Our experts will offer a variety of private and public sector perspectives on this important topic. Chuck Tobin, ATAP National President and President of At-Risk International, LLC Dr. Kate Schoeneman and ATAPNW Vice President Raymond Fleck, United States Marshals Service Chuck Randolph; Sr. Director Executive Protection, Event Security and Intelligence at Microsoft, will moderate a panel discussion among members of Microsoft s intelligence and executive protection teams, and the Bill & Melinda Gates Foundation. The panel will discuss how their intelligence and protection programs are set up. They will discuss their approaches to protective intelligence, executive protection and partnerships. 2 NORTHWEST CHAPTER Chuck Tobin Chuck Tobin has been President of AT-RISK International, LLC for 12 years, and has more than 26 years of experience in the industry. He has provided protective and investigative services to clients globally, including serving as national Director of Security for Hillary Clinton s Presidential Campaign. Mr. Robin has conducted training for transition forces, protection teams, and investigators from Beijing to Washington, DC. Prior to establishing AT-RISK, Mr. Tobin was the Managing Director of Training for Vance International s Education and Training Team, overseeing internal and external training programs, and implementation of programs for their uniformed division and executive protection programs. Mr. Tobin currently serves as ATAP s national President, and has overseen ATAP s incredible growth and development in several capacities. He oversees various ATAP programs, including international education, relationship development, standards development, and organizational resilience. Mr. Tobin is one of the first Certified Threat Managers through the Association. Kate Schoeneman, Ph.D. Dr. Kate Schoeneman is the Operational Psychologist and Branch Chief with the United States Marshals Service s Behavioral Analysis Branch (Judicial Security Division). Dr. Schoeneman provides behavioral and psychological case consultation, research, and training on protective intelligence, targeted violence, threat assessment, and threat mitigation. Prior to her work with the U.S. Marshals Service, Dr. Kate worked at with the Federal Bureau of Investigation s Behavioral Analysis Unit. Dr. Schoeneman has a bachelor s degree in Psychology from Lewis and Clark College in her hometown of Portland, Oregon, and Master s and Doctoral Degrees in Clinical and Forensic Psychology from the University of Nebraska-Lincoln. She is a licensed clinical psychologist, holding licensure in Washington State. Dr. Schoeneman is a member of the DC Chapter of ATAP, though she has strong ties to the Northwest Chapter, and has served in leadership roles in both chapters. Raymond Fleck Raymond Fleck is a Supervisory Deputy with the United States Marshals Service, Western District of Washington. He has more than 20 years of leadership in law enforcement and safety and security management. Ray oversees the district s Judicial Security Services. Within the District, he developed the Threat Management Program, responsible for investigating threats and inappropriate communications against judicial officers and protectees. Ray chairs the District s Crisis Working Group, and has presented across the country on emerging threats to the judiciary and sovereign citizens. Nationally, Ray serves with Dr. Schoeneman on a working group on Workplace Violence that is developing guidance for districts on interagency, interdisciplinary crisis advisory teams.

3 Ray has served as the NW Chapter s Vice President and unofficial photographer since He is excited to be a part of the Northwest Chapter s growth and development. Ray holds a Masters Degree in Safety and Security Leadership from the George Washington University and a Bachelor of Arts degree and Minor in Psychology from Central Washington University. Charles Randolph, PPS Mr. Randolph is the Sr. Director of Executive Protection, Event Security and Intelligence (E2i) at Microsoft Corporation. Twenty plus years of experience in the protective security industry and over 20 years as a military officer has uniquely qualified Chuck to take on a typical day s work of planning, strategic development, tactical deployment, and management of globally sized executive protection, event risk management and intelligence units. Having previously been the Director of Operations for a protective security company with Fortune 500 clients, Chuck has the experience and insight needed to provide Microsoft with top-level protective and intelligence leadership, and the business acumen for corporate budgets and fiscal matters. He is responsible for globally placed teams that produce critical data on which the enterprise relies to enable decision makers. Since joining Microsoft in 2000, Chuck has taken on ever-increasing responsibilities and expanded the scope of the services and assets his teams provides the company. Under his leadership he has transformed the executive protective, event security and intelligence services to function beyond their traditional roles of protection and information provider, to that of a strategic enabler. Along with a corporate career, Chuck is a military officer with over 23 years of service. Like many others in today s reserve, he has served in numerous overseas contingencies with distinction and has received multiple decorations, once with valor. Chuck holds a BS Degree in Political Science with minor degrees in Public Relations and Military Science from Ball State University in Indiana. He is a founding member of the Corporate Protection Leadership Council (CPLC) and is a noted speaker on Executive Protection, Risk and Intelligence Management. He is an avid reader, martial artist, triathlete and runner. His most important role is that of father. Elias Gonzales As the Sr. Protection Program Manager, Elias Gonzales leads Microsoft s Executive Protection Unit. Elias leads the Executive Protection Filed Operations Team and the Executive Response Team that is responsible for the physical security of executive space across the company. Elias is also responsible for developing and driving strategic goals and cultivating relationships with Executive Teams, security partners and service providers. In his 10 years at Microsoft, Elias has taken on ever-increasing leadership roles and responsibilities within Microsoft Global Security. As the Sr. Executive Protection Manager, Gonzales has grown the scope of the team and extended EP coverage and services to the entire Microsoft Senior Leadership Team and others in critical roles. Most recently, Elias has been working with MSFT Global Security partners to develop assets protection competencies with his teams. Prior to joining Microsoft, Gonzales served over 8 years in the United States Marine Corps as Combat Engineer and Marine Security Guard in Europe and East Africa. Elias lives in the Seattle area with his wife and two children.

4 Sheldon Beddo Sheldon Beddo is the Senior Program Manager of the Protective Intelligence Unit at Microsoft. His team is part of the Microsoft Intelligence Unit and identifies, investigates, assesses and manages potential threats of targeted violence or inappropriate communications toward Microsoft s senior leadership team and Board of Directors. Sheldon joined the team at AS Solution and Microsoft after a 26-year career in federal law enforcement as a Special Agent of the Naval Criminal Investigative Service where he conducted criminal, counterintelligence and counterterrorism investigations and operations. Sheldon s NCIS assignments included: Division Chief for Program Direction, NCIS National Security Directorate at NCIS Headquarters, Personal Security Advisor to General John Allen (Commander of NATO combat forces Afghanistan), Assistant Special Agent in Charge, counterintelligence and counterterrorism (NCIS Northwest Field Office), Deputy Director, Strategic Counterintelligence Directorate Afghanistan, and Resident Agent in Charge, DoD Criminal Investigative Task Force (CITF) - Iraq & Guantanamo Bay, Cuba. There he led teams responsible for investigating terrorism and war crimes in support of the Office of Military Commissions. Shana Tarbell Shana Tarbell serves as the Deputy Director, Risk & Threat Analysis at the Bill & Melinda Gates Foundation. Her unit, embedded in the Global Security Team, assesses risk levels in countries where the foundation has a presence, develops assessments on and monitors persons/groups of interest, conducts due diligence on major grants and partners, and manages the foundation's background screening program. Shana joined the foundation after an 18-year career at the Central Intelligence Agency, where she oversaw the production of intelligence analysis on a range of countries and issues for senior policymakers. She also served as Deputy Chief of Staff to then-director Leon Panetta and was the Deputy National Intelligence Officer for Economics on the National Intelligence Council. Shana received her B.A. from George Mason University in Russian Studies and International Affairs and her M.A. from George Washington University in Security Policy. * Additional panel participant s TBD
