1 CHAS EBY Director, Disaster Risk Reduction Chief Strategy Officer Maryland Emergency Management Agency (Cell) Chas Eby is the Director of Disaster Risk Reduction and Chief Strategy Officer at the Maryland Emergency Management Agency (MEMA), where he oversees the Directorate charged with reducing the State s risk profile with effective emergency management programs. Previously, Chas was the External Outreach Branch Manager, where he developed strategy and oversaw programs that included disaster recovery, public information and outreach, digital engagement, individual assistance, and community and private-sector preparedness. Prior to joining MEMA, Chas was the Chief Planner for Emergency Preparedness at the Maryland Department of Health & Mental Hygiene (DHMH). Here Chas led medical surge, mass fatality, communicable disease, and bioterrorism planning, the DHMH Public-private Partnership Program, and served as State Pandemic Influenza Coordinator during the H1N1 influenza response. Chas received a Master of Arts degree in Security Studies from the Naval Postgraduate School. He previously graduated from Boston College. Chas has completed the National Emergency Management Executive Academy and is an Adjunct Professor teaching both Bioterrorism and Public Health Preparedness and Homeland Security Planning and Policy at Towson University.

2 TODD R. MOHN P.E. Public Works Director, Queen Anne s County tmohn@qac.org Todd R. Mohn was appointed Director of the Queen Anne s County Department of Public Works in 2008, and is a registered professional engineer in the state of Maryland. Before assuming the position as Director, he served as Deputy Director for nine years, Chief Roads Engineer for six years and as Civil Project Engineer for two years. As Director, Mr. Mohn manages the departmental administrative support functions, the Engineering & General Services Division, the Roads & Solid Waste Division, the Parks & Public Landings Division and Property Management. Mr. Mohn also serves as the Chief Administrative Officer for the County s Sanitary District and their respective Water & Sewer Division. Mr. Mohn holds a Bachelor of Science Degree in Civil Engineering and a Bachelor of Science Degree in Land Surveying from Purdue University and an Associates Degree in Engineering from Penn State. Mr. Mohn is currently serving as first vice president of the County Engineers Association of Maryland.

3 KEITH TYSON, P.E. Group Leader Technical Services Group WSSC Keith Tyson, P.E., Technical Services Group Leader for the Engineering and Construction Team at the Washington Suburban Sanitary Commission (WSSC), has over 30 years of experience in construction and facility management with the last seven at WSSC. The Technical Services Group provides engineering consulting services for the Commission with an emphasis on in-house design, construction contract specifications, cost estimates, environmental monitoring and regulatory compliance. Additionally, the group performs all of WSSC's surveying and property acquisition, manages the WSSC GIS system and maintains all engineering records. Mr. Tyson s prior experience includes ten years working as a Civil Engineer for the U.S. Navy, and two years as a Project Manager for developer Jackson-Shaw. ALOYSIUS OBODOAKO Principal Materials Engineer Civil Engineering Support Unit WSSC aloysius.obodoako@wsscwater.com Aloysius Obodoako is a materials engineer at the WSSC, one of the largest water and wastewater utilities in the United States. He has over ten years of experience managing infrastructure projects to meet customer demand and regulations. As a principal materials engineer, he is responsible for performing water and sewer system condition assessments, material selection, and supporting asset management activities for the WSSC. He has a B.S. in Mechanical Engineering from Swarthmore College, a M.S. in Materials Science Engineering from the University of Maryland, and is a certified professional engineer in the state of Maryland.

4 JAG KHUMAN Director, Water Quality Financing Administration Maryland Department of the Environment Since 2004, Jag Khuman has been the Director of the Maryland Water Quality Financing Administration (MWQFA). The MWQFA is responsible for the Water Quality Revolving Loan Fund, the Drinking Revolving Loan Fund, and the Maryland Bay Restoration Fund, which provide environmental infrastructure financing. Mr. Khuman has been with the state of Maryland since 1989, and has also served as the Engineering Manager for capital programs and the Program Manager for MWQFA. He has served on the Board of Directors for the Maryland Government Finance Officer Association (MD-GFOA) and the Council of Infrastructure Financing Authorities (CIFA). Mr. Khuman holds an MBA and a M.S. in Engineering Management from the University of Louisiana at Lafayette and a B.S. in Chemical Engineering from the University of Mysore, India.

5 DR. TRIPP SHEALY Principal Faculty, Myers- Lawson School of Construction, Virginia Tech Dr. Tripp Shealy is an assistant professor in the Charles E. Via, Jr. Department of Civil and Environmental Engineering and principal faculty member in the Myers-Lawson School of Construction at Virginia Tech. Previously, Dr. Shealy worked as a consultant for the construction industry, reviewing building codes, assisting engineering firms with sustainability assessments, and as a project engineer building water treatment facilities. He received his doctorate from Clemson University. His research focus is on engineering design and planning sustainable infrastructure systems. Dr. Shealy targets underexplored areas by applying concepts from psychology, behavioral economics, and data science to implement cost effective ways to guide stakeholders in the infrastructure development process towards decisions that lead to more sustainable outcomes. His research interest also includes how themes related to sustainability can attract new students to study engineering.
