly Hamilton Bolger is the Acting Division Director of the Security Technology Acquisition Division (STAD) within the Office of Acquisition. In this role, she supports the Office of Security Capabilities by overseeing the procurement of all TSA security screening equipment, as well as associated systems integration, professional services, and logistics. She joined TSA in May, 2003 and has held a variety of positions within the Office of Acquisition. Previously, Ms. Bolger worked in the acquisition policy division at the Federal Emergency Management Agency and as a contracts attorney at the Federal Deposit Insurance Corporation. Ms. Bolger has a Bachelor of Arts degree in History/Political Science from Emory University and earned a law degree from the University of Oklahoma. DEPLOYMENT Richard Spies, P.E. Senior Project Manager, AECOM Richard Spies has over 20 years of engineering and construction experience primarily in the aviation industry. He has worked for both airports and as a contractor to TSA in the planning, design, commissioning, integration, and program management of baggage handling and security screening systems. Richard has been a past contributor to the Planning Guidelines & Design Standards (PGDS) for Checked Baggage Inspection Systems, and continues his efforts on subsequent versions today. Richard is a licensed electrical engineer and holds degrees in both electrical engineering and construction management. He is currently working on the DFW International Airport Terminal Renewal and Improvement Program (TRIP). Richard is

5 responsible for the design and testing of the baggage handling systems at Terminals B and E as well as several other special systems in TRIP. Peter McVey Acting Director, OSC Deployment Division, TSA Peter Pete McVey entered TSA in 2007 with 20 years of construction and project management-related experience, bringing with him the specialized skills and executive expertise required to stand up a robust cost estimation capability. His entry coincided with OSC s surge towards more efficient but complex automated baggage screening systems. Mr. McVey quickly learned the meaning of collateral duties within OSC as within his first few days on the job he assumed project management responsibilities for the LAX in-line EDS implementation, TSA s largest airport construction project. Working through a progression of difficult assignments related to improving screening system operational and cost efficiencies, security effectiveness, and personnel (TSO) safety, Mr. McVey s duties included acting as EBSP s Deployment Manager, managing the Baggage Assessment & Systems Evaluation (BASE) Team, establishing and implementing the Recapitalization and Optimization (R/O) Plan, and standing up the Planning Branch within the Checked Baggage Technologies Division. Mr. McVey assumed the Deputy Deployment Division Director position in October 2013 and is currently acting Director. Pete is a 1987 graduate of Radford University and resides in Stephens City, Virginia with his wife and two children.
